ANTHONY CITY COUNCIL WORK SESSION MINUTES • May 4 , 1982 The work session was called to order at 7:10 P.M. , Tuesday, May 4 , 1982 in the City Administrative offices . Present: Mayor Sundland and Councilmen Enrooth, Letourneau, Marks and Ran al to. Absent: None. Also present: City. .Manager Childs. and Police Chief Hickerson. 1. The first item of- business was an informal discussion with the Chief of Police, Don Hickerson, about questions .and concerns of the Council. a. The St. Anthony •Fun Center was discussed. Some Councilmen related the substance of calls - and complaints they have received over the years:. . Many times substance. may be lacking in the complaints and they may only be parents who are unable to keep their children out of the Center and away from the games . It was generally agreed that the Manager runs a clean operation and he himself calls the police frequently to handle problems and attempts to work closely with them. • As a side discussion, -the use of- c'omplaint forms_ was discussed _as=a,;means_-of recording and=classifying calls . This .is a-. good recordkeeping function as .well as a method to determine if a particular problem really has had. "lots" of complaints . b. Chief Hickerson reported .that 'there are .two Police Reserves , that they will be receiving their final four-hour training session on Saturday, May 8th .and will try to be scheduled for introduction to the Council at -their May 11th meeting. He also stated that a possible additional Reserve . Officer has expressed. interest, but lives in N.,E. Minneapolis . The Council generally agreed that such applications should be brought on a -c-ase-.by=.case-basis but. that:this particular- one would',p'robably be favorably considered. Mayor Sundland also felt that Jim Schwartz ('St.,- Anthony Bulletin) should. be contacted for pub- licity- on the new Reserves completing training. C. The use of MAPSI (animal patrol) services was discussed. Councilman Ranallo had a discussion with one of the MAPSI officers and found that .they pick up virtually no animals when on patrol. More often, they will pick up injured'" animals or those which have already been .captured. It was felt that perhaps the Police could watch at-large animals more closely and issue tags when ownership can be proven. -2- d. The progress of Crime Watch was discussed. Training of staff persons is nearly complete . To ' date , minor interest has been • shown by residents (even.. those_ who have been burglarized) but efforts will continue. The Apache Mobile Station has agreed to participate- in a. premises security check. Press coverage in. that process- (.since they are the first) was also thought to be desirable. e. . Chief Hickerson also reported on burglaries for 1982 . Although burglaries are down,.. many are concentrated in a small neighbor- hood and .seem to -be attributable to two or three specific groups , -all of whom are known,. but have to be pinned to the crime site. f. The bike patrol program and bike . safety programs will be starting soon and the group also discussed a .recent training session for Public Works employees .as part of the Crime Watch program. 2. The Council discussed a request from Sentinel Management Company regarding the. acceptability of- constructing single family housing on Silver Lane north of the Equinox Apartments . They state in their memo that. the maintenance. of the berms north of the apart- ments is a tremendous -burden. and would like. Council reaction to the proposal. The Council asked the City Manager .to. contact the company to get- some specifics regarding their proposal and then to contact some -of the current residents on Silver Lane to get • their reaction to such a proposal. -3. The Council approved a' motion by Councilman Ranallo -and seconded by Councilman Letourneau to allow a beer permit to Shirley Nordahl for beer in Central Park on Mother's Day , May 9th.
