• PLANNING COMMISSION AGENDA
NOTICE IS HEREBY GIVEN under the Minnesota Statutes, that the Planning Commission will hold a regular
meeting on Tuesday, July 18, 2000,. at 7.00 pm at the City Council Chambers, 3301 Silver Lake Road, Saint
Anthony,Minnesota.
NOTE: The Planning Commission has received the staff reports and recommendations,plus supporting
documentation from the applicant, through staff for all items on this agenda. This information was
distributed prior to the meeting date. Individual Commissioners and staff also visit the application sites
during the week prior to meetings. As a result of this preparation, items which appear to be routine will
typically be handled very quickly, and discussion on disputed or questionable items can begin from a
position ofgeneral understanding ofthe issues.

Please notify the Chairman prior to the beginning of any meeting of your desire to speak before the
Commission. Your remarks will be limited to five minutes.
I. PUBLIC INPUT
The public may speak at this time on any planning and zoning related matters of a general nature.
However, there will not be any discussion or action by the Commission at this time.
II. MINUTES
1. Approve June 20, 2000 Planning Commission meeting minutes. Action requested.
2. City Council's June 27 and July 11, 2000 regular meeting minutes. No action required.
3. Parks Commission's July 10, 2000 regular meeting minutes. No action required.
III. COMMUNICATION FROM CITY COUNCIL
L None..
IV. REQUESTS FOR POSTPONEMENTS OR WITHDRAWAL OF-APPLICATIONS
1. PUBLIC HEARING. Hillcrest Development's preliminary development plan for the
Apache Plaza that includes a rezoning from "C" district to a PUD. The applicant has
requested this hearing be postponed until after a Special meeting of the Planning
Commission can be held in the City Hall Council room. The Commission will also hear
Hillcrest's final development plan for the Apache Plaza at the Special meeting.
• Therefore, the Development Review Committee asks that the Commission move to
accept this request, thus scheduling said Special meeting for August 1, 2000 or at such

time thereafter as deemed appropriate by the Development Review Committee. Action

V. NEW APPLICATIONS/PUBLIC HEARINGS
1. PUBLIC HEARING. Petition for Amendment to Zoning Ordinance. The Frontline Church and
Outreach Center.are asking the City to consider adding a "Church" as a conditional use in a
commercial- district. Request is related to .Senior Pastor Bill -Arrigoni's intent to locate-the
Frontline Church and Outreach Center at 2654 Kenzie Terrace. Action required. (pp. 4-30)
2. PUBLIC HEARING. Application for Conditional Use Permit. Applicants Hadi and Roger
Abou-Mourad intend to build a Car Wash on their property located at 3813 Stinson Avenue. City
Code requires them to first obtain a Conditional Use Permit. Action required. (pp. 31-60)
VI. POSTPONED APPLICATIONS
1. None.
.VII. REPORTS,PRESENTATIONS,and/or CONCEPT REVIEWS
1. CONCEPT REVIEW. Murphy's Service Center, Inc. (Conoco Gas Station), 3501 291' Ave.,
seeks a variance for a larger replacement sign for their business. No action required. (pp. 61-83)
2. PRESENTATION. A representative of WSB Engineering will make a presentation regarding the
selection of decorative street lighting along 29`h avenue. Staff and the consultant will seek
comments from residents and a recommendation from the Commission toward identifying a
preferred lighting style. Possible action required. (p. 84)
VIII. CONTINUED BUSINESS
1. 2000 Local Water Resources Management Plan Grant Application. No action required. (pp. 85-
89)
2. Report from a representative of the City's consulting engineer,WSB, regarding stormwater issues
for 37 h Avenue area/Street Reconstruction Program update. No action required. (pp. 90-91)
