ANTHONY PLANNING BOARD MINUTES September 21 , 1965 1. CALL TO ORDER The meeting was called to order by the chairman at 7:30 P.M. 2. ROLL CALL The following members were present at roll call : DiCarlo Mesenbring Hoti'ai tz Emond Springer Englund Coulter 3. MINUTES The minutes of the regular meeting of August 17, 1965, were read and approved as submitted. 4. PUBLIC HEARINGS None 5. ORDINAH CE VARIATIONS Mr. Richard Puffer appeared to request preliminary platting • approval to divide two 125'x 1331lots into four 62.5' x 133 ' lots. Upon motion by Springer, seconded by Mesenbring, it was moved to table the request to the next meeting. The attorney was asked to report on the legal status of .the property and Mr. Puffer's neighbor, Mr. Barrett was asked to appear at that time. The motion carried. 6. ZONING VARIATIONS A letter was received from Mr. De Luce requesting a variance on the lot width at 36th and Edwards from 75' to 60' width. Upon motion by Springer, seconded by DeCarlo, it was moved to table action to the next meeting and have Mr. DeLuce appear in person. The motion carried. Mr. Irving 11albon appeared to request rezoning of (see agenda #6). lie also presented sketches for a proposed town house to make use of two lots of the property. Mr. DiCarlo recommended the neighbors be polled regarding their feelings on the town houses. No further action was taken. 7. OLD BUSINESS A proposal, as follows, was drafted by the Planning Board outlining specific problems that need attention of the Planning Consultant in the Kenzie area. The proposals are listed on a '+ priority basis : 1 . ) Kenzie Terrace - control of ingress and egress traffic - pedestrian cross walks and sidewalks. 2.) Zoning - recommendation for Kenzie'spoint and resi- dences adjacent thereto. 3. ) Highway interchange 4. ) Village Hall - land use plan 5. ) Shopping center development plan - traffic flow, parking, etc. - Lowry Grove, 3 Circles to interchange. 8. BUILDING PERth11TS Mr. Mahlon Sandberg of the Plaza Apartments, 3820 Macalaster Drive appeared to request a permit to erect garages on the westerly portion of the apartment site. He presented a plan for the total garage complex. Soil tests indicated a poor density in the NW corner of the property. Howitz felt the builder-contractor should hold to a 5' set-back on the side property line. Mr. Sandberg stated he would propose to construct only 16 units at this time • with a 20' drive to enter from the front. Upon motion by Howitz, seconded by De Carlo, it was moved to accept the :plan as amended. The motion carried. 9. MISCELLANEOUS A special meeting with the Park Consultants is to be set up October 5th or 6th at 7:30 P.M. The consultants would be asked to arrive at 8:00 P.M. Notion by Springer, seconded by Messenbring that the Council be requested to draft an Ordinance controlling the parking or storage of unlicensed or inoperable motor vehibles as well as dismantling same. Discussion of preliminary draft copy of sign ordinance by building inspector was tabled until Mr. Shaughnessy could be present. The Village Manager was requested to remind owner of the Dairy Store at 3005-37th Avenue that curbing to control ingress and egress to store, as required by the development plan, has is not been constructed to date. 10.
