ANTHOAY Planning Board Minutes June 15, 1964 • The meting was called to order by the Chairman. Present: Howitz, Emond, Springer, Englund, Mesenbring, Absent: Coulter, Rocks The minutes from the meting of Play 18th were read and approved with the following corrections: 1. Add - Corm ttee will review ordinances and report at next meting. The minutes of the special m—neting of May 25, 1964 were approved as read. The minutes of the meeting of June F, 1964 were react and approved with the fallowing corrections: 1. Change Skyerof t Circle to Skycroft ©rive and change Skycroft Drive to Skycroft Circle. 1. The Chairman announced that this was the tirre and -the place to hold a public hearing on the request o AA. M. Nordstrom Co. to rezone Block 10, Mounds View Acres Second Addition from single family residential to a combination of two family, residential and multiple dwelling. Walter Thuftedal presented the proposed construction plans and the proposed rezoning. • THe requested rezoning was that the H. 120' of Block 10 be rezoned to two-family residential and that part of Block 10 lying S. of the H. 1201 be rezoned to multiple duelling to permit construction of 34 units of apartarents. After hearing all the comatrnts from the floor, the hearing was closed. Moved by Springer, seconded by Mesenbring to givva tentative approval to the proposed rezoning and request that A. M. Nordstrom Co. submit a more definite plan as to the location of the proposed buildings before final rezoning be accomplished. All in favor. Motion carried. 2. The Chairman announced that this was the time and the place to Fold a public hearing on the request of Chet Herringer to rezone the E. 1101 of lots 1, 2 E 3 and the W-2 of lot 4, 81ock 2, Soo l.ineAddition fror;: two-f ami I resi dent ial Co comercial for the purpose of constructing a supe~ette dairy store on this property. Mr. Herringer stated that construction of said dairy store would be contingent upon construction of five double bungalows along 37th Ave. between Edward St. and Roosevelt St. NE. After hearing all the cements from the floor, the nearing was declared closed. Moved by Springer, seconded by Englund to deny the requested rezoning for the following reasons: a. The proposed development would create a serious traffic hazard in this residential area. b'. Pio hardship exists on the property owners for developmnt of this residential property.: C., There are a number of other possible developments which wtould be allowed in this area. Page 2 Planning Board Minute. June 15, 1964 d. The past policy of this Planning Board is to keep 37th Ave. NE as a dividing • Dine for the coxae rcial and industrial areas of the Village. All in favor. Motion carried. 3. Mr. William Kelly of the Tonle Corpany appeared with a request for rezoning of vacant property between the Ami rican Leggion Hail and the Firestone Garage on Kenzie Terrace from single family residential to com-marcial . Mr. Kelly stated that there were no definite plans for the type of developrent that tt:ould go in this area. Moved by Springer, seconded by Englund to hold a public hearing on the requested rezoning on ,July 20, 1964. It is suggested that Mr. Kelly bring in a de•tinit:e proposal for development of this area. All in favor. Motion carried. 4. Mahlon Sandberg presented the proposed plans for the expansion of the Nativity Lutheran Church at 3312 Silver Lake Road. After examining plans, it was moved by Mesenbring, seconded by Springer to approve the plans as presented with a recommendation that the Council consider vacation of the portion of Belden Drive that lies adjacent to the church property. Also, that a screening and planting layout to screen the proposed parking lots from adjoining residential property by e;;amined and approved by the St. Anthony Village Park Consultants. All in favor. Motion carried. 5. William Schaefer, architect, presented proposed plans for construction of the Elr€raood Lutheran Church at 36th Ave. NE and Chelmsford Road. • Moved by Springer, seconded by Ennand to table action until a Meting can be arranged with the adjoining property owners to determine what future streets may be needed to develop - the undeveloped area adjoining the church property. The secretary is to arrange a meeting with said property owners and the Planning Board as soon as possible. All in favor. Motion carried. 6. Sheldon Plortenson appeared with a revised plan for construction of 54 units of apartments on Foss ;?oad North of 37th Ave. HE. Due to the inability to obtain additional property, Mr. Mortenson is forced to abandon his original proposal of 3 buildings and submit a revised plan with only two buildings in order to meet the St.Anthony Village -Ordinance ,#66 land area requirements. Moved by Englund, seconded by Emond to recond that the Council grant Mr. Mor t enson an area requirement wai ver to permit construction of 3 separate free standing buildings. I t-the Council refuses to grant the area waiver, it is recomnended by the Planning Board that they approve the revised plan showing only two buildings with a total of 54 units. All in favor. Motion carried. 7. Mrs. Chester Nelson presented a proposed division of the property described as lots 5 & 6, Block 6, Mounds !lieu Acres Second Addition. All the resultant parcels were well within the minimum requirements of Ordinance ;x`62. • Moved by Springer, seconded by Erond to approve the proposed division. All in favor. Motion carried. The proposed division would result in 8 lots measuring 661 M 132'x', Noved by Springer, seconded by Emond to approve ti:e division as follows: Four lots of 66' each ront;ng on 32nd Avenue NE and 3 lots of su► icient F=rontage and area to rimes the requirements of Ordinance #62 fronting on 322 Avenue ME. All in favor. Motion carried. 9. Mr. R. E. Payne of the Minneapolis Star and Tribune presented a request: for surfacing the area around the paper distribution station on 33rd Ave. PIE with crushed rock in place of the formerly specified blacktop. Moved by Errond, seconded by Mesenbring to reaffirm the Planning Board's reco=x- ndation of Noveraber 18th, 1963 and require that the area be surfaced with blacktop as originally specified. All in favor. notion carried. 10. The Bc.rrd examined the proposal by the Diatrond 118" Apartments on 3;:h Ave. INE and Piacalaster Drive to vacate a portion of a 401 sewar easement along the Soo Line Railway and across the Diamond 138" property. The Planning Board recd nds that the Council refer this proposal to the Village Engineer and Attorney for study. The Boards sees no reason why this proposal should not be granted if it does not: • interfere with existing sewer line c ftkhin this easetment. ll. The Board discussed the preperaticn of a plan to be used for the purpose of rezoning t1ha Lemke property from comemrcial to single family residential. The WeRbe{rs feel that: they are not qualified to prepare a proposed layout e; residen-ial streets and lots for this area. Moved by Emend, seconded by Springer to recd. nd that the Council refer this plan to the Engineers for study and that, the Engineers submit to the Planning Board 3 alternate pians for examination. All in favor. Motion carried. 12. Moves! by Springer, seconded by Mesenbring to recomTend that. the Council amend Ordinance #66, Section 6, Sub-division 6C to read as follows: 16 or mor& t�nit apartnnnt - 43,000 sq. feet plus 2750 sq. ft. per each unit over 16.
