FOR THE PURCHASE OF FIRE APPARATUS
WHEREAS , the St. Anthony Fire Department desires to purchase a new
fire pumper apparatus at a favorable price; and

Attached to 'this memo you will find a rough draft copy of
the Joint Powers Agreement that I have drawn up for the
purchase of Fire Apparatus. Please forward this to your
city attorneys as quickly as possible for comments. Since
each city has to sign the Joint Powers Agreement, all
corrections must be made on the master copy so each city
can sign the original. Since this will be a time consuming
process, I would appreciate comments back within the week,
if at all possible. If you should have any questions regarding
it, please do not hesitate to give me a call.

JOINT PURCHASING AGREEMENT
THIS AGREEMENT, made and entered into this day of

City of Inver Grove Heights
City of St. Anthony
City of Columbia Heights
City of North St. Paul
City of Plymouth
WITNESSETH:
WHEREAS, said Cities, pursuant to Minnesota Statutes 1967, Section 471 . 9,
are desirous of -making joint purchases of equipment, materials and supplies in

order to secure more favorable prices,
• NOW, THEREFORE, the parties agree as follows:'
1 . The Cities listed, pursuant to the procedures set forth in applicable
state statutes, shall make joint purchases for whatever same or similar
equipment, materials and supplies that are authorized and requested by the
Cities.
2. All Cities agree to the procedures, requirements and obligations
outlined in the General Conditions of the specifications for the equipment,
materials and supplies that are authorized and requested by the Cities.
7. Each City that is a party to this Agreement shall be responsible for
tthe performance of the provisions of the Specifications for the equipment,
materials or supplies authorized or requested by the Cities.
8. Each City that is a party to this Agreement will hold harmless the other
parties of this Agreement for the equipment, materials or supplies authorized by the
Cities.
9. Each City agrees to share the clerical and administration cxpensus
incurred by the other Cities of this Agreement for preparation and administration
_of the bid for the .equipment, materials or' supp-1ies authorized -or requested by
the Cities.
This Agreement shall be effective upon its approval and excecution by. all
parties hereto and shall continue In- effect thereafter until and unless cancelled
by a party upon written notice to the other parties.

JOINT PURCHASING AGREEMENT
THIS AGREEMENT, made and entered into this 26 day of
September 19 83 , by and between:
City of Inver Grove Heights
City of St. Anthony
City of Columbia Heights
City of North St. Paul
City of Plymouth
WITNESSETH:
WHEREAS, said Cities , pursuant to .Minnesota Statutes 1967,
Section 471. 59, are desirous of making joint purchases of equipment,
materials and supplies in order� to secure more favorable prices,
NOW, THEREFORE, the parties agree as follows:
1. The Cities listed, pursuant to the procedures set forth
• in applicable state statutes, shall make joint purchases for what-
ever same or similar equipment, materials and supplies that are
authorized and requested by the Cities.
2. All Cities agree to the procedures , requirements and obliga-
tions outlined in the General Conditions of the specifications for
the equipment, materials and supplies that are authorized and re-
quested by the Cities .
3. When a City that is a party to this Agreement represents the
Cities of this Agreement for the purpose of making a procedure or
requirement of the General Conditions of the specifications more
convenient to administer, the other Cities agree to not hold the
representing City responsible or accountable for funds expended by
the others or for the issuance of a Purchase Order or contract by
the other Cities for the equipment, materials or supplies authorized
or requested by the Cities.
4. Each City shall issue a separate Purchase Order within the
requirements of the General Conditions of the specifications for the
equipment, materials or supplies authorized or requested by the Cities
and make payment directly to the Vendor according to the established
procedures.
5. Each City shall be separately accountable for its own ex-
penditures of public funds made hereunder.
• 6. After bids have been received and awarded, each City
shall enter into its own separate 'contract or agreement with the
Vendor; -no individual City shall be responsible for the failure
of another City to enter into a separate contract or agreement
with the Vendor or for the failure of another City to follow or
fulfill said separate contract or agreement.
7. Each City that is a party to this Agreement shall be
responsible for the performance of the provisions of the Speci-
fications for theauthorized or required equipment, materials
or 'supplies as they apply to that particular City.
8. Each-individual City that is a party to this Agreement
shall not hold. the other- Cities responsible for the equipment,
materials or supplies authorized by the individual City.
9. Each City agrees to .share the clerical and administration
expenses incurred by the other Cities of this Agreement for prepara-
tion and administration of the bid for the equipment, materials or
supplies authorized or requested by the Cities.
This Agreement shall be effective upon its approval and execu-
tion by all parties hereto and shall continue in effect thereafter
until and unless cancelled by a party upon written notice to the
other parties.
