4 I. CALL TO ORDER/PLEDGE OF ALLEGIANCE.
5 The meeting was called to order and the Pledge of Allegiance was led by Chair Bergstrom at
6 7:00 P.M.
7 II. ROLL CALL.

13 Motion by Makowske, second by Franzese,to approve the Planning Commission minutes of
14 January 23, 1995 as presented.
15 Vote: 6 ayes, 0 nayes. Commissioner Faust abstained.

21 V. PUBLIC HEARINGS.
22 A. Setback variance request for Myers Tire Supply, 3839 Chandler Drive.
23 At 7:03 P.M., Chair Bergstrom opened the public hearing for a rear setback variance request for
24 Myers Tire Supply, 3839 Chandler Drive.
25 Management Assistant Kim Moore-Sykes explained that the owner, Dane Teaman of Myers Tire
26 Supply, 3839 Chandler Drive, is requesting a rear yard setback variance to locate a utility storage
27 shed one foot from the rear property line. At the time Mr. Teaman was negotiating for the
28 purchase of the building on Chandler Drive,he was planning to store a small inventory of
29 product in the facility for distribution to wholesale customers. As a result,the owner was cited
30 for fire code violations regarding the inside storage of flammable and hazardous materials. The
owner was advised by the Fire Department of a number of options by which he could provide
appropriate storage accommodations for the hazardous materials. The owner felt his only option
33 was an outside utility shed. Before contacting the City,the owner took delivery of an 8' by 8'

1 wooden storage shed and placed it one foot from the south property line. She stated the owner
2 was.then contacted by the Building Inspector, as the utility shed was in violation of the City's
3 zoning ordinance because the storage shed was inside the rear yard setback. According to the
4 ordinance, the shed is allowed, as long as it is in the rear yard and not within three feet of the
5 property line. Due to the existing structure and the configuration of the lot, the property has a
6 nine foot rear yard. The structure is in violation because it is in the three foot setback area of the
7 property line. Moore-Sykes reported she has walked the site with the owner to investigate the
8 possibility of locating the shed in a different area. She stated locating the shed on the south side
9 of the facility would cause it to either encroach onto the neighboring property or to be placed on
10 an utility easement. Mr. Teaman's neighbor has indicated he does not want the structure located
11 in the northeast corner of the lot, as it will seem that it is in his front yard. The neighbor stated
12 he is comfortable with where the shed is located now. Moore-Sykes stated the shed currently is
13 located at the loading dock site, which makes it convenient and safe to load and unload product.
14 She indicated moving the shed to another location will make it more difficult to move the
15 product and increase the risk of spillage. She stated Mr. Teaman had painted the inside floor of
16 the shed with an epoxy and also installed a two inch lip at the door to contain a spill if one were
17 to occur. He has agreed to paint the structure to match the existing building. She stated she has
18 spoken with the Assistant Fire Chief and he stated the shed is currently better situated should an
19 incident occur.
Commissioner Makowske indicated he had spoken with Fire Chief Richard Johnson and he
21 seemed satisfied that the fire code was being met. Fire Chief Johnson stated that if the materials
22 were stored inside, special walls and fire doors would need to be installed in the facility to
23 separate the different items.
24 Management Assistant Moore-Sykes reported that according to the owner, there is movement in
25 the industry to change from solvent-based products to water-based products, so some of the
26 concerns the Fire Chief hasmay be alleviated further down the road.
27 In response to Commissioner Makowske, Management Assistant Moore-Sykes indicated the
28 shed could not be placed anywhere on this lot without requiring a variance.
29 Commissioner Bergstrom asked if Management Assistant Moore-Sykes felt the three
30 -__requirements-for granting of a variance were fulfilled.
31 Management Assistant Moore-Sykes stated the property was configured in a way that there
32 would have to be a variance. The owner also had contacted the-City before purchasing the
33 property and was led to believe he would not have any problems.
34 Mr. Dane Teaman, Myers Tire Supply, stated the materials he is storing are sold strictly in the
containers they arrive in. He indicated the materials are flammable products. He felt one
advantage of outside storage was that if there was a problem, the Fire Department would not
37 have to enter the building. He stated code would only allow him to store twelve pails of material

