Call to Order:
Meeting called to order by Mayor Faust at 12:30 p.m.
2016 Levy:
Staff presented a memo, charts and numerous spreadsheets. Information included levies based on liquor fund
available for transfers, liquor sales projections, liquor operations cash position, phase out options tools, reversals
of negative cash, pages from the 2015 Audit presentation, general fund components, general fund revenue and
expenditures. By consensus of the Mayor and City Council, staff was directed to present a preliminary levy increase
of $219,075 or 3.76%.
Channel Realignment:
NSCC/NSAC Executive Director Cor Wilson requested moving the St. Anthony-New Brighton School District PEG
programming to St. Anthony City Channel 16. By consensus of the Mayor and City Council, staff was directed to
inform Wilson of their approval.
Night to Unite Assignments:
Staff presented the most up to date listing and the Mayor and Council chose their assignments.
Former Elected Officials Briefing:
The Mayor, Council and staff reviewed the presentation and agenda.
Adjourn:

City Council Update for 1,4-Dioxane Water Supply and Treatment Feasibility Study
August 31, 2015
WSB is currently studying alternative water supply and treatment options to address 1,4-dioxane that has
been detected in the City’s wells. Dioxane is an additive found in solvents that were used at the Twin
Cities Army Ammunition Plant in Arden Hills. Technological advances have resulted in better methods
for detecting contaminants at extremely low concentrations. The test results by the Minnesota
Department of Health (MDH), and independently verified by the City, have shown the presence of 1,4-
dioxane (dioxane) in the City’s wells. The concentrations have ranged from 0.35 parts per billion (ppb) in
Well No. 3 to 1.5 ppb in Well No. 4. The concentrations detected in Well No. 4 have increased over the
period of testing. A regulatory limit on the amount of dioxane permitted in drinking water has not yet
been set under the Federal Safe Drinking Water Act. The MDH, however, has set a guidance limit of 1
part per billion (ppb) for 1,4-dioxane based on its potential to cause cancer in people. WSB is currently
evaluating each of the following proposed water supply and treatment options and estimate the capital and
long term operational costs for each option.
Option 1 - Blend City wells to dilute 1,4-dioxane to below the MDH guidance limit
More water would be pumped from either Well No. 3 or Well No. 5 to dilute the 1,4-dioxane
concentration in Well No. 4 to below 1 ppb at the point of entry (plant effluent). Well No. 3 contains the
highest trichloroethylene (TCE) concentration. The existing carbon filters would require more frequent
change outs if this well is run more frequently.
Option 2 - Construct deeper Mount-Simon Hinckley wells
A moratorium exists in the Metro Area for using the Mount-Simon Hinckley formation. The
Commissioner of the DNR may allow use of this aquifer only if no other feasible alternatives exist.
Water from this aquifer commonly contains radium 226+228. Although radium could be treated with the
existing greensand filters, the filter media could become a hazardous waste because of the radium build-
up on the filter media. Pumping costs would also be higher because the static water levels are deeper in
the Mount-Simon Hinckley formation.
Option 3 – Purchase water from St. Paul Regional Water Services (SPWRS) via the City of Roseville’s
water distribution system
WSB has made contact with Roseville staff and they are currently analyzing this option from their side.
SPRWS’s water rates are $4.04 per 1,000 gallons during the winter and $4.20 per 1,000 gallons during
the summer with a minimum monthly base fee of $4.80. Wholesale water rates had not been obtained
from SPRWS at the time of this memo.
Option 4 – Purchase water from Minneapolis
Although Minneapolis’ water rates are significantly higher that the City’s, their whole sale rate would be
only $2.73 per 1,000 gallons. However, this cost does not include maintenance costs for the City’s
watermains, water towers, water meters, labor, etc. These costs need to be figured-in to the analysis to
make a true comparison of the water rates. A water booster station or pressure reducing station and a
metering vault could also be required with this option.
Option 5 – Implement a water treatment system for 1,4-dioxane at the City’s water treatment plant
WSB is currently studying treatment options for 1,4-dioxane. The most feasible treatment options have
been narrowed down to Ultra Violet (UV) Light with Hydrogen Peroxide and Ozone with Hydrogen
Peroxide. Trojan Technologies is currently piloting UV/Hydrogen Peroxide at the water treatment plant.
The pilot water is also being spiked with excess 1,4-dioxane to account future conditions that might
occur.
These options will be presented and discussed in more detail by WSB at the August 31, 2015 work
session.

