ANTHONY COUNCIL MINUTES j WORK SESSION February 28 , 1980 � I I The meeting was called to order at 7;10 p.m. by Mayor Haik. Present: Haik, Sundland_, Letourneau. Absent: Ranallo and Marks. Also present: Fornell, Hamer. Dick Moore and Roger -Short, of Short-Elliott-Hendrickson, Inc. , made a lengthy presentation on the .condition of the City' s bitu- minous streets, alterative reconstruction/rehabilitation, and i estimated costs. Ranallo arrived at 7 : 25 p.m.. , Marks arrived at 7 :40 a.m. i , Considerable Council discussion ensued about financing, cost, condi- ! tion and life of the streets and resident knowledge and acceptance of such a program. ' ' i Public Works Director Hamer made a presentation on the City's concrete streets. It was acknowledged that while there are some problems, they { • are generally in better condition than the bituminous streets. The Council directed Fornell to draft a- memo on the financing of street reconstruction/rehabilitation. It was felt that the program may have to be delayed . until the 1981 construction season so the community can become aware of the problem and consider any necessary j tax levy or special assessment to pay for .part of the cost. I Fornell then. requested Council approval to send his proposed letter of February 28,' 1980 to the Minneapolis Sewer Engineer regarding sewage diversion into Minneapolis due to possible financial ramifi- cations. 3 Motion by Councilman S.undland and seconded by Councilman Marks to direct the Manager ' s letter of February 28, 1980 to the Minneapolis Sewer Engineer.- be- sent. Motion carried unanimously. ! Fornell then explained the necessity of Council action on Resolution 80-019 regarding the Hennepin County- Criminal Justice Advisory Council.