1 in one room. These rooms are required to have specific walls and fire doors. The construction of
2 these storage areas would require a large amount of space which he did not anticipate when he
3 purchased the property.
4 Commissioner Faust asked if the materials Mr. Teaman is storing are highly pilferable and when
5 he anticipated painting the storage shed.
6 Mr. Teaman indicated the material has no value unless someone knows what it is. He stated he
7 would paint the shed as soon as weather permits.
8 Commissioner Franzese indicated she was still concerned with the possibility of vandalism as
9 this would be a free-standing building.
10 Mr. Teaman stated he does have an alarm system for the existing structure. He indicated in the
11 event of any problems, he could construct a fence to that particular corner of the property.
12 Commissioner Makowske stated his one concern was that in order to fulfill State mandates, it
13 must be evident there is an undue hardship. He asked how the indoor storage would present an
14 undue hardship by it's affect on the business and the building.
1WMr. Teaman explained that if the rooms required by the Fire Department were constructed,he
16 would exceed the usefulness of the building within one year or sooner. If this would have been
17 understood when negotiating the purchase, he would not have bought the building. He stated the
18 requirements in St. Anthony are different than the requirements were in St. Paul. He explained
19 he caries six different flammable products which are stored in five gallon pails. When utilizing
20 inside storage, the pails can be stacked two high with twelve cans per room. Nothing can be
21 stored above the pails, so all storage space above is lost. He indicate the storage rooms would
22 need to be two feet deep and three feet wide with a door.
23 Horst asked if there was a danger when stacking and storing the combustible products in the
24 outside shed.
25 Mr. Teaman indicated the lowest flammable combustible rating of any of the products is 100
26 degrees. He indicated he keeps an inventory of forty pails which fit easily in the storage shed, as
27 he can stack them three to four pails high.
28 Commissioner Gondorchin questioned the possibility of inside storage with multiple shelving.
29 Mr. Teaman reported this was not allowed by the Fire Department due to the risk of something
30 falling on a firefighter. In response to Chair Bergstrom, Mr. Teaman stated that when he was
negotiating the property he had contacted the Fire Department. He was not told that he would
not need any variances. He was told that until he took over the property, the Fire Department

1 would not make any effort to stipulate requirements. He also reported the original owner of the
2 building was Donatelles Plastic.
3 Chair Bergstrom closed the public hearing at 7:26 P.M.
4 In response to Commissioner Makowske, Management Assistant Moore-Sykes indicated she had
5 received no objections from any of the neighbors in the area.
6 Commissioner Thompson stated as long as the business was in a light-industrial area, the shed
7 would be painted, it was a perfect spot for the Fire Department to enter, and the neighbors are not
8 opposing, he saw no reason not to grant the variance.
9 Commissioner Gondorchin indicated it was difficult to see the hardship, as it related to
10 Minnesota Statutes in this case. He stated it appeared that the problem was the storage_ of
11 product, not the configuration of the property on the land. He stated his concern with the lack of
12 input from the Fire Department given to the owner when he was negotiating the property.
13 Commissioner Faust indicated the size of the land was the problem. He reiterated the owner
14 would need a variance no matter where he located the shed.
Commissioner Gondorchin agreed that the size of the land was a problem for this particular use
16 but that the size did not preclude reasonable use of the property.
17 Chair Bergstrom stated that Mr. Teaman had done a tremendous job of doing what he could to
18 coordinate with the Fire Department. He indicated he believed Mr. Teaman was asking for a
19 reasonable variance but that it was difficult to legally document the reasons for hardship.
20 Motion by Faust, seconded by Franzese, to recommend Council approval of the rear setback
21 variance to locate a utility shed at 3839 Chandler Drive one foot from the rear property line as it
22 fulfills the three requirements of Minnesota Statutes, there is no one present at the meeting to
23 speak against it, the City may have been unable to identify the problem when Mr. Teaman asked
24 for clarification, and the exterior of the shed will be painted appropriately.
25 Commissioner Franzese indicated she was still concerned the shed may be suspect to vandalism.
26 Vote: Commissioners Faust, Franzese, Thompson, and Horst voted yes. Commissioners
27 Gondorchin, Bergstrom, and Makowske voted naye.

