COUNCIL MINUTES
BUDGET WORK SESSION
September, 2 , 1980
The meeting was called to order at 7 :05 P.M.
Present: Haik, Ranallo, Letourneau, Marks.
Absent: Sundland.
Also present: Hamer, Public Works Director
Johnson, Clerk/Treasurer
Fornell, City Manager
Mr. Hamer lead the Council through a comprehensive review of the
public works budgetary areas.
Highlights of the discussion were:
(1) General update on activities and programs.
(2) Appropriations for increased city building costs in 1981 and
review of the energy audits.
(3) Improvements made in inspection services.
(4) Increases in street maintenance costs.
(5) Equipment needs.
(6) Review of capital improvements including to streets , . the city
hall, sanitary sewers and. to the water production and distri-
bution system. Considerable discussion ensued about what is the
higher priority, costs, and financing including the use of
reserves, special levies and bond issues.
(7) , The need for a sewer rate increase and the magnitude of the
inflow/infiltration problems.
No specific modifications were proposed in any budget object code,
at that time.
The meeting was adourned at 10 :00 P.M.
