ANTHONY PLANNING BOARD MINUTES MARCH 16, 1965 1, CALL TO ORDER The regular meeting of the St. Anthony !'M age Planning Board was called to order by Chairman Coulter on Tuesday, Ma;-ch 16, 1965 at 7:45 P.M. 2. ROLL CALL The following members were present at roll call. Thomas Coulter Peter Di Carl o Thomas Emond Curtis Englund Robert Mesenbring Clement Springer and the following were absent: Louis Howitz Also present were the Building Inspector and the Secretary. 3. MTNLrrES Upon order of the chairman the minutes of the meeting of February 16, 1965 were approved as corrected. 4, PUILIC HEARINGS The chairman announced that this was the time and place to hold a public hearing on the request from Irving Walbon to rezone property at 33rd Ave. N.E. and Old Highway 8. The rezoning request was opened for discussion at which time all interested parties and neighboring property owners were heard. Upon order of Chairman Coulter the hearing was adjourned until Apri1 ,20, 1965 because of a technical difficulty in official publication of the hearing. 5. ORDINANCE VARIATIONS Upon motion by Englund seconded by Springer it was moved to recommend granting setback waivers from 30 feet to 24 feet. on Roosevelt Street, from 30 feet to 26 feet measured parallel to the west side of the structure on St. Anthony Road and from 25 feet to 10 feet rear yard depth on Lot 18, Block 5, Clark b Kings Hennepin Gardens as requested by Raymond J. Swenson. The motion carried unanimously. Page 2 P1ng. Board Minutes March 16, 1965 Upon motion by Springer seconded by DiCarlo it was moved to recommend granting a setback waiver from 30 feet to 23 fent from Edward Street on that part of Lot 11 , lying E of W 115 feet, Block %lark & Kings as requested by Henry Deluce, 3604 Edward Street N.E. V Aapev TRAerS The motion carried unanimously. 6. ZONING VARIATIONS Upon motion by DiCarlo seconded by Springer it was moved to schedule a public hearing on the request of John 1:1akiriek to rezone the 183 feet wide residential strip lying north of Apache Plaza and extending from Stinson Blvd. to Silver Lake Road from R-1 single family residential to R.2 two-family residential. Said hearing to be held Tuesday, April 20, 1965 at 7:30 P.M. Curtis Englund abstained from voting and from discussion on this matter as an adjoining property owner. The motion carried with Englund abstaining. The request of Michael Schiena for a special use permit to allow a light industrial operation to be established in the basement of the St. Anthony Lanes was discussed by the Board. It was determined that the Planning Board would • hold a special public hearing to consider the request at such a time when Mr. Schiena had a definite tennant to present. Upon order of Chairman Coulter the secretary was instructed to mail and publish notice of hearing to be held April 20, 1965 on the request by Max Saliterman to rezone the property at 2550 Kenzie Terrace from R-1 single family to commercial. Upon motion by DiCarlo seconded by Mesenbring it was moved to recommend approval of a building permit requested to add on to the existing structure at 3005 - 37th Avenue N.E. subject to approval of the building inspector and sub- ject to installing a curb along 37th Ave. to control traffic ingress and egress to the parking areas. The proposed addition would extend onto a Northern State Power easement which would be permitted under a license for encroachment which was purchased from N.S. P. by the owner. The building will be used to house a dairy store. The motion carried unanimously. Upon motion by Emond seconded by Englund it was moved to recommend approval of a building permit for expansion of the Faith Methodist Church providing the architect submit to the council a screening plan for a strip along the east property line of the south parking lot to maintain adequate screening to the neighboring property from lights. The motion carried unanimously. Page 3 Ping. Board Minutes • March 16, 1965 The Planning Board will hold a special meeting on April 6, 1965 to consider revision of the density requirements for multiple dwellings as established by Ordinance No. 66.