Chair Bergstrom urged Mr. Teaman to attend the City Council meeting on March 28, 1995 for
the final commitment of his variance request.

1 Chair Bergstrom asked that agenda item VII. be discussed next.
2 VII. MISCELLANEOUS UPDATES.
3 A. Update on Schroeder lot coverage request (3929 Fordham Drive).
4 Management Assistant Moore-Sykes reported a developer is negotiating an offer to sell Mr.
5 Schroeder a portion of the lot to the north which would enable Mr. Schroeder to build his house.
6 B. Update on proposed City Hall/Community Center.
7 Management Assistant Moore-Sykes reported the plans for the City Hall portion of the project
8 are with Council and being revised as to their input into the process.

10 C. Update on Redevelopment of Apache Plaza.
11 Management Assistant Moore-Sykes reported the redevelopment at Apache Plaza is still moving
12 ahead. She indicated there are currently negotiations between the bank and the owner of the
13 property. She stated the foreclosure hearing has been extended to April 28, 1995.
04 D. Update on Banners.
15 Management Assistant Moore-Sykes reported that recently a resident had expressed concern
16 regarding a violation of the City Code as it relates to banners. She indicated the City Manager
17 sent a letter with an explanation of the ordinance to the individual displaying the prohibited
18 banner and requiring that the banner be removed. She explained the ordinance states an
19 individual must request permission from the City Manager to display an oversized banner. She
20 further stated an individual who is in violation of the ordinance has 30 days to remove the
21 banner.
22 E. Ordinance Relating to Meets and Bounds.
23 There was Commission discussion regarding the ordinance pertaining to meets and bounds.
24 Direction was given to Management Assistant Moore-Sykes to obtain a recommendation from
25 City Attorney regarding the ordinance pertaining to meets and bounds.
26 F. Signage on Canopy at Stop and Go, 37th and Stinson.
27 Chair Bergstrom reported the new Stop and Go on 37th and Stinson was displaying signage on
28 the canopy. He indicated he had looked back in his old notes and could not locate where a
variance request had been granted for this. He stated this was a matter of consistency that there
be no advertising on canopies.

1 Commissioner Horst indicated he thought a pylon had been included in the site plan.
2 Chair Bergstrom indicated there was discussion of the pylon but not of signage on the canopy.
3 He stated there was no language in the City Code which related specifically to canopies.
4 Management Assistant Moore-Sykes indicated she had also investigated the minutes of the
5 Planning Commission and could not located anything regarding signage on the canopy at the
6 Stop and Go on 37th and Stinson.
7 Commissioner Franzese stated she felt the ordinance regarding signage should be amended to
8 eliminate pylons.
9 Chair Bergstrom indicated there were two ways to enforce the existing sign ordinance. The first
10 would be on a square footage basis and the second would be to change the codes.
11 Commissioner Franzese suggested this issue be brought before the City Council at their next
12 meeting.
13 Management Assistant Moore-Sykes stated.she would investigate this issue further and make a
0 recommendation at the next Planning Commission meeting.
15 G. Commissioner Updates.
16 Commissioner Faust apologized for missing the January Planning Commission meeting.
17 Commissioner Thompson reported the J.C. Penney sign was dropped at Apache Mall today.
18 Commissioner Horst reported he had the opportunity to attend Planning Commission seminar.
19 Commissioner Makowske stated he was looking forward to the advanced training class
20 scheduled for April 6, 1995.
21 VI. REVIEW AND DISCUSSION OF COMPREHENSIVE PLAN.
22 Chair Bergstrom stated he had been a member of the Planning Commission for two years. He
23 indicated that the City of St. Anthony is almost fully built out. He stated he felt the
24 responsibility of the Planning Commission was to look after the long-term interest of the
25 community and establish the vision of St. Anthony. He stated he moved to St.Anthony in 1988
26 becauseit was a good location,had a community feel to it, and was self-contained in terms of
27 City Council, Fire Department and School District. He questioned if there were things the
Planning Commission could consider to be more pro-active. He indicated three things he felt
could help the commission accomplish this goal of success. These three things were to maintain
30 and enhance property value of the residential and commercial areas, maintain a self-contained

