The meeting was called, to order by the acting chairman, Thomas Coutter.
Present: Coulter, Emond; Springer, Englund, Sowden
Absent: Howi t , r,,esnir;ng
The purpose of the :meeting was to hold a public hearing on the Village Council 's
consideration to rezone the following described property from commercial to single
family res-identia t:.

The hearing was opened and the chairman outlined the rezoning to be considered.
The petition from the property owners along Stinson Btvd. between St. Anthony Rd.
(vacated) and 33rd Avenue K.E. was read.
After a lengthy discussion and hearing all the comments from the floor the hear-
ing was closed and Springer introduced the following motion:
Moved that the hearing be recessed until October 6, 1964 at which time-the
contemplated commercial development by Century Capitol Corporation may be
reviewed. In the interim the board may consult with Village Attorney and also
examine traffic problems or any other problems relative to such a development.
The Motion was- seconded by Sowden.

Nay: Coulter, Emond, Englund
Motion defeated,
Moved by Englund seconded by.,Emond 'to rezone &li of the property as previously
described from commercial ,to R-1 single family residential for the following
reasons:
1 . The entire area is R-l. single family .residential in character and any
• development other than R-1wouldnot be in keeping with the now existing develop-
ment.
2. The size of the undeveloped area is -sufticien.t, to permit a feasible and
very desirable residential development.
• 3. The area along ,Stinson -Blvd. lying scutil of 33rd Ave. N.E. is presently
developed.-as-;R-1 residential therefore eliminating any basis for retainfng.•the
present :commercial' zoning.
4. The areas not included i,n this rezoning action are existing commercial
operations and-.also.,are in- close proximity to adjoining cemmerciaily zoned
areas in the City of- Minneapol;is and therefore are not desirable R-1 residential
areas.
