GAUGHAN PROPOSAL FOR KENZIE TERRACE REDEVELOPMENT PROJECT _ The attached plans-- relate to -the= proposal from P. J. Gaughan for the Kenzie Terrace project. Previous proposals for this phase of the project have included: *300 units of market rate condos in 5 and 8 story buildings (Arkell) *300 units of senior rental with some retail space (Arkell) • *300 units of market rate rental ( request withdrawn by Arkell) *300 units of senior rental without retail space (Arkell) *200 units in two buildings ( 100 senior rental and 100 market rate) (P. J. Gaughan Companies) As shown in the attached notice, this proposal contains two buildings, three stores each, underground parking, brick exterior (except balconies ) , sloped rather than flat roofs. It represents months of negotiations and study in which Arkell was released as developer and P. J. Gaughan Co. was the successful new developer. A P.U.D. allows deviations from the regulations of the Zoning Ordinance as part of an overall plan. In this project, no variances are requested for: *height *parking *open space *setbacks (based on preliminary plans) A variance for density is needed because this site has about • 305 , 000 square feet 'or 6 . 95 acres. The Zoning Ordinance allows . 24 units per acre and this proposal is for 28 . 6 units per acre. J a -a- This is contrasted with the Kenzington at 75 units/acre and the Walker on Kenzie project at 35. 43 units/acre. The previously approved Arkell proposal of 300 units would have been over 43 units per acre. As you can see, this project does not require any large variances from our normal zoning provisions and appears to be a good compromise for a very difficult site. DMC:cjk • .o • r\ ;l CITY OF ST. ANTHONY NOTICE OF HEARING POSTPONEMENT TO WHOM IT MAY CONCERN: Notice is hereby given that there will -be a public hearing by the Planning Commission of the City. .of St. Anthony on Wednesday, November 4 , 1987 , at 7 : 35 P.M. in the -Council Chambers of the City Hall, 3301 Silver Lake Road (enter northeast corner) for the following purposes: To consider a request for Development Concept Plan and Detail Plan approval under the P.U.D. (Planned Unit Dev- elopment) section of the City Zoning Ordinance to allow construction of two buildings of three stories over underground parking on the site currently occupied by the St. Anthony Village Shopping Center, generally the 2500-2600 block of Kenzie Terrace. N.E. Said buildings will consist of apartment units with 102 units in the southern building to be for seniors only and 103 units in the northern building to be high quality general rental. This • proposal does not include any plan for rental subsidies . The following items are included in the proposal. *parking, 206 underground, 153 surface *center ponding for aesthetic and storm drainage purposes *mostly brick exterior, except balconies , etc. *pitched rather than flat roof design *all vehicle access will be from Kenzie *landscaping, vegetation, and bermed screening will be provided. This meeting is a postponement_of the hearing previously scheduled for Tuesday, October 20 , 1987 . Anyone wishing to be heard with reference to the above matter will be heard at said time and place. Anthony , MN 55418 Subject : Neighborhood Meeting Dear David: • The purpose of this letter is to summarize the neighbor ' s concerns as expressed at the neighborhood meeting last week : 1 ) Is one point of access on Kenzington adequate for a 200- unit apartment complex? 2) Is enough open space being provided? 3) - How can we be assured that the balconies will not become "Junk yards"? 4) Will this development attract university students? 5) Should a walkway be provided from Lowry to the shopping center and how can we prevent cars and motorcycles from using the walkway? 6) Why doesn ' t the HRA redevelop the property as single family homes or townhomes? 7) What are .we going to do to keep the dust and noise down during construction? 8) Are there -going to be door locations or other means of of keeping people from parking on Lowry and walking to the apartments? • 9) Are the--storm sewers adequate? 10) How high will 'the building be? ,n i� Page 2 l • Mr . David Childs I think all of the above are legitimate concerns , which we should be prepared to address at the Planning Commission meeting . Unless I hear otherwise form you , I will attempt to. provide solutions or simple answers to all of the neighborhood concerns by the time the Planning Commission meets . Siy� ely , Richard C . Krier , AICP • MEMORANDUM DATE: November 2 , 1987 TO: Planning Commission Members FROM: David M_-Childs , City Manager ITEM: GARDENA HEIGHTS PLAT Mr. David Evanson recently had this plat approved by the Planning Commission, however, a couple of complications have prompted him to request that the Commission look at the request again and consider a proposed modification to the grading plan. ® First, apparently Mr. Evanson was unable to obtain needed slope variances from the neighbor to the north on the Silver Lake Road side. ( I understand that Mr. Larwick, who owns the adjacent vacant lot continues to hope that he won' t have to cut anything off of his lot and can thus save the trees. ) Second, a closer look and more thought about the grading plan showed that the proposed building pad elevation for the northeast lot is three feet lower than the pad for the southeast lot and, in fact, about the same as the street elevation in front of the property. The proposed new elevation is three feet higher and is still five feet lower than existing grades , but a little above the street to allow more drainage toward Silver Lake Road and a more acceptable floor elevation for the proposed house. The original (approved) and proposed grading plans are attached.
