ANTHONY COUNCIL MINUTES August 24, 1965 1 . CALL TO ORDER, The regular meeting of the Village Council of the Village of St. Anthony was called to order by Mayor McNulty at 8:00 P.M. on Tuesday, August 24, 1965. 2. ROLL CALL The following members were present at roll call : Robert L'c; lny W. R. Dougherty James H. McNulty Richard Sorenson and the following mere absent : George Erickson 3. MINUTES • Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was moved to waive reading and approve the minutes of the regular meeting of August 10, 1965, as corrected. The motion carried. 4. PUBLIC HEARINGS None 5. RESOLUTIONS & ORDINANCES Upon motion by Councilman Sorenson, seconded by Councilman Bailey, it was moved to adopt Resolution No. 65-069 accepting the resignation of Stanley A. Peickert. RESOLUTION NO. 65-069 RESOLUTION TO ACCEPT STANLEY A. PEICKERT'S RESIGNATION FROM VILLAGE EMPLOYMENT. Voting on the Motion: Aye: Bailey, Dougherty, McNulty, Sorenson Nay: None Absent not voting: Erickson The motion carried. ` Page 2 Council Minutes August 24, 1965 Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was moved to adopt Resolution No. 65-070 appointing James G. Shaughnessy as Acting Village Manager. RESOLUTION NO. 65-070 RESOLUTION APPOINTING JAMES G. SHAUGHNESSY AS ACTING VILLAGE MANAGER. Voting on the Motion: Aye: Bzi ?ey, Dougherty, McNulty, Sorenson Nay: None Absent not voting: Erickson The motion carried. Upon motion by Councilman Sorenson, seconded by Councilman Dougherty, it was moved to adopt Resolution No. 65-071 appointing John R. Printon as Village Manager. RESOLUTION NO. 65-071 • RESOLUTION OF APPOINTMENT OF A VILLAGE MANAGER Voting on the Motion: Aye: Bailey, Dougherty, McNulty, Sorenson (Erickson recorded as an aye vote as requested in his letter to the Council ) Nay: None The motion carried. 6. COW)NICATIONS, PETITIONS AND REPORTS Upon motion by Councilman Dougherty, seconded by Councilman Bailey, Zit was moved to approve the request of Richard Schultek for a 2 foot side yard and 1 foot front yard variance on his property at 2801 - 32nd Ave. N.E. yThetion carried. man pon motion by Council/Dougherty, seconded by Councilman Sorenson, it ved to approve the request for a building permit on Lot 4, Block 1, St. Anthony Industrial Park as requested by Earl Rosengren to allow construction of a 10,000 sq. ft. building for Central Engineering Company. The motion carried. Upon motion of Mayor McNulty, the minutes of the Planning Board meeting held August 17, 1965 were received and filed. Page 3 Council Minutes August 24, 1965 7. OLD BUSINESS Upon order of Mayor McNulty, the consideration of a revision of, the Village Taxi-Cab Ordinance No. 70 was deferred to' -September 14, 1965- pending further study by the Village Attorney. !" Upon order of Mayor McNulty, an amendment to Resolution No. 65-016 regarding salaries of Maintenance Man III was deferred to September 14, 1965, to compare said resolution with findings of the adjustment panel that met January 22, 1965. Upon notion by Councilmen Dougherty, seconded by Councilman Sorenson, it was moved to adopt Resolution No. 65-072 relating to the apportionment of assessments for local Improvements on Lot 5, Block 4, Mounds View Acres, Second Addition. RESOLUTION NO. 65-072 RESOLUTION RELATING TO THE APPORTIONMENT OF ASSESSMENTS FOR LOCAL IMPROVEMENTS. Voting on the Motion: Aye: Bailey, Dougherty, McNulty, Sorenson • Noy: None Absent not voting: Erickson The motion carried. Upon motion by Councilman Dougherty, seconded by Councilman Bailey, it was moved to table a resolution authorizing an inter-fund loan from the liquor cash surplus to finance Street Improvement 7517-65-1 • The motion carried. 8. MISCELLANEOUS Upon order of Mayor McNulty, the Building Inspector was instructed to secure the Village Attorney's opinion regarding Village participation in solving private drainage problems. 9. VERIFIED CLAIMS Upon motion by Councilman Sorenson, seconded by Councilman Dougherty, it was moved to authorize verifidd claims and approve payment thereof. The motion carried. Upon motion by Councilman Dougherty, seconded by Councilman Bailey, it was moved to pay the Roseville share of $127.41 , the second quarter sewer rental charges but to without the amount of $2936.26 to the City of St. Paul to be held in escrow pending settlement of sewer rental rates charged by St. Paul . The motion carried. Page 4 • Council Minutes August 24, 1965 10. CONTRACT PAYMENTS Upon motion by Councilman Dailey, seconded by Councilman Sorenson, it was moved to approve partial payment to Victor Carlson and Sons in the amount of $4,716.00 for work completed in Central and Silver Point Parks in accordance with the 1965 Parks Construction Contract. Voting on the Motion: Aye: Dailey, Dougherty, McNulty, Sorenson Nay: None Absent not voting: Erickson Upon motion 1by Council.-tion Sorenson, seconded by Councilmen Bailey, it was moved to approve payment to Drauer and Associates in the amount of $400.00 for inspection and surervision of the 1965 parks construction.
