A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ST. ANTHONY CONCERNING THE SELECTION
OF PREFERRED- AREAS FOR THE LOCATION OF
HAZARDOUS WASTE PROCESSING FACILITIES
WHEREAS , the Minnesota Waste. Management Board has prepared an
inventory of .Preferred. Areas . for Hazardous Waste Processing
Facilities ; and
WHEREAS , certain of th.ese. preferred sites are located near the
highly residential areas in :the City of St. Anthony; and
WHEREAS , the City Council of .the .City of St. Anthony has a high
level of concern and responsibility for the health, safety and
well-being of all of the residents of the City of St. Anthony; and
WHEREAS , the location of Hazardous Waste Processing Facilities
is an action with potentially great environmental , social and
safety-related consequences .
NOW, THEREFORE, BE IT RESOLVED, by the .City Council of the City
of St. Anthony as follows:
(1) We are greatly concerned about the potential effects of any
such .hazardous- waste processing facility located in or near
our community.
(2). We .urge careful study and deliberation in any .process which
selects such a site.
(3). We. strongly, request that .the actual location of such a site
be proceeded by adequate public hearings , environmental review
(includingenvironmental impact statements) and general public
information..
(:4). That the final selection of potential sites take into considera-
tion such items as prevailing winds , need for evacuation and the
viability of such plans as well as the general location of
schools , hospitals , rest homes and other uses for which
immediate evacuation would be at best difficult and at worst
nearly impossible.
(-5). We resolve, finally, that we should be kept directly informed
of the status of certain sites , particularly the proposal for
-a site in Roseville and the site entitled Minneapolis "A" .
