ANTHONY PARKWAY PROJECT f RESOLUTION 87-011 • A RESOLUTION REQUESTING A VARIANCE TO ALLOW A 32• FOOT ROADWAY FOR THE ST. ANTHONY PARKWAY PROJECT WHEREAS, the City of St. Anthony, Hennepin County, Minnesota, desires to improve St. Anthony Parkway from a point 560± north of Ridgeway Drive to a point 560± south of the Burlington Northern Railraod Tracks, and WHEREAS, State Aid Operations Minnesota Rules Section 8820 . 9912 states that the minimum width of a two-lane, arterial, low density, undivided MSA street with no parking lanes is 36 feet, and WHEREAS, the above described section of St. Anthony Parkway has 27 trees from 24 to 36 inch diameter that could be killed by widening of the street. NOW, THEREFORE, BE IT RESOLVED: that the City of St. Anthony hereby requests the Minnesota Commissioner of Transportation that a variance be granted to allow a 32 foot roadway, with no parking for the St. Anthony Parkway project described. above. ANTHONY PARKWAY MSA PROJECT FROM 560 FEET NORTH OF RIDGEWAY DRIVE TO 560 FEET SOUTH OF BURLINGTON NORTH RAILROAD CITY OF ST. ANTHONY FEBRUARY 5, 1987 1. An index map showing the project location is attached. 2. Typical section of the inplace and proposed construction is attached. 3. This variance is requested to save approximately 27 large boulevard trees abutting the Gross Golf Course and Sunset Memorial Cemetery along St. Anthony Parkway in the City of St. Anthony. If the street was constructed to MSA minimums of 36 feet, most of these trees would have the roots cut from one to two feet from the face of the tree. 4. Economic Impact. By allowing the variance to 32 feet, approximately $20,000 would be saved in clearing, grubbing and replacement costs for the boulevard trees. Also, approximately $40,000 would be saved due to reduced construction cost for the 32 foot street. The social impact of the street project will be minimal. No relocation or land acquisition other than construction easements is required. • This variance would allow greater distance from the face of the curb to the large trees along the project, as well as improve the safety of the roadway due to the elimination of an extremely rough riding surface and replace the crumbling curbs with new curb and gutter. The. environmental impacts of this project will be minimal and limited to construction noise and inconvenience. The noise and air quality impacts of the proposed improvement and not anticipated to be significant. No significant impact is expected on the quality of surface runoff water, although an improvement could be expected due to eliminated soil erosion along the crumbling curb lines. 5. The extreme rough ride and crumbling curbs will be eliminated by this project and by granting the variance the project will also preserve the huge boulevard trees that have taken 50 years or more to grow to the size they now are. 6. Adjacent land will be served better by the reconstructed roadway and will only suffer temporary inconvenience during the construction of the project. Access will be maintained to both the golf course and cemetery from one direction during construction. 7. An unknown number of individuals traverse this section of roadway each day and will be favorably affected by the project. 8. The following safety considerations are anticipated: a. Pedestrians - no affect on pedestrian traffic is anticipated due to existing sidewalks on both sidesof the street that are sufficiently set back from the roadway so they will not be affected by the construction. • b,c,d Bicyclist, motoring public, fire, police and emergency units will all be favorably impacted by this project by eliminated the rough riding surface and crumbling curbs and the traffic hazards that they present.
