ANTHONY HOUSING AND REDEVELOPMENT AUTHORITY OF ST. ANTHONY, MINNESOTA, ENTITLED "CHANDLER PLACE REDEVELOPMENT PLAN AND TAX INCREMENT PLAN" , DATED OCTOBER 8, 1985 AND ESTABLISHING A REDEVELOPMENT PROJECT AREA A resolution of the City Council of St. Anthony, Minnesota, approving the Redevelop- ment Plan of the St. Anthony Housing and Redevelopment Authority of St. Anthony, Minnesota, (_the Authority) entitled, "Chandler Place Redevelopment Plan and Tax Increment Plan", dated October 8,1985 and establishing a redevelopment project area. WHEREAS, the Authority has now caused to be prepared a Redevelopment Plan for an urban renewal , project for the Chandler Place Area of St. Anthony, Minnesota (the project area)., entitled "Chandler Place- Redevelopment Project", dated October 8, 1985 Cthe plan; and WHEREAS, the plan has been prepared at the direction of the Authority with the cooperation and assistance of the appropriate City departments; and WHEREAS, the Authority has transmitted .the plan to the Planning Commission of the City of St. Anthony for its study, and has requested the written opinion of the Planning Commission on the plan, all pursuant to Minnesota Statutes 462.515; and WHEREAS, the Planning Commission has now studied and considered said plan, which consists of: redevelopment program, relocation plan, method of financing tax • increment financing, goals and objectives, and design elements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Anthony, that, having studied and considered th.e plan and having held a Public Hearing in which the City Council , and all interested persons were heard, that it finds the following : 1 . The plan provides an outline for the development and redevelopment of the project area and is sufficiently complete to indicate the relationship of the plan to the objectives of the City of St. Anthony as to appropriate land uses within the project area, and to indicate the general land uses and general standards of development or redevelopment within the project area; and 2. The project area is a deteriorated and deteriorating area within the meaning of Minnesota Statutes 462.421 , Subdivision -11 ; and .. The urban renewal project proposed by the plan, whether a housing project or a redevelopment project, is necessary to eliminate and prevent the spread of such deterioration; and 4. The project area is subject to conditions that have prevented private develop- ment or redevelopment without governmental assistance and financial aid proposed by the plan; and 5. The plan affords maximum opportunity for redevelopment of the project area by private enterprise, consistent with the sound needs of the locality as a whole; and 6. The objectives and purpose of the plan conform to, and are consistent with the City of St. Anthony Comprehensive Plan and planning objectives previously, from _ time to time, established by the Planning Commission of the City of St. Anthony for the development of the project area; and r -2- 7. The project is necessary to alleviate a shortage of decent, safe, sanitary housing for -low or moderate income. FURTHER BE IT RESOLVED, that the City Council hereby approves the Plan and directs the City Manager to take all appropriate action to carry out the Plan. Adopted thi s g't� day of br—+ober 1985.
