CITY COUNCIL WORK SESSION
City Council Chambers

Present:
Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Jan Jenson, Councilmember; Randy Stille,
Councilmember, and Bonnie Brever, Councilmember.

Call to Order:
Meeting called to order by Mayor Faust at 5:30 p.m.
Urban Farming:
Staff presented a memo to begin the discussion on Urban Farming. Staff reviewed the current Keeping of Certain
Animals Ordinance. Staff sought feedback and direction on the proposed scope, procedures and standards
(number, setbacks, heights & size, training and proper care & maintenance). Staff will meet with the Planning
Commission in a work session and continue the dialog with the Mayor & Council.
Mirror Lake:
Staff presented a letter from the City Manager to the Rice Creek Watershed District (RCWD) board & staff, a
response letter to the Mayor from RCWD President, Board of Managers, and memo from City Engineer Hubmer to
the RCWD staff which included several design exhibits. By consensus of the Mayor and Council, staff was directed
to inform RCWD staff that the City of St. Anthony is not interested in being part of the Board of Soil and Water
Resources Targeted Watershed Demonstration Program grant unless there are significant flood reduction
components. The consensus of the Mayor and Council feels flood protection has to take a higher priority than
water quality.
2016 Debt Levy:
Staff presented a revised Infrastructure Improvements exhibit that includes the total infrastructure improvements
per year. Staff also included spreadsheets on the past, current and projected debt levies. Staff explained the goal
was to create a predicable increase vs. “peak”. Staff estimates the 2016 debt levy increase would equate to an
approximate .75% overall levy increase.
Former Elected Officials:
By consensus of the Mayor and Council, staff was directed to send an invitation letter to the former elected
officials for a briefing on Friday, July 31, 2015 beginning at 2:30 pm

NSCC/NSAC Proposed PEG Channel Realignment
Background: Eight PEG (public, education and government) channels are currently activated on
the Comcast cable system in the NSCC/NSAC service area. Of those, three are designated for
use by the three public school districts: Roseville, Mounds View and St. Anthony/New Brighton
(SA/NB). Of those three, the SA/NB channel has, by far, the least amount of programming.
They currently show only the school board meetings.
Last summer, the NSCC/NSAC Executive Director met with the SA/NB superintendent and
discussed moving the SA/NB school board meetings to another channel in order to more
effectively and fully program the channel that the district is currently using. The SA/NB staff
was amenable to the idea and said they would like to move to the St. Anthony city channel 16.
Then, all of the St. Anthony local government programming would be on the same channel.
However, since the district also serves a small portion of the City of New Brighton, they wanted
to have their school board meetings on the New Brighton channel 16 as well. This information
was shared with City Manager Mark Casey and City Council Member and NSCC/NSAC
commissioner Hal Gray.
Franchise and transfer of ownership negotiations took precedence last fall and negotiations
with CenturyLink took precedence this spring, but the NSCC/NSAC staff hope to implement a
new channel lineup this fall. The NSCC/NSAC Executive Director has discussed scheduling
SA/NB school board meetings on the New Brighton channel with that city’s staff, and they are
amenable to the idea. NSCC/NSAC now seeks permission from the City of St. Anthony to
program the school Board meetings on that city’s channel 16. Once permission is granted and
the new channel lineup is approved by the NSCC/NSAC, the staff will implement the change and
will work with the city and the school district to communicate the district’s new channel and
schedule.
