RESOLUTION REGARDING AN INCENTIVE GRANT APPLICATION FOR THE ST. ANTHONY RECYCLING CENTER RESOLUTION 86-023 • A RESOLUTION REGARDING AN INCENTIVE GRANT APPLICATION FOR THE ST. ANTHONY RECYCLING CENTER BE .IT RESOLVED that the City of St. Anthony will act as the sponsor and grantee for the landfill abatement project. Larry Hamer, Public Works Director is hereby authorized to submit a grant applica- tion and request for funding of this project to the Metropolitan Council and to execute such agreements and prepare documents as necessary to accept funds and implement the project on behalf of the Project Sponsor. This resolution certifies the following: 1 . The project sponsor is an eligible applicant for the Incentive Grant- program- 2. rant program-.2. The project will further the goals of the Metropolitan Council 's Solid Waste Management Development Guide/Policy Plan. 3. The project is in conformance with the approved Solid Waste Management Master Plan for the county in which the project will occur if the application is being made by a city, county, or solid waste management district. 4. The project sponsor agrees to comply with all applicable laws relating to nondiscrimination and affirmative action. 5. The project sponsor will provide all local and state permits, licenses and authorizations necessary for the implementation of the project. • 6. The project sponsor is current in all tax obligations to local , state or federal governments. 7. Acknowledgement will be made to the Council for its grant assistance on all promotional materials, reports and .publications relating to the project during the grant period. 8. The project sponsor will provide all documentation and reports required by the Council during the grant period. 9. The application is complete and all information provided in the application is true and accurate. All 1 -2- The City intends to advertise and feels that improving the center will mean • increased usage. All project reports and evaluations will be done by the Public Works Director and kept on file in his office at the City Hall . The project will not require any permits nor the Environmental Assessment Statement. We will advertise the recycling center through the City's cable T.V. channel (10) , the local newspaper, the City Newsletter, and the Metropolitan Council . The following. personnel are employed by the City of St. Anthony and are well qualified to perform the duties listed: Larry Hamer, Director of Public Works, administrative duties. Harry Werlein, light equipment operator, maintenance of the center and will assist in laying the asphalt. Clayton Olson, carpenter, will assist in laying the asphalt. Dick Kristyniak, will assist in laying the asphalt. Jack Haley, will assist in laying the asphalt. The project will continue to be financed by City funds after grant funds are used. As previously stated, the center is utilized by several other cities' residents and we feel it would be fair to be able to use money from other sources to enhance, expand, and improve the center. • INCENTIVE GRANT FOR RECYCLING Information About the Project St. Anthony is in the process of redoing the recycling center, which services several cities in three counties (.Hennepin, Ramsey, and Anoka) . This is a drop- off center that we feel should be made as pleasant, easy to use, and safe for the user as possible. We have already built a recycling platform. Costs are as follows: Material $646 Labor (_2 men, 60 hrs. , $16.45/hr.,' 276 includes fringe benefits) TOTAL COST $922 The City would also like to install asphalt around the recycling center with estimated costs as follows: Material $ .6,375 Base material ( 120 yards) 527 Labor (4 men, 160 hrs. , at $16.45/hr. ) 2,632 Equipment (.2 trucks, blacktop spreader 400 and roller, $20/hr. for • 20 hours) TOTAL ESTIMATED $ 9,934 COST The City recycles glass, tin, aluminum, paper, assorted metals, wood chips, compost. The City is now looking into recycling grass clippings and leaves for compost in conjunction with Hennepin County. All these materials would be kept out of the landfills. Our goals is to make St. Anthony one of the leaders in the field of recycling and also to have the safest and aesthetically pleasing center in the metro area. We will assure that the public is kept informed of the changes to the center and will encourage them to use the recycling center. The project area services several cities and we find it increasingly difficult to support the center with our tax payers money. It would also be difficult to maintain the level of other services and still improve on the recycling project. At this time we will be operating a drop-off recycling center only and have not included curbside pickups. The center will certainly assist in abating from landfills. The center recycles: 40 yards of crushed glass in 4 to 5 weeks; 4 to 5 yards of tin and aluminum every week and a half; 40 yards of newspaper every two weeks, mis- cellaneous metals, 40 yard container every two months (about 700 to 2,000 pounds) . We intend to recycle leaves and grass clippings, which is anticipated at 40 yards • a week or greater.
