ANTHONY COMMUNITY DEVELOPMENT BLOCK GRANT PUBLIC HEARING January 19 , 1982 The Public Hearing- on the reallocation of CDBG funds for single family rehabilitation was - opened by .Chairman Jones at 7 :05 P.M. Present for roll call: Peterson , Sopcinski, Bjorklund, Jones and Makowske. Absent: Bowerman. Also present: Ron Berg, Administrative Assistant. The Chairman read the notice of the hearing which. had been published in the St. Anthony Bulletin, January 7 , 1982 . Mr. Berg reiterated his January 8th recommendations regarding the reallocation of $50 ,157 . from Years IV, V, and VI for the activities of multiple dwelling rehabilitation and the senior highrise which have not been accomplished to date , saying there should be $50 ,000 available for Year VIII and money for these proposals could be resubmitted if they become viable . John Hatcher, 3104 Silver Lake Road, the City ' s representative to the Planning Area Citizens Advisory Committee , said that body has also • indicated a preference for the single family rehab program. Mr. Bowerman arrived at 7 :28 P.M. No other person present spoke to the issue and the hearing was closed at 7 : 30 P.M. Although the Chairman -indicated he personally would like to 'have a portion of the funds used for low interest loans , it was the consensus of the Commission that with an income level of $7 ,500 , most recipients would be unable to provide any portion of the rehab costs . It was also pointed out that if the home is sold within -seven years , the grant monies would be returned to the program on a pro-rated basis . Motion by Mr. Bjorklund and seconded by Mr. Sopcinski to recommend the City Council approve the reallocation of monies from Project #028 - $28 ,075 , for Year IV; Project #014 - $6 ,000 in Year V; and Project #004 in the amount of $16 ,082 from Year VI to single family rehabilitation for Year VII finding that the community requests for single .family rehabilitation have been significant and there is a con- tinued need for the program and, further finding that .the extension of this program has been endorsed through a public hearing before the Planning Commission and numerous requests for the funds from the City residents . Motion carried unanimously. • Motion by Mr. Sopcinski and seconded by Mr. Peterson to adjourn the public hearing on Community Development Block 'Grant funds (reallocation) . Motion carried unanimously. Meeting adjourned at 7 : 45 P.M.
