5 CALL TO ORDER.

7 Mayor Faust called the meeting to order at 7:00 p.m.

9 PLEDGE OF ALLEGIANCE.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance led by Boy
12 Scouts.

34 Mayor Faust, Councilmember Gray and Councilmember Brever each read the Oath of Office.

36 D. Swearing in of St. Anthony Village Police Officer Dane Lazenbery

38 Police Chief John Ohl introduced Dane Lazenber y and his family and friends present at the
39 ceremony. There were a number of other police officers present for the swearing -in ceremony.
40 Police Chief Ohl provided a summary of Dane's background. Mayor Faust conducted the
41 swearing -in and Mr. and Mrs. Lazenbery pinned the badge on their son. Mayor Faust welcomed
42 Dane to the St. Anthony Police Department.

38 A. Presentation of Greater Minnesota Housing Corporation (GMHC) by Suzanne Snyder
39
40 Ms. Suzanne Snyder, GMHC, stated it has been a few years since her last appearance. Her
41 presentation reviewed the basics of who the GMHC is and what services they provide. The
42 GMHC is a non -profit organization established in 1970. The purpose is to preserve, improve and
43 increase affordable housing and assist communities with housing revitalization. To accomplish
44 their purpose they support development of affordable rental housing with predevelopment loans,
45 build or renovate homes to sell to moderate income families and individuals, provide ethically
46 priced and sound mortgage financing to homebuyers, and deliver community -based housing
47 services through the Housing Resource Center Program. Ms. Suzanne Snyder stated she is the
48 Director of the Housing Resource Center. Since 2002, the City of St. Anthony has partnered with

GMHC to provide services to the residents. The Housing Resource Center provides homeowners
with home improvement financing, construction consultations, information and referrals. There
are three programs available to residents the St. Anthony Rehab Incentive Program, the St.
Anthony Revolving Loan Program and the Minnesota Housing Loan Programs. Ms. Snyder
reviewed each of the programs. Ms. Snyder stated the most requests are for the construction
consultation services. Contact information is: Housing Resource Center — North — 2148 44`s

9 Mayor Faust stated this was a good idea in 2002 and is still a good idea in 2016 and it is good to
10 see that a number of residents are utilizing the services offered. Mayor Faust noted the City
11 currently has a Sustainability Intern, which is a benefit to residents. Mayor Faust suggested there
12 is a benefit to having the Housing Resource Center work with residents as their furnaces are in
13 need of replacement.

15 Ms. Synder stated she will follow -up with staff.

17 B. Resolution 16 -014 a Resolution Approving Combination Wine /Strong Beer license for
18 Wine and Canvas located at 2900 Pentagon Drive
19
20 City Manager Casey reviewed the current owners are in the process of selling Wine and Canvas
21 located in St. Anthony. The new owner is located in the state of Indiana where they operate
22 multiple Wine and Canvas studios. The license is for the new owner that will be taking over
23 Wine and Canvas. Background checks have been completed on the new business owner and
24 their current Wine and Canvas locations in South Bend, IN, Elkhart, IN, and Ft Wayne, IN. A
25 check was also completed for the existing Wine and Canvas location in St. Anthony. Staff
26 recommends approval of the Wine /Strong Beer License.

28 Mr. Bachman, applicant, stated he is looking forward to coming to St. Anthony to do business.

30 Motion by Councilmember Gray, seconded by Councilmember Brever, to approve Resolution
31 16 -014 a Resolution gpproving approving combination wine/strong beer license for Wine and Canvas
32 located at 2900 Pentagon Drive.

36 C. Resolution 16 -015 a Resolution for the 2016 Street Improvement Bond Reimbursement

38 City Manager Casey reviewed bonding regulations provide limited authority to reimburse pre -
39 bonding project expenditures. The Reimbursement Resolution provides the City with the full
40 authority to recover any project expenditures made prior to bonding. Staff recommends approval
41 of the resolution to ensure its full rights to reimbursement.

43 Motion by Councilmember Jenson seconded by Councilmember Brever, to approve Resolution
44 16 -015 a Resolution approving the 2016 Street Improvement Bond Reimbursement

48 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

2 City Manager Casey announced old minutes from previous City meetings are now available on a
3 portal on the City's website. The skating rinks in the City are now open and ready for use.

5 Councilmember Brever stated she attended the Sister City Meeting on January 10.

7 Councilmember Jenson stated on December 16 he attended the Kiwanis Meeting as the liaison
8 and the History Committee. On December 28, he attended the St. Anthony Fire Relief
9 Association Meeting.

11 Councilmember Gray stated on January 7 he attended the strategic planning meeting for the
12 North Suburban Communications Commission.

14 Mayor Faust stated on December 14 he attended the Regional Council of Mayors Meeting. On
15 December 15, Mayor Faust and City Manager Casey met with the Mayors of Lauderdale and
16 Falcon Heights for an annual meeting regarding the Police Department contracts. On December
17 15, he met with the State Auditor to review a tool on a website showing infrastructure within
18 cities. More information will be communicated. On January 12, Mayor Faust had a meeting with
19 the Mississippi Watershed Management Organization.

21 VIII. COMMUNITY FORUM.

23 Mayor Faust invited residents to come forward at this time and address the Council on items that
24 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.
