RES 1989 ' Document: RES 89-023 RESOLUTION REGARDING THE WATER QUALITY OF SILVER LAKE RESOLUTION 89-023 • A RESOLUTION REGARDING THE WATER QUALITY OF SILVER LAKE WHEREAS, there has been considerable degradation of water quality in Silver Lake in recent years; and WHEREAS, the City of St. Anthony has an interest in the quality of public waters within the State and more particularly within its own boundaries; and WHEREAS_ , Rice Creek Watershed District has , passed a resolution indicating that any future correctAve work would be by Agreement of all parties involved; and WHEREAS, Rice Creek Watershed District is submitting an application for a grant under the Clean Water Partnership Act Program to study what is happening in Silver Lake and what can be done to correct or reverse the process; and WHEREAS, it is proposed that each party involved with Silver Lake pay a proportionate share of the matching funds for the grant. • NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony does support the proposed study by Rice Creek Watershed District and agrees to allocate its proportionate share of the study cost not to exceed $9,750; and furthermore, urges the Metropolitan Council to approve the grant application under the Clean Water Partnership Act Program to fund the study; and BE IT FURTHER RESOLVED, that the involved parties negotiate a Joint Powers Agreement and that the parties request proposals for the study. r Adopted this n day of l� l,�a tl �� , 1989. Mr. A, J_. /9,Q T�s offered the following resolutiun and moved for its adoption It is the desire of the Rice Creek Watershed District to submit an application for funding of a Phase I diagnostic/feasibility study of Silver Lake to the Minnesota Clean Water Partnership Grant Program. It is also the desire of the Watershed District to enlist the support of the three municipalities located within the drainage area of Silver Lake, namely the City of New Brighton, City of Saint Anthony and the City of Columbia Heights, for this project. The end result of the Phase I project will be an • Implementation Plan to improve and protect the water quality of Silver Lake. It is the desire of the Watershed District that this Implementation Plan is acceptable to the three municipalities named above, and not to implement this plan through a subsequent Phase II grant or other means without the concurrence. of these municipalities. Therefore, whereas the Rice Creek Watershed District wishes to enter into a cooperative project with the Cities of New Brighton, Saint Anthony and Columbia Heights through the Clean Water Partnership Grant Program to produce a Clean Water Partnership Implementation Plan for the improvement and protection of water quality in Silver Lake, it is resolved that the Rice Creek Watershed District shall not implement said plan without the concurrence of the City Councils for each of the respective municipalities.
