VILLAGE OF ST. ANTHONY
PLANNING BOARD MINUTES
. January 18, 1966
1. CALL TO ORDER.
The regular meeting of the St. Anthony Village Planning Board was ,called to
order by Chairman Pro-tem Curtis Englund at 7:30 P.M, on Tuesday, January 18,
1966.
2. The following members were present at roll call :
Curtis Englund Dr. Thomas Emond Robert Mesenbring
Dwaine Miedtke Donald Kronk Fred Katterheinrich
Absent were:
Louis Howitz
also present was the Planning Board secretary pro-tem, James Shaughnessy.
3. MINUTES
The minutes of the regular meeting of December 21, 1%5 were read by the
secretary. Dwaine Miedtke observed an error in the minutes, whereas Mr.
Gearhart 's request for a front foot variance was to read 7.5 feet instead of
7.6 feet.
The minutes were approved as revised.
Upon motion by Kronk, seconded by Mesenbring it was moved to elect Louis
Howitz as Chairman of the St. Anthony Planning Board for the year of 1966.
Motion Carried.
Upon motion by Emond, seconded by Mesenbring, it was moved to elect Curtis
Englund as Vice Chairman of the St. Anthony Planning Board for the year 1966.
4. PUBLIC HEARINGS
None
5. ORDINANCE VARIATIONS
(A) Mr. Harland Walbon presented two plans to remodel the front of his non-
conforming building at 3242 Highway No. 8.
Upon motion by Emond, seconded by Miedtke, it was moved to recommend to
Council to deny the request for remodeling the face of the building thereby
extending its life and to deny the application submitted September 21, 1965
for rezoning from R-1, single family to R-2, two family on the North 145' of
Plat 63506 'Parcel 1100 (3300 Block on 33rd Ave. N. E.) for the following rea-
sons:
1. Lack of plot plan indicating fencing, screening and landscaping.
• 2. Lack of an over all development plan as it would pertain to the rezoning
and- remodeling request.
3. Lackof adjoining property owners knowledge and approval as requested
September 21, 1965•
Motion Carried.

(B) Mr. Peter Keprois of Rodney Billman Incorporated presented his request
for a 916" variance in the side yard from Highcrest at 3608 Maplewood, Lot 13,
Block 4, Wilshire Park, 4th Addition. Mr. Keprois said a minimum variance of
416" was necessary, but a 916" variance would locate the house so that a utility
pole would not be in direct . line with the picture window.
Upon motion by Katterheinrich, seconded by Emond, it was moved to recommend
to the Council to deny a 916" variance from Highcrest, but to grant a 4861f
variance inateade It was further recommended that the
Council consider requesting Northern States Power to relocate the utility
pole. .
Motion Carried.
6. ZONING VARIATION
None
7. OLD BUSINESS
James Shaughnessy, Building Inspector, presented revised copy of proposed
sign ordinance. The Planning Board reviewed the contents in part. The pre-
liminary draft incorporating changes will 'be re-submitted at the February 15,
. meeting for further analysis.
8. BUILDING PERMITS
James Shaughnessy, Building Inspector, presented a request for a building
permit to erect a 7'X8' double faced sign with 8' clearance underneath set back
10' at 3725 Stinson Boulevard (Tousley Car Wash).
Upon motion by Emond, seconded by Kronk, it was moved to recommend to the
Council to deny said permit on the grounds Tousley's Car Wash would become
congested if more signs were added to it's already adequate exposure.
Motion Carried.
9. MISCELLANEOUS
(A) Mr. Horton Connett presented his preliminary plat plan for 10 R-1
single family and 3 R-2 two family lots on the property boarded by 33rd Avenue
on the South, 34th Avenue on the North, Stinson on the West and Abutting the
back property lines of homes facing Edwards on the East (commonly known as
Lemke's Greenhouses), Plat 63506 Parcels 5570 & 5120.
Upon motion by Miedtke,seconded by Emond, it was moved to recommend to the
Council to approve Mr. Horton Connett's preliminary Plat of 10 R-1 single famil
and 3 R-2 two family lots on a Cul De Sac extension of Roosevelt, from 33rd Ave_
with the understanding Mr. Connett will be platting the balance facing Stinson
(W 1659 at a later date into 4 R-1 single family and 1 R-2 two family tots.
• Motion Carried.

(B) Upon motion by Emond,seconded by Katterheinrich,it was moved to reco-
mmend the Council to request Northern States Power to install sound buffers,
and to update its landscaping at its substation at 2417-33rd Avenue N. E.
adjacent to this preliminary plat.
It was further recommended that the Council request to have all utility
cables buried.
Motion Carried.
(C) Mr. Y. A. Korsunsky was present to request a time extension on the
special use permit issued December 15, 1964 to construct a 157 bed Nursing
Home on lots 3, 9, 10 Bl . 11 , Mounds View Acres, 2nd addition (37th & Foss Rd. )
Mr. ICorsunsky explained that getting financing was time consuming, but now he
was preparing final working drawings. James Shaughnessy, Building Inspector,
had requested Mr. Yorsunsky to re-submit said plans, because a year has lapsed
since original Council approval .
Upon motion by Katterheinrich, seconded by Mesenbring, it was moved to
recommend to the Council to grant a time extension of the special use permit.
Motion Carried.
(D) The following is a time schedule for Planning Board Members to present
Board Recommendations at Council Meetings:

3/22 Donald Kronk
4/26 Robert Mesenbring
5/23 Curtis Englund

10. ADJOURNMEMT
Upon motion by Mesenbring, seconded by Katterheinrich, it was moved to
adjourn.
Motion Carried.