1 government, and increase the tax base in the community. He indicated the Comprehensive Plan
2 was the vehicle to identify long-terms goals. He felt it would be helpful to look at other quality
3 suburbs to see what they have done to accomplish these goals. He felt it was important for the
4 Planning Commission to be able to comment on the acquisition and dispersement of property and
5 also comment on capital improvement plans. He indicated what he was suggesting would
6 require a substantial larger amount of time from all members.
7 Commissioner Franzese stated she was excited with what she was hearing. She suggested Chair
8 Bergstrom become a member of the MPA.
9 Commissioner Gondorchin suggested an inventory of existing committee groups and their
10 effectiveness.
11 Commissioner Faust stated the problem was that the Comprehensive Plan sits on a shelf and is
12 not a living document. He indicated these things were already documented but not utilized.
13 Chair Bergstrom stated it was necessary to get the Planning Commission into position where it
14 should and wants to be. He felt one vehicle to do this would be updating the Comprehensive
15 Plan.
06 Commissioner Horst stated he has heard the recommendation of updating the Comprehensive
17. Plan but a lot of issues have not changed. He did agree that the direction and idea of the future of
18 St. Anthony needed to be updated from the 1979 plan to the 1995 reality.
19 Commissioner Makowske indicated he was willing to look into the long-term vision of St.
20 Anthony. He believed that if done correctly, the Comprehensive Plan could become a living
21 document and the Planning Commission could become pro-active.
22 Commissioner Faust reported his attendance at a meeting last Thursday in Columbia Heights.
23 He stated that community has come together with a commitment to develop goals and establish
24 '-accountability. There is involvement all the way from Anoka County down through the parents
25 to the children.
26 Chair Bergstrom stated there were too many groups that come up with ideas that are not
27 "doable". He indicated the Planning Commission needed to prove a valuable advisor to the City
28 Council.
29 Commissioner Makowske indicated if the Commission were to pursue this, it would be
30 beneficial to put some item onto the agenda for consideration.
Chair Bergstrom indicated that at the next Planning Commission meeting, he would like to have
some closure on this issue.

1 Commissioner Franzese suggested Commissioner Makowske mention to the-City Council that
2 the Commission is in the process of trying to identify an area where they can be useful to them
3 and the City.
4 Chair Bergstrom indicated a letter should be sent to the City explaining the commission is
5 planning a revision of the Comprehensive Plan, asking them to identify things of value to the
6 City and the City Council, that will lead the Planning Commission onto the path it should take.
7 VIII. ADJOURNMENT.

BACKGROUND
The owner, Mildred Verkin has submitted a petition for property subdivision and a
preliminary plat for consideration. In her application, she is requesting that the City
approve her request to subdivide her property at 3220 - 29th Avenue NE into five lots.
Currently, there are three existing residential structures, one of which will be removed in
order to facilitate the subdivision of the property. The other two structures will remain,
one on proposed Lot 1 and the other on proposed Lot 4. The three remaining proposed
lots will be built-to-suit.
The resultant square footage of the proposed lots will be:
Lot 1: 11,177 sq. ft. with an existing house.
Lot 2: 9,338 sq. ft. vacant lot.
Lot 3: 11,128 sq. ft. vacant corner lot. The ordinance requires 11,000 sq. ft.
for corner lots.
Lot 4: 12,266 sq. ft. with an existing house.
Lot 5: 12,665 sq. ft. vacant lot.
The attached proposed plat shows the information as required by the Subdivision of Land
ordinance, including the proposed building sites, the structures to remain, the driveways,
the structure to be removed and proposed drainage.
RECOMMENDATION
Staff recommends the approval of the property subdivision of 3220 - 29th Avenue NE into
five lots and the attached preliminary plat.

