RES 1981 Document: RES 81-034 RESOLUTION ADOPTING AN ADMINISTRATIVE POLICY FOR THE COMMUNITY BULLETIN BOARD 1 ►3 � RESOLUTION 81-034 A RESOLUTION ADOPTING AN ADMINISTRATIVE POLICY FOR THE COMMUNITY BULLETIN BOARD WHEREAS , the City of St. Anthony has erected a Community Bulletin Board- at approximately 2910 Kenzie Terrace; and WHEREAS, the City of St. Anthony desires ,to adopt a policy in regard to messages placed on the Bulletin Board. NOW, THEREFORE, BE IT RESOLVED, that the following guidelines will be used in placing messages on the Community Bulletin Board. Community Bulletin/Billboard Sign 1. The Community Bulletin/Billboard is that marquee which is located at approximately ..2910 Kenzie Terrace. 2. Billboard spacing guide is a form used to print messages specifying data for the community billboards. 3. Content. a. The Community bulletin board will include newsworthy infor- mation' and notices of organizational events , public meetings , • activities , opportunities and programs. 4 . Operation. a. Normally, the sponsoring organization must be local .City of St. Anthony and the activity or event must be taking place locally or originating in St. Anthony. b. Priority order of public information will be as follows (within space and time considerations) : 1) Public meeting notices , 2) Notices of events of a community-wide nature, 3.)• Notices of events relating to a narrower portion of the community. 5. Political Announcements . a. Only activities, meetings , etc. which are open to the general public shall be announced. Activities or meetings where a fee is charged must have the fee noted in the announcement. b. No announcement may endorse, urge, support or attempt to influence the public with regard to any candidate or issue, nor may any announcement be used for making statements, promises , or any other campaign messages. Names of candidates or issues shall be used only when such names are necessary to identify the purpose of, or speakers at, a meeting or an event. -2- 6. Procedure. a. Requests- for billboardspace should be made in writing to the City Manager' s designee three weeks prior to the Monday on .which the marquees are changed. b. Marquees will be changed each .Monday .by City personnel. Upon approval of the City Manager or his designee, two copies- of the billboard- spacing guide will be placed in the designee' s box no .later* than 2 :00 P.M. the Thursday prior to the billboard change. C. The format .and style of messages presented on the community billboards will be- dictated by the physical limitations of the marquees and by, the .arrangement of letters on the billboard spacing guide. T. Responsibility. a. The City Manager .bears ultimate responsibility for the enforcement. and interpretation of the policies outlined in this procedure. b. The City Manager may designate an- individual (s) who will be responsible for the implementation .of the policies • outlined in this procedure. Adopted this Z414 day of `y'rJ , 1981.
