A. RESOLUTION MODIFYING THE 1980 BUDGET.
Be It Resolved. by the .City Council of the City of St. Anthony
that the following budget transfers be .made due to unforeseen
circumstances at ,budget preparation time:

SUBJECT: Police overtime and salaries
We have had to use a large amount of overtime. in order to
have minimum staffing the past few months because of vacations,
sick leave, court time, felony investigations, search warrants,
complaints and to complete details which were not finished at
shift end.
We had -25 days of sick leave from July lst through the pre-
sent time and had to use 11 days overtime to provide minimum staff-
ing during this period. This overtime was needed even after
changing shifts and days off for a number of officers in an attempt
to avoid overtime..
We can anticipate additional overtime through January 1, 1981,
• over and above the normal amount. Officer Hawkinson starts vaca-
tion on October 22nd and will be on vacation through December 3rd,
at which time he will retire. We have changed shifts where possi-
ble, to cover overtime expenditures; however, there are some vaca-
tions scheduled during this period and we can anticipate some sick
leave, court time, etc. . We also have vacations scheduled during
the Holiday season.
We are , in effect, creating a dilemma by only letting one
patrolman go on vacation at a time. (This was done to curb over-
time. ) The Department has as of 9-30-80 accrued 132. 5 days vaca-
tion which has not been taken and as of 1-1-81 will have 175. 5
days accrued vacation. Obviously some of the accrued vacation will
be taken prior to 1-1-81; but we -will be carrying a large amount
into 1981.
I feel the remaining police budget should be used (where
possible) for overtime and salary for a replacement officer for
Hawkinson.

There were several reasons for the delay involved in replac-
ing Officer Hawkinson. Officer Hawkinson submitted his letter of
resignation September 24th. I immediatelycontacted Larry Thomp-
son of SPRS and was unable to get candidates ' names until I
attended a seminar on the testing procedures to be used. I
attended the required seminar on October 8th, the earliest date
possible, and did not receive the candidates ' names until Octo-
ber 14th. We are presently scheduling initial interviews for
October 27 and October 28. The testing process is in progress;
however, Council approval and budget transfers are necessary be- '
fore further testing can be completed and a replacement hired.
If a new officer were added as soon as possible, some over-
time would be avoided as well as .numerous shift changes.. -The
earliest possible date we could have a new officer on the street
would be approximately November 15th.
� I feel that a replacement should be hired as soon as possible,
as some costs would be offset by less overtime, especially during
the holiday season.
