Mayor Faust called the meeting to order at 7:00 p.m.

Motion by Councilmember Gray, seconded by Councilmember Brever, to approve the City
Council Meeting Agenda of March 24, 2015.
Motion carried unanimously.
II. PROCLAMATIONS AND RECOGNITIONS.
A. Resolution 15 -029• a Resolution to Recognize the 30th Anniversary of the Sister City
Relationship between Salo. Finland. and St. Anthony Village Minnesota. T
Councilmember Brever recited the Resolution to Recognize the 30`h Anniversary of the Sister
City Relationship between Salo, Finland, and St. Anthony, Minnesota.
Motion by Councilmember Brever, seconded by Councilmember Jenson, to approve Resolution
15 -029; a Resolution to Recognize the 30`h Anniversary of the Sister City Relationship between
Salo, Finland, and St. Anthony, Minnesota
Motion carried unanimously.
Ms. Mary Pucel, Board Member of the Sister City Committee, thanked the City Council for
recognizing this 30 -year relationship and invited residents to attend a celebration on Sunday,
April 19`h, from 1:00 -3:00 p.m. at Central Park that will include music and refreshments.

14 V. REPORTS FROM COMMISSION AND STAFF.

16 A. Approval of the Parks Commission Work Plan. Scott Benz. Chair, presenting.
17
18 Parks Commission Chair Benz presented the Parks Commission 2015 Work Plan and advised
19 that projects planned for 2015 include exploring pedestrian and bike friendly routes including
20 sidewalks and providing input on street improvement projects or other projects. He stated the
21 Parks Commission will also be conducting an inventory of all parks equipment in order to
22 develop a timeline for replacing that equipment and to make sure there is equipment available for
23 kids of all ages. He stated the Parks Commission will also be encouraging native plantings to
24 support natural habitat of pollinator plants and the Parks Commission believes that a good place
25 for native plantings is the new storm water pond in Central Park. He stated other locations for
26 native plantings might include areas around City property as plants are changed or replaced.

29 Commission 2015 Work Plan as presented.

33 Mayor Faust thanked all of the citizen volunteers on the Parks Commission for their service.

35 VI. GENERAL BUSINESS OF COUNCIL.

37 A. Presentation from Ramsey County Commissioner Mary Jo McGuire.
38
39 Ramsey County Commissioner McGuire thanked the City Council for the opportunity to speak
40 and discussed her representation of District 2 in Ramsey County and the standing committees
41 and community committees she serves on including the Transportation Advisory Board. She
42 advised that she serves as Chair of the Legislative Committee and they are supporting several
43 public safety and public health initiatives, including victim advocacy services, school -based
44 workforce career counselors, and bonding issues. She advised that Ramsey County is
45 coordinating with Hennepin County on County Road C and 29a' Avenue and is aware that the
46 City was unsuccessful in getting through the regional solicitation program and the Transportation
47 Advisory Board is analyzing that process to make sure communities have the ability to compete
48 in that process and will continue to work on the future reconstruction of the roadway. She

1 discussed Ramsey County's strategic planning process including the County's vision, mission
2 and goals and stated that the County's structure is being realigned to better accomplish the
3 County's goals and manage the County's business. She reported she has started a District 2
4 newsletter and encouraged residents to sign up for the newsletter on the County website. She
5 thanked the City Council for all of its work on behalf of all St. Anthony Village citizens.
7 Councilmember Stille thanked Commissioner McGuire for her assistance on the County Road C
8 and 29`h Avenue project and stated it will be important to factor in the walkability component of
9 this roadway when it is reconstructed in the future.