hydroxyl radicals that oxidize and breakdown 1,4-
dioxane to non-toxic compounds

Thirty five (35) systems have been installed across the
United States for treating 1,4-dioxane. These systems
collectively treat over 230 million gallons of water per
day.
Other treatment benefits include enhanced
disinfection and removal of N-nitrosodimethylamine
(NDMA), endocrine disruptor compounds, pesticides,
and volatile organic compounds (VOCs).

RESOLUTION 15-0XX
RESOLUTION AUTHORIZING THE PRESENTATION OF OFFERS TO PROPERTY
OWNERS AND TO ACQUIRE THE PROPERTY AREAS NEEDED EITHER BY NEGOTIATION
OR CONDEMNATION FOR THE CITY OF ST. ANTHONY VILLAGE HIGHWAY SAFETY
IMPROVEMENT PROJECT
WHEREAS, the City of St. Anthony Village (the City) has initiated the Highway Safety
Improvement Project along 37th Avenue NE (the Project), to construct a sidewalk, and
appurtenant work; and
WHEREAS, the construction schedule for the Project contemplates that the Project will start during
2016; and
WHEREAS, it is necessary that the City obtain title and possession, either by negotiation or
condemnation, to the necessary easements for the Project before construction may
begin; and
WHEREAS, the City should commence negotiation in good faith immediately in order to facilitate
the acquisition by negotiation and to allow the timely acquisition by condemnation of
the necessary easements for the Project; and
WHEREAS, market value appraisals of the easements required for the Project have been
commissioned by the City and completed by Kelly Lindstrom (the Firm); and
WHEREAS, the City wishes to make offers to property owners based on the completed market values
appraisals completed by the Firm and Exhibit A attached sets forth the appraised market
value in the appraisals completed for the easement interest required for the Project
totaling $118,725.00;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Anthony Village that:
1. The presentation of offers for the easement interests required for the Project in the amount of the
appraised market value set forth on attached Exhibit A totaling $118,725.00are hereby
authorized.
2. That the City Council hereby directs that a copy of the completed market value appraisal for the
easement(s) on each property be provided to the respective property owner with the presentation
of offer.

the amount as set forth in Chapter 33 must be paid before water service is connected.

GARBAGE AND SOLID WASTE OFFENSES
§ 130.50 DISPOSAL REQUIREMENTS. – Current
One of the following provisions must be made for each property in the city for the disposal of garbage
and other solid waste:
(A) Regular collection service by a hauler licensed by the city;
(B) Participation in a sharing or pool for a regular collection service by a hauler licensed by the city;
or
(C) Lawful disposal by transporting the solid waste to a place of business owned or controlled by the
property owner.
§ 130.50 DISPOSAL REQUIREMENTS. – Proposed
In accordance with Minnesota Statutes section 115A.941 and to promote health, safety, and the general
welfare, each property in the City, including each residential household and business, shall have a
contract for regular collection service by a hauler licensed by the City for the disposal of garbage and
solid waste. Residential properties that consist of single-unit, two-unit, or three-unit buildings are
exclusively subject to the City’s system of organized collection, which was implemented pursuant to
Minnesota Statutes section 115A.94 and the Agreement for Residential Solid Waste and Recycling
Collection Services entered into between the City and its licensed solid waste haulers.

(1) Parking spaces must be at least 9 feet x 19 feet and those in the R-4, B, C, and LI Districts must be
clearly marked and outlined. (2) The total area of a parking lot, including all parking spaces, drive aisles,
islands and landscaping must be no less than the required number of parking spaces multiplied by 300
square feet. (3) All vehicles, as defined in § 152.008, parked on any lot in an R-l, R-1A, R-2, or R-3 District
must be parked on a surface paved with asphalt or bituminous material, concrete, cement, brick, or
other paved surface, or on a gravel driveway located in the front yard.
