Meeting opened at 7:15 P.M. 2. Members attending: 1.. Cavanaugh J. Rosinek R. Dougherty A. Skovran E. Rocks 3. Hearing on rezoning of area between 37th Ave.N.E. and Soo Line Tracks, from Silver Lake Road to Higherest The hearing was attended by approximately 20 property owners. Present i zoning of the area was presented by the Planning Board, with an explana- tion of how the zoning was established. No objections were presented to the zoning west of the east 150 feet of those lots lying along the west i • side of Foss Road and along the Soo Line tracks. The area in controversy _ includes the east 150 feet of block 11 and all of block 12 in Moundsview Acres Second Addition. The property owners initially were divided between maintaining the present zoning and changing the zoning to multiple dwelling and light industrial. . One group of petitioners representing a considerable portion of the pro- perty owners in the area favored rezoning all but the northerly four lots of each block to multiple d 91lings. Since it would not be economically j feasible to 'c-ep the present zoning on the raaaining lots, it would ap- pear Wat these would have to be rezoned to either light industrial or I multiple dwelling use. Another alternative considered is to rezone the property extending from I the ext.ehsio" of the village maintenance building south property line to 3'7f6 Ave, N. E. to M+ulti.l,le dwelling, with the remainder light industrial. It appeared that aii of the -operty owners present were agreeable to eith- er of these proposals at the conclusion of the hearing. The Planning Board closed the hearing at. 9:30 P.M. Consideration of the rezoning was taken up by the board. One major factor in the rezoning ap- pears to be the future glans for a holding pond on the north end of block 12. The board requests that information be provided by the village engin- eers on the possibility of the present village property being either ex- panded or reduced. Another factor which must be considered is the effect ' OK adjacent undeveloped property presently zoned R-1 residential. The board will consider this rezoning_at the Oct._ 15 regular meeting, assum- ing that information from the village engineers is available at that time. 4. Request of M. Stenglein for Rezoning of Lots 5 and 6, Block 7, Moundsview Acres Second Addition Mr. Stenglein appeared to request a change in zoning from multiple dwelling to light industrial use to permit erection of a warehouse type building on • the property. The property was recommended to the council for multiple dwegzoning in the general rezoning action last May. The reason for this recommendation was information from the Ramsey County engineers of- fice that access near the north end of the railroad overpass on the north- bound lane of Silver Lake Road would have to be restricted because of poor traffic visibility due to the grades. -.If access to this property would have to be obtained from Macalaster Drive, it appeared to the Planning Board that it was more desirable to have passenger car traffic through the residential area adjacent to the property than the truck traffic which would be generated by a light industrial use of the property. -_ It was suggested to Mr. Stenglein that he contact the county engineers of- fice regarding access to his property from Silver Lake Road and get a def- inite answer from them. He agreed to this a:.: .'Lon and will also submit • plans showing location of the proposed building on his property, parking -3- facilities, driveways, and other pertinent information. 5. Request of G. Neumann, 3005 - 37th Ave. N.E,, for Addition of Second Story to Debbie's Drive-In Mr. Neumann appeared with plans for addition of a second story t�'the drive- in restaurant at the above address. Moved by E. Rocks, seconded by J. Rosinek, that the Planning Board recommend approval of the application of George Neumann, 3005 - 37th Ave. N. E., for expansion and addition.of second floor.- as shown on plans, to Debbie's Drive-In at same address, subject to the following conditions: a. O,1tside stairway shown on plans to be moved to inside of building as agreed to by Mr. Neumann, b. Approval by Village Building Inspector for structural safety of proposed construction.