11 Mayor Faust thanked Commissioner McGuire for her efforts on behalf of St. Anthony Village.

13 B. Resolution 15 -030; a Resolution Providing for the Sale of $2,675,000 General Obligation
14 Improvement Bonds, Series 2015A. Stacie Kvilvang Ehlers & Associates Presenting.
15
16 Ms. Kvilvang stated the proposed issue of $2.7 million General Obligation Bonds is intended to
17 finance the City's 2015 street reconstruction project. She stated the City intends to levy special
18 assessments of approximately $621,000 to benefiting property owners for collection in 2016
19 through 2031 at a rate of 2% above the City's true interest cost of the bonds. She stated the City
20 anticipates receiving approximately $250,000 or 40% in prepayments and this amount is on par
21 with last year's street reconstruction project. She stated the bonds will be issued for 16 years and
22 include a call feature to refinance to a lower interest rate and the typical call feature is ten years.
23 She stated the bond sale will be held on Tuesday, April 28, 2015, and the results of the bond sale
24 will be presented to the City Council that evening.

27 030; a Resolution Providing for the Sale of $2,675,000 General Obligation Improvement Bonds,

32 C. Resolution 15-03 1 • a Resolution Approving a Joint Powers Agreement with the City of
33 New Brighton for Building Inspection Services Mark Casey City Manager, presenting.
34
35 City Manager Casey stated that staff has reviewed its contract with Northstar Inspection Services
36 and is recommending termination of the contract in order to enter into a Joint Powers Agreement
37 with New Brighton at the same price structure. He stated that the contract would be for
38 inspections and plan review only and the City would continue to provide planning, engineering,
39 and fire marshal review and permits would continue to be handled at City Hall and applicants
40 would call a dedicated phone line answered by a New Brighton staff person. He added he felt
41 this collaboration with New Brighton would create advancements in the inspections program.

43 Mayor Faust noted that the Joint Powers Agreement is effective May 1, 2015.

45 Motion by Councilmember Jenson, seconded by Councilmember Brever, to approve Resolution
46 15 -031; a Resolution Approving a Joint Powers Agreement for Building Inspection Services with
47 the City of New Brighton.

D. St Anthony Police Department Annual Report John Ohl Police Chief, presenting.
5 Police Chief Ohl presented the 2014 Police Department annual report and discussed "Safety
6 through Service" and the importance of service as the core principle of the Police Department.
7 He advised there were 267 Part I crimes in 2014, a decrease of 140 from 2013, and 198 Part II
8 crimes in 2014, a decrease of 18 from 2013. He reminded citizens they should not hesitate to
9 call the police if they see something suspicious and the Police Department appreciates the
10 contact with citizens. He advised the Police Department wrote over 2,000 moving violations,
11 over 300 non - moving violations, and made 880 arrests during 2014; when combining the cities
12 of Falcon Heights and Lauderdale, the Police Department had over 1,900 arrests, issued 5,675
13 citations, received over 11,000 calls for service, and there were 369 Part I offenses and 361 Part
14 II offenses. He stated the Police Department handled 465 criminal cases and cleared a total of
15 253 cases for a clearance rate of 54 %. He stated that Lieutenant Scholl handles the education
16 requirements that included training in firearms, diversity awareness, juvenile sex trafficking and
17 exploitation, as well as leadership training. He stated that Sergeant Spiess is in charge of the
18 police reserve program and the City is fortunate to have a high quality police reserve program
19 and the reserves volunteered 2,356 hours in 2014. He discussed the crime prevention program
20 run by Sergeant Mangseth that includes the Summer Survival School, a popular program run by
21 Officer South. He stated the Police Department annual report is available on the website and
22 includes letters from citizens that are proof that the Police Department is making a difference in
23 the communities of St. Anthony, Falcon Heights, and Lauderdale.

25 Councilmember Jenson commended Police Chief Ohl and his staff for all their accomplishments
26 and the significant amount of outreach programs. He thanked Police Chief Ohl and his entire
27 staff for their dedicated service to the community.

29 Councilmember Stille thanked Police Chief Ohl for another great year and encouraged citizens to
30 read the Police Department annual report, particularly the message from the Chief and the letters
31 at the back of the report.

33 Councilmember Brever thanked Police Chief Ohl and the Police Department for their dedicated
34 service and for their outreach to kids, students, and everyone in the community.

