CITY OF ST. ANTHONY
CITY COUNCIL
BUDGET WORK SESSION MINUTES
September- 1, 1982
8 :00 P .M.
The meeting was called to order at 8 :03 P.M.
Present: Sundland, Ranallo, Letourneau, Enrooth.
Absent: Marks .
Also present: David Childs , City Manager; Carol Johnson, Finance
Director; and Donald Hickerson , Police Chief.
Councilman Marks arrived at 8:_30 P.M.
Discussions concerning the proposed Police Department budget commenced,
with the following resulting:
1) Money for a new squad car will come from the Capital Equipment
fund.
2) $500 will be added to the Police budget for Police Reserves
uniforms, equipment, etc.
3) $800 additional, plus $1,200 from the computer fees (which are not
• needed) will be for, a physical fitness program for-.Police officers .
- A total of $1, 300 will be added to the Police Department budget
over and above the amount proposed, per Council.
The Animal Control budget was also discussed. The Council directed
the following:
1) The possibility of using Police Reserves for patrolling the City
for animals will -be studied and implemented.
2) Tickets will be issued to animal owners in violation of the City
Ordinance pertaining to that subject.
Lee Entner, Fire Chief, arrived at 8: 50 P.M. and discussions for the
Civil Defense and Fire Department budgets commenced.
Chief Entner explained the Civil Defense budget was increased because:
1) Correction on' allocation of Chief 's salary between Civil Defense
and the Fire Department.
2) Siren conversion to radio activation at a cost of $4 ,000 .
Chief Entner was asked to explain the need to purchase 10 air masks
which was noted in the Capital Equipment fund. He informed. the Council
• the request was made due to a OSHA regulation requirement that
pressure/demand masks be utilized by July , 1983 .

The Council ' s final decision on adding ..$1 ,000 .00 to the Fire Department
1983 budget for a physical fitness . program for the firefighters will be
made at the next budget work session.
By Council agreement, - the date,- for the next budget work session was
set for Monday, September 13th, 7-: 30 P .M. , in the City Manager' s office.
Motion. by Councilman Ranallo and seconded-.by Mayor Sundland to approve
the request for a temporary 3 . 2 beer- license made .by Father Kittock for
St. Charles Borromeo Catholic Church.
Motion carried unanimously.
Councilman Ranallo. left the meeting at 9 : 35 P.M.
The Council informally discussed possible methods of funding the Capital
Equipment fund including a special levy, but . there, was general- agree-
ment not to. let equipment replacement .be . delayed any. further due to the
budget cuts .
The meeting was adjourned at 10 : 05 P .M.