BACKGROUND
The owner, John Bulicz has submitted a petition for a sign variance requesting that he be
allowed to have a second identification sign on a commercial building having only one
right-of-way frontage. He is requesting an additional sign because his current sign is not
readily noticeable to anyone looking for his business. The linear frontage allowed for
signage.by the sign ordinance has the current Autotraac sign facing south and is clearly
visible to the residential area directly across the street. He is unable to install a ground
sign on the site because Ramsey County widened 37th Avenue at that point to
accommodate a right turn lane onto Silver Lake Road. This eliminated the space he would
• have had available for a ground sign. Had the owner been able to install a ground sign, the
identification sign would be visible from both directions along 37th Avenue and possibly at
the intersection of Silver Lake Road and 37th Avenue.
Mr. Bulicz is asking to be allowed to paint an identifying wall sign on the west side of the
building. The proposed sign, which would be 13 feet by 5 feet or 65 square feet, is within
the specifications of the sign ordinance regulating the size of wall signs. The proposed wall
sign is 8% of the wall surface and the sign ordinance limits a wall sign to not more than
15%% of the wall surface. This proposed identifying signage would be visible from the west-
bound and the north-bound roadways.
RECOMMENDATION
Staff recommends the approval of the request for a sign variance that would allow a second
identifying commercial sign for Autotraac. The hardships that are addressed by this
variance request are:
• Unable to install a ground sign due to the construction of a right turn lane
for Silver Lake Road by Ramsey County; and
• the current sign is ineffective in providing a reasonable and equitable
opportunity for identification of the business.

Autotraac would like to paint a sign on the west side of the building at 3009-37th Avenue
13 feet by 5 feet, a total of 65 square feet. Please see attached diagrams.
The building front is a total of 61 feet 2 inches, a total of 122.3 square feet of available
signage. The sign above the door, facing 37th Avenue is 4 feet by 12 feet, totaling 48
square feet, leaving 74.3 square feet of available sign space. .
Since Ramsey County widened 37th Avenue to make room for a right turn lane,
our parking space has been reduced by approximently one half and the space for a ground
sign has been eliminated. The visibility of Autotraac is poor, to say the least, from all
directions except directly from the South. The front of our building sets 10 feet further
back than that of Berger Transfer's plus our buildings set just a few feet apart, making it
very hard for new customers to find us and others to see our business. Since the trees
have matured greatly to the North of the building, Autotraac finds its self almost totally
hidden from the community.
Because of the above stated reasons, we feel that we have meet the requirements needed
for a Sign Variance in compliance with the Minnesota Statutes and City Ordinances.

BACKGROUND
This property was acquired as part of the St. Anthony HRA program for scattered-site
redevelopment. The same process was initiated for 3112 Silver Lake Road in 1993. These
two lots are the same size and Larry Beach is proposing to redevelop the 3111 Silver Lake
Road property in the same manner. Like 3112 Silver Lake Road, 3111 Silver Lake Road is
a platted and buildable lot. In order to build an updated, modern home Mr. Beach has
petitioned for the following variances which will be required for the redevelopment of
3111 Silver Lake Road. They are the same variances that were approved for 3112 Silver
Lake Road.
• Front yard variance of fifteen feet; the ordinance requires 30 feet in
the front yard setback.
• Back yard variance of twelve feet; the ordinance requires 25 feet in
the back yard setback.
• Lot area variance of 440 square feet because it is a corner lot; the
ordinance requires that corner lots have a square footage of 11,000
feet. This lot has 10,560 square feet.
The property at 3111 Silver Lake Road has a front-yard setback of approximately 15 feet
and in addition, there is a 6 foot right-of-way that the City owns._ The structure will,,in
reality sit 21 feet from Townview Avenue and its west side-yard will be 31 feet from Silver
Lake Road. The back of the structure will be 13 feet from the-property line and abuts the
sideyard of the neighboring property. There are no windows or doors on this side of the
neighboring home.
RECOMMENDATION
Staff recommends the approval of the above-listed variances. The hardships that the above-
mentioned variances are addressing are also the same that existed for the redevelopment of
3112 Silver Lake Road and are as follows:
• redevelopment of a non-conforming lot that is platted and buildable;
• the lot is deemed non-conforming because of the adoption of the
City's zoning ordinances which require larger lot sizes; and
• the proposed house is of modern standards, which require additional
• total square footage and different design considerations.

