COUNCIL MINUTES
March 14 , 1981
WORK SESSION
The meeting was convened at 8 :20 A.M.
Present: Marks, Sundland, Haik, Ranallo, Letourneau.
Also present: Fornell, City Manager.
City Manager Fornell gave a visual presentation on how he saw the
proposed program working. There was discussion on salary ranges,
relationship to the market and job evaluation, "benchmarking"
total compensation and how performance appraisals. relate to com-
pensation. It was recognized that the program was based upon the
application of disciplined judgement.
The Council requested that the Manager check with the City Attorney
on administrative aspects of the program and adoption/implementation
alternatives. Further refinement in the evaluation guidelines was
also desired. The matter is to be placed on the March 24th agenda.
SThe meeting was. adjourned at 8 :55 A.M. when Congressman Sabo and
his aides arrived. to discuss. areas of interest to local government
officials in his district. A lengthy discussion period ensued.
