A RESOLUTION TO DESIGNATE AND ESTABLISH A DEVELOPMENT DISTRICT NO. 1
PURSUANT TO THE PROVISIONS OF SECTION 472 . 01 , TO 472 . 13 INCLUSIVE OF
THE MINNESOTA STATUTES AND ESTABLISH A TAX INCREMENT DISTRICT PURSUANT
TO THE PROVISIONS OF SECTION 273. 71 TO 273. 78 INCLUSIVE OF THE MINNE-
SOTA STATUTES (.CHAPTER 322 , LAWS OF MINNESOTA, 1979) AND ADOPTING A
DEVELOPMENT PROGRAM AND FINANCE PLAN. FOR SAID DEVELOPMENT AND TAX
INCREMENT. FINANCE DISTRICT
WHEREAS , the City -Council of. the City of St. Anthony, Minnesota has
determined that it is necessary and desirable and .in the public
interest to designate , establish., develop and administer a develop-
ment district in the City of St. Anthony ; Minnesota pursuant to the
provisions of Section 472 . 01 to 472A". 13 , inclusive -of the Minnesota
Statutes ; and
WHEREAS, the Planning Commission- of the City of St. Anthony has been
consulted with regard to the proposed district; and
WHEREAS , the City Council of the City of St. Anthony has determined
that tax increment financing-will .be necessary to finance the public
costs associated with the development project within .the tax increment
district pursuant to Minnesota Statutes 273 . 71 and 273 . 78 inclusive; and
WHEREAS , a public hearing was held on June 28 ,. 1982 at 5 : 30 P.M.
before the City Council in the Council Chambers in the City Hall,
in St. Anthony, Minnesota, notice of which has been published once
• in the official newspaper for the City , not less than ten , nor more
than thirty days prior to June 28 , 1982 ; and
WHEREAS , the City of St. Anthony has fully informed the members of
said School Board and Board of County Commissioners.- of the fiscal and
economic implications of the proposed development district and tax
increment district; and
WHEREAS, at said. public hearing all persons and parties were given
full opportunity -to present written or oral. testimony, comments ,
objections , suggestions , and. other matters, all of which were duly
considered by the- Council; and
WHEREAS, the creation of the proposed district is necessary and
desirable in .order to provide employment opportunities , to increase
tax base, and to improve the general .economy of the State of -Minnesota;
and
WHEREAS., the proposed development' and. tax increment district is
intended to -(a) encourage the retention and expansion of existing
intensive businesses , (b) provide land for the expansion of existing
businesses , (.c) . improve the financial base of " the city, (d) provide
increased employment opportunities and as -much as- .possible , seek
businesses which would employ the unemployed and under-employed,
(_e) provide a retail service level required. by the residents of the
community; and

WHEREAS,. the City of St. Anthony is prepared for the relocation of
individuals , families . and businesses that .may be displaced as a result
of carrying out the project; and .
WHEREAS , the proposed redevelopment would not .occur solely through
private investment within the reasonably foreseeable future and,
therefore, the use of tax increment financing is deemed necessary; and
WHEREAS , the tax increment financing plan will afford maximum op-
portunity consistent with the- sound needs .of the municipality as a
whole , for the redevelopment of the district by private enterprise;
and
WHEREAS , the tax increment financing plan conforms to the general plan
for the redevelopment of the municipality as a whole; and
WHEREAS , the City Council of the City of St. Anthony , Minnesota, finds
that the proposed tax increment, financing district is an economic
development district and will result in increased employment and pre-
servation and enhancement of thetax base within .the municipality.
NOW, THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF- THE CITY OF
ST. ANTHONY, does hereby designate and establish Development District
No. 1 and a tax increment economic development district, adopts a
finance plan -and development program for said tax increment economic
development district and finds :
• (1) that the proposed development would not occur solely through
private investment within the reasonable foreseeable future and,
therefore , the useof tax increment financing is deemed necessary; and
(2)_ that the tax increment financing. plan will afford maximum opportunity
consistent with the sound.' needs of the City as a whole , for the
development of the tax- increment.- economic development district by
private enterprise; and
C3.)- that the tax increment financing- plan conforms to the general plan
for the development of the city as a whole; and
(4)- that the proposed. tax incrementdistrict is an economic develop-
ment district.