I am currently working with Mr . Mornson on the purchase of the
house and lot at 3111 Silver Lake Road : I will be removing the
existing home on the property soon after signing the Development
Agreement .
In order to rebuild a home on this. site , building variances must
be granted . This lot is the same size as the . property I
developed last year , ( formally 3112 Silver Lake Road ) . I am
asking that the same variances be granted to this property as
well .
As you can see , on my plot the City owns a extra 6 ' on the North
side , this makes for a very narrow lot . This is why a front se-
back variance of 15 ' ' is needed .. Also , a rear set-back variance
of 12 ' is in order , so that the house can be closer in line with
the existing homes on that block . Because the lot is so long and
narrow , a lot area variance of 440 square feet needs granting
also .
The house I propose to build will be similar in size to the one I
build last year.;, which is now 2922 Townview . That home is 2641
sq . ft . , and lot' size of 10 ,56.0 sq . ft . ; which is under the
30% mark .of house-to-lot ratio .
I received much positive feedback last year while building that
new home . Many residents were stopping in to see the progress ,
and were excited to see some new construction in their community .

ITEM: Canopy Signage
It appears that signage on canopies may be allowed. Chapter 14, Section 1400.12, Subd. 2
discusses commercial and limited business signs that are permissible. Gas stations,
according to (2) and then (1) of the same notation, are allowed one identification sign for
each right-of-way frontage per commercial establishment and no more than 2 sq. ft. of
surface area per lineal foot of business frontage up to a maximum of 150 sq. ft.
I asked Larry Hamer what his opinion was on the matter. He suggested that indeed, this
may provide a "loophole" that allows identification signage on gas station canopies.

32 Mr. Check, was present representing the Knights of Columbus, Fridley Council#4381. He
33 requested use of store fronts in St. Anthony to pass out tootsie rolls on April 28th, 29th, and 30th,
34 to raise money for children. He-stated in 1994,the sale of tootsie rolls resulted in a profit of
35 $12,909.66 which went to seven different handicapped and retarded children funds.
36 Mayor Ranallo indicated that all the monies raised were used in the local area.

20 VII. REPORTS.
21 A. Planning Commission-March 21, 1995.
22 1. Myers Tire Supply, 3839 Chandler Drive - Setback Variance Request
23 Commissioner Makowske reported there was one item that required action at the
24 Planning Commission meeting of March 21, 1995. He stated there was a setback
25 variance request made for Myers Tire Supply, 3839 Chandler Drive. He indicated this lot
26 had an unusual shape. He stated the lot was zoned light-industrial and a residential lot
27 abutted the back of the property. He indicated Mr. Dane Teaman had requested the
28 setback variance and had indicated that when he first moved in to the property, there were
29 unclarified notions as to what the fire code required for storage of his products. After he
30 was moved in, the Fire Department informed Mr. Teaman that he was required to have
31 special storage areas for his products. He either would need two foot by three foot rooms
32 with special doors and walls for inside storage or he would need to store the products
33 outdoors. Mr. Teaman then purchased an 8' by 8' storage shed to store the product, and
34 placed it outdoors, next to the loading dock, one foot from the property line. The
35 building inspector then informed Mr. Teaman that the shed was in violation of the
36 setback code, as it had to be placed three feet from the property line. Makowske reported
that Management Assistant, Kim Moore-Sykes, had walked the site and reported there
was no place the shed could be positioned on the property that would not require a
39 variance. Management Assistant Moore-Sykes recommended approval of the variance
40 request due to the unusual situation, as there was no other place the shed could be located

