VILLAGE OF ST. ANTHONY
COUNCIL MINUTES
July 13, 1965
1. CALL TO ORDER
The regular meeting of the Village Council of the Village of St. Anthony
was called to order by Mayor Pro Tem Dougherty at 8:00 P.M. on Tuesday,
July 13, 1965.
2. ROLL CALL
The following members were present at roll call :
Robert Bailey
W. R. Dougherty
George Erickson
Richard Sorenson
The following were absent:
James H. McNulty
Also present were the Village Manager, Village Attorney, Village Engineer
and Maintenance Superintendent.
3. MINUTES
Upon motion by Councilman Bailey, seconded by Councilman Sorenson, it was
proved to waive reading and approve minutes of the regular meeting of June
22, 1965, with Councilman Erickson indicating that his vote on Resolution
No. 65-055 be a yes vote.
The motion carried.
Upon motion by Councilman Sorenson, seconded by Councilman Erickson, it
was moved to waive reading and approve minutes of Special Meeting of
July 24, 1965 as submitted.
The motion carried.
4. PUBLIC HEARINGS

5. RESOLUTIONS AND ORDINANCES
Upon motion by Councilman Bailey, seconded by Councilman Erickson, it was
moved to adopt Resolution No. 65-058 Approving Plans and Specifications
and Calling for Bids on Street Improvement No. 7417-65-2.

Upon motion by Councilman Sorenson, seconded by Councilman Bailey, it was
moved to adopt Resolution No. 65-059 Approving Plans and Specifications and
Calling For Bids on the Treatment Facilities at Well No. 5.

Upon motion by Councilman Sorenson, seconded by Mayor Pro Tem Dougherty,
• it was moved to adopt a resolution authorizing Stanley A. Peickert,-
Village Manager, to execute application for Federal Aid under Public Law
No. 875.

The motion was defeated.

Upon motion by Councilman Bailey, seconded by Councilman Sorenson, it was
moved to adopt Resolution No. 65-061 Ordering Certain Buildings Located at
3323 Stinson Boulevard, St. Anthony Village, Minnesota, To Be Raised and
Removed.

The motion carried.
6. COMMUNICATIONS, PETITIONS, AND REPORTS
Upon order of Mayor Pro Tem Dougherty, the request from Raymond Hasselquist
and Angela Alfreth to have the Village install a storm sewer line and catch
basin into the rear yards of their property at 3123 and 3127 Wilson Street
N. E. was refered to the Village Manager and Maintenance Superintendent.
Upon order of Mayor pro tem Dougherty, the request from the Church of St.
Charles Borromeo to construct a fence and backstop on Village Property at
• 27th Avenue N. E., and Roosevelt Street N. E. was refered to the Village
Maintenance Superintendent and Traffic Director.
Upon motion by Councilman Sorenson, seconded by Councilman Dougherty, it
was moved to grant permission to the St. Anthony Mrs. Jaycees to hold a
public dance at the St. Anthony School on Wednesday, June 22, 1965.

Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it
was moved to authorize the Village Manager to indicate to the Hennepin
County Welfare Department the Village of St. Anthony approves participation
in the Federal Food Stamp Program.

Upon order from Mayor Pro Tem Dougherty, the report of the Village Attorney
regarding settlement of the Edward Burnette case and the Kennedy case was
noted in the minutes.
Upon order of Mayor Pro Tem Dougherty, the list of non-conforming of
special uses, and use violations existing within the Village of St. Anthony
was ordered defered pending further study by the Council. The building
inspector was instructed to re-submit the list after classification as to
non-conforming use and use violations.

Upon motion by Councilman Erickson, seconded by Councilman Bailey, it was
moved to offer a quit claim deed to Independent School District #282 for -
Outlot 2, Wilshire Park, 4th Addition, said quit claim deed subject to an,
easement for maintenance vehicle access and public utilities.
The motion carried.
Upon order of Mayor Pro Tem Dougherty, the minutes of the Park and
Recreation Advisory Committee Meeting of July 1, 1965 were received and
filed.
Upon order of Mayor Pro Tem Dougherty, the Addendum to the Planning Board
Minutes of May, 1965 was received and filed.
Upon order of Mayor Pro Teen Dougherty, the report of Police Activity of the
month of May, 1965, was ordered received and filed.
7. OLD BUSINESS
On motion by Councilman Erickson, seconded by Councilman Sorenson, it was
moved to authorize the Mayor and Village Manager to entervA nto contract
with Norman Mashou and Associates for the maintenance of Silver Lane from
Silver Lake Road to Macalaster Drive.
The motion carried.
Upon motion by Councilman Sorenson, seconded by Councilman Dougherty, it
was moved to authorize the Mayor and Village Manager to enter into agree-
ment with D & E Patrol for services as dog catcher for the Village of St.
Anthony.
The motion carried.
8. MISCELLANEOUS
Upon order of Mayor-i4o Tem Dougherty the Planning Board was instructed to
appoint one of their members to serve as a member of the St. Anthony Side-
walk Committee.
Upon motion by Councilman Sorenson, seconded by Councilman Bailey, it was
moved to approve the license applications submitted.
The motion carried.
9. VERIFIED CLAIMS
Upon motion by Councilman Sorenson, seconded by Councilman Erickson, it was
moved to authorize the verified claims and approve payment thereof.
The motion carried.
