SUMMARY OF CITY COUNCIL -WORK SESSION
• 7:40 P.M. Tuesday Feb.4, 1986
Present: Sundland, Ranallo, Makowske, Enrooth, Marks, Childs, Hamer,
Ray Nelson (8:30)
A. Dave Childs and Larry'.Hamer explained the St. Anthony Boulevard
Reconstruction Project. Staff was d-irected to:
1 . Redraft the City's. Assessment Policy based on Council concerns.
2. Be sure that property owners are given at -least .30 days notice
prior to any hearing.
3. Prepare a detailed fact sheet for Council and residents relating
to the project.
4. Research the cost of alley reconstruction.
5. Research the cost of sidewalk reconstruction.
6. Get an estimate of reconstruction costs. for St. Anthony Boulevard
south of the bridge.
7. Get a copy of the agreement between St. Anthony and the Mpls Park
Board relating' to assessments for improvements adjacent to the Golf
Course.
B. Dave Childs presented his draft report relating to the future of the
Liquor Operation. The following consensus were reached and/or directions
given to staff.
• 1 . The city should remain in the liquor business.
2.. Staff should continue negotiating with CG Rein, Inc. relating to
renewal of the lease at that location with the view to retain Apache
Wells saloon at that location and possibly expand it into the current
off-sale space.
3. The Stonehouse Bar is in need of remodeling. Close attention should
be.made. to maintain the character of the bar so that a new "dazzling"
design doesn't cause the bar to lose its regular clientele.
4. A task force (duration of 30-45 .days) should be established to
analyze alternatives relating to the off-sale operation - to. include
possibilities including - new construction (city ownership or .
private ownership with lease. ) Addition to existing Stonehouse
structure, lease space in Shopping Center(s) or other alternat-ives.
Names to be contacted by Staff include:
Wil Johnson:- who will also serve in a consultant role when plans
and/or cost projections are needed.
Bill Bowerman, Bill Zawislak, Terry Hoffman and a-resident to
represent the area of the City from 33rd to 37th and east of Silver
Lake Road.
The committee will attempt to study the alternatives and present a
recommended course of action to the. Council .