1 and the neighbors approved of the positioning. Makowske indicated he had spoke with
2 the Fire Chief and he approved of the placement, as long as the shed was painted.
3 Makowske reported the shed had a special lining, so there would be no leakage, the
4 product was not dispensed at this site but sold intact, and the shed was located next to the
5 dock so there would not be a lot of movement of the product. He stated the Planning
6 Commission made a motion to recommend Council approval of the rear setback variance
7 as it fulfills the three requirements of Minnesota Statutes,there was no one present at the
8 meeting to speak against it,the City may have been unable to identify the problem when
9 Mr. Teaman asked for clarification, and the exterior of the shed will be painted
10 appropriately. The motion passed by a vote of four to three.
11 In response to Wagner, Makowske indicated the only difficulty the Planning Commission
12 had was establishing the hardship depending on the interpretation of the code and that the
13 Fire Department did approve of the shed being located outdoors as it was more noticeable
14 and was safer for the employees.
15 Motion by Enrooth, second by Wagner to approve the rear setback variance to locate a
16 utility shed at 3839 Chandler Drive one foot from the rear property line as it fulfills the
17 three requirements of Minnesota Statutes,there was no one present at the meeting to
18 speak against it, the City may have been unable to identify the problem when Mr.
19 Teaman asked for clarification, and the exterior of the shed be painted appropriately.
20 Motion carried unanimously.

22 Makowske reported the Planning Commission will be taking a more active role in
23 revising the current Comprehensive Plan. He asked if the Council had concerns with any
24 particular area of the plan or the future of the City.
25 Ranallo suggested the Planning Commission look at the Economic Task Force. Also that
26 all members be aware of the vacant properties in St. Anthony and look toward
27 development in these areas.

29 B. Mayor.
30 Mayor Ranallo reported his attendance Saturday at the Sports Boosters Appreciation
31 Dinner for coaches. He stated this event was well attended by the coaches.
32 Ranallo also reported that plans for the City's Appreciation Dinner scheduled for April
33 20, 1995, are going well. He indicated the invitations had been mailed and the speaker
34 will be Larry Bodall.
35 C. Council. •
36- Wagner reported that Winterfest was well attended. He indicated it may become an
37 annual event.

1 Wagner also reported that Villagefest may be reduced to a one day event on Saturday
2 with the golf tournament still being held on Friday and the Kiwani's Pancake Breakfast
3 on Sunday. There are plans to have fireworks and a parade. He reported they have not
4 yet found a band to perform.
5 Wagner reported planning was in process for the upcoming events of the 50th anniversary
6 celebration including a pig roast, concert in the park, Villagefest, and a dinner at St.
7 Charles Church. He indicated that some other activities would include a hog calling
8 contest and six to eight old-fashioned games, such as a gunnysack race.
9 Wagner stated that Dave Urbia had called and indicated he was doing well in Blue Earth
10 and the things he had learned while in St. Anthony were helping him there.
11 Fleming thanked the Council and the City staff for their kindness and support during the
12 loss of her mother.
13 Fleming commented on the story and picture in the newspaper regarding Dr. Charles
14 Kirk,the longest resident of the St. Anthony Shopping Center. She wondered if it was

15 appropriate for the Council to acknowledge Dr. Kirk in some form.
Enrooth stated he felt it was more appropriate for the Chamber of Commerce to recognize
17 Dr. Kirk.
18 Fleming reported she had recently stopped and visited the residents at Walker on Kenzie.
19 She stated the residents had commented on the island behind Walker. She wondered if
20 something could be done in that area to improve the appearance.
21 Fleming also reported on-a' call the Police Department had received from.a resident
22 complaining about some children playing in a cul-de-sac. She stated the police responded
23 to a call for disturbance of the peace. She indicated the oldest child was seven years old,
24 it was during daytime hours, and there is always a mother outside with the children. She
25 expressed concern that children won't be allowed to play in the safest part of the street.
26 Fleming indicated she was unaware of the police response but wondered if a mediator
27 should be involved so the children can have the right all other children have to play in the
28 street.
29 D. City Manager,
30 1. Rice Creek Watershed District Citizen Task Force
31 City Manager Mornson reported a resident, Erling Weiberg has requested to be on the
Rice Creek Watershed District Citizen Task Force. He indicated Mr. Weiberg follows
the activities of the Watershed District as he was a member of the Soil Board in the past.

