VILLAGE OF ST. ANTHONY
PLANNIM BOARD MWUPES
FEBRUARY 18, 1963
The meeting was called to order by the chairman at 8:00 P.M.
The following members were present:
Dougherty, Rosinek, Pocks, Skovran, Coulter, DiCarlo, Madden, Hansen
Absent:
Pion
Mr. Little, architect, presented the proposed plan for a car wash at 39th Avenue N.E.
and Stinson Boulevard to be constructed in the spring of 1963 by Robert & Roger
Towsley..
Moved by Coulter seconded by DiCarlo to approve the proposed plan subject to approval
of the traffic engineer and Village Consulting Engineer. All were in favor.
Motion Carried.
Harold Kalina appeared regarding the agreement on St. Maryls Cemek';ary between the
• Council and St. Mary's Church. :Moved by Rocks seconded by Skovran to approve the plat
submitted by Mr. Kalina. All were in favor.
Motion Carried.

street, this sage condition exists in the Hennepin County portion to the intersection
with S.-H. #r8. The classification of the street as a county road, Vnich was known to
the property owners, while it offers cartain bar_efits to the residents, also makes
• it a potentially heavily traffic ed road iKhdch is also apparent to those who wish to
purchase property along the street.

THE VILLAGE HAS INVESTED A CONSIDERABLE AMOUNT OF MONEY IN THE ACQUISITION OF
STREET RIGHT OF WAYS AND IN SEWER AND WATER IMPROVEMENTS ON THE BASIS OF RESIDENTIAL LAND
USE IN THIS AREA. THE VILLAGE HAS INVESTED IN THE ACQUISITION OF t_AND FOR A NEIGHBOR-
HOOD PARK IN THE AREA. THE SCHOOL DISTRICT HAS ACQUIRED A BUILDING SITE IMMEDIATELY
NORTII OF THE VILLAGE BOUNDARY ON SILVER LANE FOR A PRIMARY SCHOOL TO SERVE THE
ADJACENT AREA BASED ON A RESIDENTIAL LAND USE. RESIDENTS IN THE AREA HAVE BUILT HOMES
AND 114PROVED THEIR PROPERTY ASSUMING THAT THE AREA WAS TO DEVELOP AS RESIOENTtAL,
WHICH HAD BEEN THE ZONING EVEN PRIOR TO ITS INCORPORATION INTO ST. ANTHONY VILLAGE.
REZONING OF THE PROPERTY ON SILVER LAKE ROAD TO COMMERCIAL WOULD SERIOUSLY
ENCROACH ON AN AREA WHICH IS RESTRICTED IN SIZE GY THE VILLAGE BOUNDARIES AND THE
RAILROAD TRACKS. A COMIAERCIAL ZONING OF THE PROPERTY WOULD REQUIRE A BUFFER ZONE
SUCH AS TWO FAMILY RESIDENTIAL ON THE EAST SIDE OF PENROD LANE, THUS FURTHER REDUC114G
THE AREA AVAILABLE FOR SINGLE FAMILY RESIDENTIAL DEVELOPMENT. THIS ENCROACHMENT t7OUlD
YMPAiR THE FURTHER DEVELOPkIENT OF THE AREA AND WOULD BRING COMMERCIAL ZONING TO WITHIN
THE RESIDENTIAL STREET RIGHT 0�l WAY FROM RESIDENTIAL PROPERTY' INSTEAD OF THE PRESENT
DIVIDED HIGHWAY AND PARKING AREA OF APACHE PLAZA WHICH NOW SEPARATES THE Tt10 ZONING
CATEGORIES.

MOVED BY DICARLO SECONDED BY COULTER TO ADJOURN. ALL IN FAVOR.
MOTION CARRIED.