36 Councilmember Gray stated he has frequently heard complimentary comments from residents of
37 Falcon Heights and Lauderdale about the Police Chief and the entire Police Department. He
38 thanked Police Chief Ohl and the Police Department for their commitment and service.

40 Mayor Faust expressed heartfelt thanks and appreciation to Police Chief Ohl and the entire
41 Police Department on behalf of the City Council and as a resident for their first class quality
42 service to everyone in the community.

44 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.

46 City Manager Casey reported on his attendance at a meeting regarding the Highway Safety
47 Improvement program. He reported the City's website contains a video of the recent carp
48 removal at Silver Lake and stated the City has received outstanding cooperation from New

1 Brighton, Columbia Heights, the DNR, Rice Creek Watershed District, Three Rivers Park
2 District, and the Soil and Water Conservation Board on this project. He reminded residents to
3 leave their garbage and recycling bins and yard waste container at the end of their driveway
4 starting tomorrow and the haulers will be switching out the cans for those residents who are
5 changing their hauler. He encouraged residents to call City Hall with any questions.
7 Councilmember Jenson reported on his attendance at the March 23`d joint meeting of the City
8 Council and Planning Commission. He also reported on his attendance at the March 23`d Fire
9 Department Relief Association meeting.

11 Councilmember Stille reported on his attendance at the March 23`d joint meeting of the City
12 Council and Planning Commission.

14 Councilmember Gray reported on his attendance at the March 23`d joint meeting of the City
15 Council and Planning Commission and stated that the joint meeting included a training session
16 by the League of Minnesota Cities on land use.

18 Councilmember Brever reported on her attendance at the March 23`d joint meeting of the City
19 Council and Planning Commission.

21 Mayor Faust reported on his attendance at the March 23`d joint meeting of the City Council and
22 Planning Commission and noted the training session by the League was part of the Settlement
23 Agreement related to the RLUIPA lawsuit and all portions of the Settlement Agreement have
24 now been completed.

26 VIII. COMMUNITY FORUM.

28 Mayor Faust invited residents to come forward at this time and address the Council on items that
29 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.

REVIEW:
Staff received an inquiry from the Hutton family asking what the process was to be able to have
chickens in their yard. They were directed to submit a written request with a drawing as specified in
City Ordinance 91.56.
The Hutton family has submitted a written request as well as a diagram of the chicken coop and run
for City Council review and approval.

To the Saint Anthony Village City Council Members:
We are writing to request permission to keep four female chickens on our
property at 3526 Belden Dr. NE. Our lot is approximately 0.33 acres, and we plan
to house the chickens in a small coop and enclosed run (approximately 4x10 ft2
maximum total area) in the northeast corner of the property near our garden
shed, within the fenced area of our back yard. This corner is relatively isolated
from our neighbors, with a small tree covered hill directly to the east of it,
shielding the neighbors directly to our east, and another neighbor's shed close to
the northeast of that corner, shielding their yard, so we think it will be minimally
noticeable. We will not keep any roosters so noise will also be kept at a minimum.

RESOLUTION TO APPROVE A REQUEST TO KEEP
FOUR (4) FEMALE CHICKENS IN AN R -1 ZONING DISTRICT AT 3526 BELDEN DRIVE NE
WHEREAS, staff received a request from Laurie, Thomas and Aline Hutton about
whether or not the City allows chickens in the residential zoning district;
and
WHEREAS, the City of St. Anthony Code of Ordinances, Section 91.56,Keeping of
Certain Animals, specifies that livestock, including chickens, require
approval from the City Council; and
WHEREAS, the Hutton Family has submitted a written request for approval from the
City Council, as outlined in Subsection 91.56, to approve his request to
keep chickens; and
WHEREAS, the Hutton Family has submitted a diagram of the enclosure that will
house the chickens; and
WHEREAS, Hennepin County Environmental Health Division has stated that this
matter is within the City's jurisdiction and authority; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of St. Anthony
approves the request to keep four (4) female chickens in an R -1 Zoning District at 3526
Belden Drive NE
