SPECIAL PLANNING BOARD MEETING
FEBRUARY 26, 1962
1. MEETING WITH VILLAGE ATTORNEY ON DIVISION OF ASSESSMENTS. RAY HAIK, VILLAGE
ATTORNEY, INSTRUCTED THE PLANNING BOARD THAT IN QUESTIONS OF DIVISION OF
ASSESSMENTS THE FOLLOWING INFORMATION SHOULD BE OBTAINED FROM THE VILLAGE
ADMINISTRATOR:
A. NAMES AND ADDRESSES OF OWNERS.
• B. DIMENSIONAL SKETCH OF AREA CONCERNED.
C. LIST OF ASSESSMENTS, TOTAL AMOUNT AND AMOUNT UNPAID, AND THE BASIS FOR EACH
ASSESSMENT.
THE BOARD WAS ALSO INSTRUCTED TO AVOID ANY DIVISION WHICH MIGHT LEAD TO
ABANDONMENT OF WORTHLESS PARCELS AND INABILITY TO COLLECT SPECIAL ASSESSMENTS•
2. REVIEW OF ORDINANCE N0. 62. THIS ORDINANCE WAS REVIEWED WITH THE ATTORNEY TO
FAMILIARIZE THE BOARD WITH ALL THE REQUIREMENTS AND THE INTENT OF THE ORDINANCE.
THE BOARD WILL PREPARE :A TENTATIVE CHECK LIST TO ASSURE CONFORMANCE WITH THE
ORDINANCE, WHICH WILL BE SUBMITTED TO THE COUNCIL FOR RECOMMENDATIONS.
3. REVIEW OF PROPOSED CROWDER PARK SHELTER.
GEORGE ERICKSON AND ROBERT BAILEY SUBMITTED A PRELIMINARY SKETCH OF A SHELTER
FOR CROWDER PARK. THE PLANNING BOARD CONSIDERED THE STYLE AND ARRANGEMENT OF
THE SHELTER TO BE ADEQUATE. IT WAS SUGGESTED THAT THE USE OF MATERIALS OTHER
THAN CONCRETE BLOCK BE INVESTIGATED FOR THE INTERIOR OF THE BUILDING, THE
QUESTION OF KEEPING THE BUILDING OPEN DURING PARK HOURS IN WHICH NO PLAYGROUND
SUPERVISOR IS IN ATTENDANCE WAS RAISED. THIS IS A CONSIDERATION DURING THE FALL
MONTHS WHEN THE PARK WILL HAVE CONSIDERABLE USE BUT IS UNSUPERVISED,
4. LOT 11 , BLOCK 49 MOUNDSVIEW ACRES, 2ND ADDITION. A MOTION WAS MADE BY
ERIK ROCKS, SECONDED BY NORM CAVANAUGH, THAT THE REQUEST FOR DIVISION OF
ASSESSMENTS BE TABLED.
MOTION CARRIED.
MORE INFORMATION IS NEEDED CONCERNING THE TYPE AND AMOUNT OF ASSESSMENTS. ALSO'
SINCE THE PLANNING IN THIS AREA IS NOT FINALIZED WITH REGARD TO ZONING AND STREET
LAYOUT, IT IS FELT THAT DIVISION AT THIS TIME MAY NOT BE DESIRABLE.
5. DIVISION OF LEE PROPERTY FOR WELL #j. A DIVISION OF ASSESSMENTS ON THIS
PROPERTY IS RECOMMENDED. HOWEVER, THE PLANNING BOARD DOES NOT HAVE ADEQUATE
INFORMATION ON THE AMOUNT OF THE ASSESSMENTS AND THE BASIS ON WHICH THE ASSESS-
MENTS WERE LEVIED TO DETERMINE THE EQUITABLE DIVISION WHICH SHOULD BE MADE.
AS SOON AS THIS INFORMATION CAN BE OBTAINED FROM THE VILLAGE ADMINISTRATOR, A
RECOMMENDATION WILL BE SUBMITTED.

I. ProJect Avproval Req_uests.
P-62-1 Frank inultiole residences. Mr. Pudali's request iia;.- Planning
Commission approval of a proposal to oonstruat seven 18-urAt apartment
buildings ir, the area betwoen 37th Ava-nua N.E. and the Soo Line tracks
and between Fairfield and Valley View was discussed by the CommissAon.
• Inasmuch as the exea in question Is zoned for light industrial usage and the
St. Anthony Village Zoning Ordinance pera�'65 -multiple residences uses In a
light irAustrial zone, the Planning Commission found that the prop-sal met
dhe usage requirements of the Village Zoning Ordinance. S-Ince Mr. Fudall
indicated that this was a, preliminary visit and not a request for final approvall,
the Commissioner reminded him of the need to comply with the pertinent Village
Ordinances and gave him copy of the same. Mr. Padali then agreed to return
to the next regular ineetiag of the Planning Commission with oomplete plans
for the project, and stated that these plans would comply with Village Ordinances
in all respects.
P-62-2 Aoache Plaza Discount House. The Commission discussed a proposal
for the construction of a commercial building (discount store) next to the
Apache Plaza Shoppiiag Center, north of the Sco Une lbraclks and Cast of Stinson

mission members expressed a feeling that such a :elationship was not In

sequenUy review the same project for the Village. Mr. '-,'kovran moved that
t3he Planning Commission reoommend to the Council that the Council request
the Village's consulting engineers to refr-�iin fromaccepting contract for
private clients on work to be done, -within St. An ffiony- "Village if the angineers

mission discussed the proposal by the Crystal Realty Company for the
expansion of the St. A.,athorri Village Shopping Center in the area Southeast of
• Kenzie Terrace, north of Lowery Avenue, and west of 1-lighway S. Nlr. Ska-urran

and sidewalks on Kenzie Terrace ill view of the pedestrian usage of Kenzl
Terrace and the conte cent saxetcy hazard to pedestr:ane caused by the lack

• curb and gutter on said street. Mr. Cavanagh noted that Kenzie terrace wz
the only major street in the Village which .lacked curs and gutter. Fero Rocks
moved -that in view of the nee for curbs, gutters, and s dewveal%s on Kenzie
Terrace for its entire length through St. Pxlthony Village that the Meaning Com-
mission recommand that the W-Hage Council request 'dae Villega Bra iase.,-ers to
prepare preliminary de3lgns and evaluate the financial feasibility of such
construction. The motion teas seconded by Fair. R.osinek. Mr. Dougherty
mored :o amand the motion by deleting th . word slade�ualks. The amendineaat
was aeoonded by Pyr. Cavanagl° and carried witji Cavanagh, Dougherty, and
Skovran voting for the amendment and Mocks voting against. The 3mande-d
motion was then put to a vote and ca-rrie4f, by a vote of 4 to 0 with Mr. Rocks
• abstaining.

County partlon of the Village concernAng possible rezoning of that area.