1 Enrooth questioned if this was the appropriate committee for Mr. Weiberg. He indicated
2 there were a number of task forces related to the Watershed District. He stated the first
3 meeting of the task force was scheduled for Wednesday and he would check on it there.
4 Mornson reported his attendance at a meeting with the Rice Creek Watershed District and
5 indicated he would be discussing this meeting at the work session on April 4th and report
6 on the meeting at the April 1 I th City Council Meeting.
7 Mornson reported there are two possible tenants for the St. Anthony Shopping Center,
8 Subway.and a chinese restaurant.

10 Mornson reported there were three to four hearings on development projects scheduled
11 for the April Planning Commission meeting. Mornson gave updatds on three police
12 issues: (1) he indicated the Police Supervisor position started March 20th; (2) he stated
13 the prosecuting attorney's contract will start on Sunday; and, (3) indicated he had met
14 with the Falcon Heights Administrator today and received compliments on the efforts of
15 the police officers working in that area.
16 Mornson reported within the next 90 days,work will be started on the 1996 union
17 contracts and 1996 budget. He recommended the Council bring their community center
18 books to the work session on April 4th. He indicated the 1994 audit was underway and
19 hopefully will be completed by May.
20 Mornson reported Minnegasco and the Fire Department are working on a project where
21 the Fire Department nt will respond with Minne asco when there are residential calls
22 regarding heating and carbon monoxide. He stated the Fire Department is applying for
23 some charitable gambling money from the Sports Boosters to purchase a carbon
24 monoxide tester for$1,500.00. He stated there have been four calls in the St. Anthony
25 area this past year.
26 Mornson stated the Board of Review Meeting will be held April 11, 1995 at 6:30 P.M.
27 After adjournment of the meeting,the City Council Meeting will begin.
28 VIII. PUBLIC HEARING -None.
29_. IX. NEW BUSINESS.
30 Rosemary Franzese reported she spoke with Bob Porter, Head of Finance for the Minnesota
31 Board of Education: He indicated the St. Anthony School District is number one in the state for
32 the most dollars per student in supplemental aid. The average state aid per student is $3015.00.
33 The St. Anthony students receive$3,783.00 each. She indicated the excess referenda is
34 grandfathered in. The current excess referendum could not be passed as it is over 25% of the
35 state aid formula. In other words, St. Anthony has topped out on the amount of state aid a
36 student can receive and also topped out on the number of dollars obtained from property taxes.
37 St. Anthony is 3rd in the amount of open enrollment dollars in the State. She reported there are
38 bills on the.Legislative floor that will allow governmental entities to have control of school
39 district TIFs.' She reported today she spoke with Dan Brian,Head of Organization for the State
40; _ Department of_Education,and he has written a language on a moratorium on public building to
41, take effect July- 1st, as there.is too much building going on without planning. This is mainly in

reference to out of state building. She indicated last year the legislature gave out $10 million to
St. Paul and $10 million to Minneapolis for magnet schools. St. Anthony, along with eight other
3 suburban school districts, is in conjunction with the Minneapolis School. They are currently
4 looking for a site in downtown Minneapolis for a K-12 school. $10 million has been given plus
5 $700,000.00 for the planning and the staff training. The state will only cover 75%of the
6 expenses of the magnet school. St. Anthony and the other eight suburban school districts will be
7 responsible for the remaining 25%. There are seniority and pay issues for the future employees
8 of this school. She reported there are 18 more school districts that are merging this coming year,
9 which will leave a total of 361 school districts in the state.
