7 Mayor Faust called the meeting to order at 7:00 p.m.
9 PLEDGE OF ALLEGIANCE.

11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance.

22 I. APPROVAL OF THE JANUARY 26, 2016, CITY COUNCIL MEETING AGENDA.

24 Motion by Councilmember Brever, seconded by Councilmember Jenson to approve the City
25 Council Meeting Agenda of January 26, 2016.

29 11. PROCLAMATIONS AND RECOGNITIONS.

31 A. Presentation of Northeast Youth and Family Services President & CEO Jerry Hromatka
32 Presenting
33
34 Mr. Hromatka provided the annual update on Northeast Youth and Family Services. The primary
35 population served is 5 -21 year olds with Mental Health, Youth Development and Day Treatment
36 services. The majority of their funding comes from fees. 70 -75% of funds go for salaries and
37 benefits for staff. Mr. Hromatka reviewed the NYFS Programs offered. The provide services are
38 in 20 school buildings and 2 clinics as well as some in -home care. There are 15 municipalities
39 supporting NYFS. St. Anthony has supported NYFS for 40 years. Mr. Hromatka reviewed the
40 2014 -2015 Service Summary, Current Community Trends, and NYFS Trends. NYFS is working
41 hard to enhance their fundraising culture. This year is the 401' Anniversary of NYFS. There will
42 be a Mayors Challenge Golf Tournament Keller Golf Course on June 13, 2016. Mr. Hromatka
43 reviewed the NYFS Partnerships in Communities, School Districts, and Collaborations.

45 Councilmember Stille stated he is amazed with what NYFS does for the communities and
46 surprised at the need for mental health support in the community.

48 Mayor Faust stated it is important to keep a close tie with the people NYFS is serving. The
49 support from the cities keep the NYFS accountable and also the cities accountable. Mayor Faust

suggested the fees for the cities be increased and the Board of NYFS look at raising the fees.
That may also assist in gaining business support.

13 Consent Agenda items as presented.

21 VI. GENERAL BUSINESS OF COUNCIL.

23 A. 2016 Planning Commission Work Plan

25 Planning Commission Chair Jim Gondorchin reviewed a draft of the St. Anthony Village
26 Planning Commission 2016 Work Plan. Mr. Gondorchin reviewed the unique and typical duties
27 of the Planning Commission. There are three new Planning Commissioners so training will be
28 very important in 2016.

30 Councilmember Stille stated past plans have focused on two or three specific items such as solar,
31 but this plan is different as there are no specific items. There will be two opportunities for
32 residents to participate in meetings with the Planning Commission. Councilmembers Stille and
33 Brever are participating in the Steering Committee.

35 Mayor Faust stated the Comprehensive Plan is voluminous and work will roll into 2017 also as it
36 is not due until 2018.

38 Motion by Councilmember Stille, seconded by Councilmember Brever, to approve the 2016
39 Planning Commission Work Plan as presented.

43 B. 2016 Parks Commission Work Plan

45 Parks Commission Chair Scott Bentz reviewed a draft of the St. Anthony Village Parks
46 Commission 2016 Work Plan. He read the typical duties along with the 2016 items that the Parks
47 Commission will focus on. He also reviewed the items that were worked on in 2015.

1 Mayor Faust stated from where we started until now, the Parks Commission was developed to
2 put information in the Comprehensive Plan to look at parks maintenance and improvement
3 needs. Mayor Faust stated he appreciates the work the Parks Commission does.

5 Motion by Councilmember Brever, seconded by Councilmember Stille, to approve the 2016
6 Parks Commission Work Plan as presented.
Motion carried 4 -0
10 C. Resolution 16 -017 a resolution Finding a Negative Declaration of Need for an
11 Environmental Impact Statement for Mirror Lake Improvements

13 City Engineer Todd Hubmer stated an Environmental Assessment Worksheet (EAW) has been
14 prepared for the Mirror Lake Improvements Project that includes excavation of a public water
15 body, Mirror Lake. The EAW examined the potential environmental effects of water quality and
16 flood improvements. Required agencies and residents have had an opportunity to comment on
17 the EAW and staff has responded to the comments received. Projects that are determined to have
18 the potential for significant environmental effects with appropriate construction phasing and
19 mitigation, as outlined in the EAW, and there is no need for the preparation of an Environmental
20 Impact Statement.

22 Staff recommends Council adopt the resolution declaring no need for an Environmental Impact
23 Statement; accept the Response to Comments, the Findings of Fact, and the Record of Decision
24 on the EAW; and certify the EAW was prepared for the Mirror Lake Improvements as an
25 adequate examination of the environmental impacts of the proposed development.

27 Councilmember Stille asked if there was pushback from any of the agencies involved and Mr.
28 Hubmer stated each agency has been contacted and there are no issues. Councilmember Stille
29 stated the plantings around Mirror Lake will include milkweed, and other native vegetation. The
30 neighborhood will be involved in discussions about the plantings around the lake. Mayor Faust
31 noted this is the first step in the process.

33 Motion by Councilmember Stille, seconded by Councilmember Brever, to approve Resolution
34 16 -017; a Resolution Finding a Negative Declaration of Need for an Environmental Impact
35 Statement for Mirror Lake Improvements.

39 D. Presentation of Tree City USA by Kristin Seaman GreenCgM Member

41 GreenCorp Member Kristin Seaman reviewed a PowerPoint presentation on Tree City USA. She
42 reviewed what exactly is a Tree City, the value of being a Tree City, requirements for being a
43 Tree City, and the process for becoming a Tree City. Ms. Seaman noted the Parks Commission
44 acts as the Tree Board. April 291h will be Arbor Day Observance in 2016. The next steps will be
45 the passing of an Arbor Day Proclamation, celebrate Arbor Day, adopt a Tree Care Ordinance,
46 and complete the application materials. After being a Tree City for two years, the City will
47 work towards recognition from the Growth Award.

1 Mayor Faust stated it seems all that is needed is to complete the paperwork. He agreed the City
2 should participate in this program.
4 Councilmember Jensen complimented Kristin for taking the initiative and stated he is happy the
5 City is going forward with this process.
VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
9 City Manager Casey reported that Police Chief John Oh and Captain Dominic Cotroneo will
10 retire effective August 31, 2016. Both have over 30 years of dedicated service to the City. City
11 Manager Casey has appointed John Mangseth as the new Police Chief and Jeff Spiess as the new
12 Captain who will be starting September 1, 2016. There will be presentation at the May 24, 2016,
13 City Council meeting. June 2, 2016 will be a public farewell. These dates will be put on the
14 website as it gets closer.

16 Mayor Faust stated it is the City Manager's job to hire department heads and there has been a
17 plan in place for some time. He noted the transition time is valuable and it will be a smooth
18 transition.

20 Councilmember Jensen stated on January 25, he attended the St. Anthony Fire Relief Association
21 meeting. On January 20, he attended the Kiwannis meeting as well as the History Committee
22 meeting. There has been a book published, More Pigs Than People, that is available at the
23 Community Center.

25 Councilmember Stille stated the Council participated on January 14 -15 in the annual goal setting
26 retreat.

28 Councilmember Brever had nothing to report.

30 Mayor Faust stated the Council worked very hard on the goal setting session. On January 20,
31 Mayor Faust attended the Mississippi River Watershed Management Organization retreat and
32 goal setting, which is coming along.

34 VIII. COMMUNITY FORUM.

36 Mayor Faust invited residents to come forward at this time and address the Council on items that
37 are not on the regular agenda. Hearing none, Mayor Faust moved forward with the agenda.
