CALL TO ORDER The regular meeting of the Village Codncil of the Village of ST. Anthony was called to order by the Mayor at 8:00 otclock P.M. on Tuesday, September 28, 1965. 2, ROLL CALL The following members were present at roll call : James McNulty W. R. Dougherty Robert Bailey Richard Sorenson George Erickson and the following were absent: None 3. MINUTES Upon motion by Councilman Sorenson seconded by Councilman Dougherty that • the minutes be approved as submitted. _The motion carried. 4. PUBLIC HEARINGS None 5. RESOLUTIONS & ORDINANCES Upon motion by Councilman Dougherty seconded by Councilman Erickson that tabled item concerning resolution authorizing the Mayor and Clerk to execute Quit Claim Deed re: Village Park Land be removed from table. The motion carried. After discussion concerning the merits of maintaining an easement over the whole of Outlot #2, it was moved by Councilman Sorenson and seconded by Council- man Bailey that Resolution No. 65-075 be adopted. Voting on the motion: Aye: Erickson, Bailey, McNulty, Sorenson, Dougherty Nays None The resolution was declared adopted. 1 -2- Following 2-Following a discussion reviewing the proposed Ordinance 70A2 a motion was . made by Councilman Dougherty, seconded by Councilman Sorenson that Ordinance No. 70A, Taxicab Rate Ordinance be adopted. Voting on the motions Ayes Erickson, McNulty, Bailey, Dougherty, Sorenson Hay: None The motion carried. A request to the Hennepin County Auditors office to remove certain assessments against Village owned park property was considered. Upon motion by Councilman Dougherty, seconded by Councilman Bailey it was moved that Resolution No. 65-076 be adopted. Voting on the motion: Aye: McNulty, Erickson, Bailey, Dougherty, Sorenson Nay: None The resolution was declared adopted. 6. COMMUNICATIONS, PETITIONS & REPORTS The Mayor ordered the minutes of the Planning Board to be received and • filed. Mr. Howitz, a member of the Planning Board, presented items considered by the board at their last meeting of September 21, 1965. During the dis- cussion, Mr. Sandberg presented a development plan for the construction of a garage complex adjacent to apartment owned by him on Macalaster Drive. After a discussion of the development proposal, Mr. Sandberg asked for a reprieve from the council order to sod the area under discussion because of the desire to construct the proposed garage complex. The order was stayed until Spring, 19669 the Village Manager was instructed to notify Mr. Sandberg of his obligation at that time. There being no further discussion, it was moved by Councilman Erickson seconded by Councilman Sorenson that the plan submitted by Mr. Sandberg as amended, which included the construction of 16 units at this time, be approved subject to set back requirements conforming to existing utility easements. The motion carried. Mr. Howitz further discussed the Planning Board's recommendation of the drafting of an ordinance on the parking of in-operable vehicles, and also dismantling of vehicles on private property. The Village Attorney was instructed to prepare a draft of an ordinance controlling the aforementioned problem for council consideration. • •3- The village manager was instructed to notify the Purity Dairy Store • owner on 37th Avenue N.E. that he had not conformed to the development plan as approved in regard to the installation of curb and gutter controlled ingress and egress. If work is not started within the week, he shall be instructed to appear before the council to shovel cause for not complying with the approved development plan. Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved that tabled petitions for street lights in the vicinity of 27th and Wilson Street N.E. and 27th and Roosevelt Street be removed from the table. The motion carried. Mrs. Basara asked to be heard and asked the Council to consider the installation of a street light in the alley way behind the trailer court. She was informed by the council that it was their policy to only install street lights at street intersections and in locations that the length of the blocks require special consideration. It was suggested that she or her neighbors install a "Silent Sentinal" light to supplement their yard lights. The Village Manager was instructed to notify the police of the night parking and vandalism acts being committed in this area, and to give special attention to increasing the patrol during the problem hours. • Upon motion by Councilman Sorenson seconded by Councilman Erickson, the following requests for street lights were approved: 27th Avenue and Roosevelt Street N.E. Between Roosevelt and Wilson Street on 27th Avenue, the location to be determined by the Police Department. The motion carried. Upon motion by Councilman Erickson, seconded by Councilman Bailey, it was moved that the request for a street light at 29th Avenue and Crestview Drive and at Roselle Drive and 29th Avenue N.E. be approved. The motion carried. The meeting recessed for fifteen minutes at 9:40 P.M. and was called to order again at 9:55 P.M. Councilman Bailey noted that there was an apparent error in the police monthly report in mileage submitted for Car #858, as this speedometer was installed with a mileage recording from another vehicle, The Police Report for the month of Augu:st v,us ordered placed on file. • 1 -14- OLD 14-OLD BUSINESS Upon motion by Councilman Sorenson seconded by Councilman Dougherty that Item 7A as pertains to application for Federal funds for storm damage re-imbursement be removed from the table. The motion carried. Upon motion by Councilman Dougherty seconded by Councilman Sorenson, it was moved that Fedc.al Disaster Claims Exhibit "A" be approved authorizing the Village Manager, John Pointon, to act for the Village in processing the claim application forms. Voting on the resolution: Aye: Dougherty, McNulty, Sorenson Nay: Erickson, Bailey The resolution was declared adopted. MISCELLANEOUS it was moved Upon motion by Councilman Erickson, seconded by Councilman Bailey,Athat the Northtown Plumbing and Advanced Heating licenses be approved as recommended by the Village Plumbing Inspector. The motion carried. Upon motion by Councilman Dougherty, seconded by Mayor McNulty, it • was moved that the Hennepin County Auditor be notified that a levy is to be made for the Village share of the Hennepin County Park District. The motion carried. Mr. Maher is to be instructed to attend the meeting of the Highway Department regarding regulation for State Aid Road Applications. The Village Manager was instructed to inform Mr. Glen Asmus, Liquor Store Auditor, that he was to be responsible for the third Ord) quarter liquor inventory, that the necessary help was to be procurr•ed by him, and that a certified inventory report was to be submitted to the Village Council with no qualifications. VERIFIED CLAIMS Upon motion by Councilman Sorenson seconded by Councilman Bailey, it was moved that the verified accounts be approved for payment. The motion carried. CONTRACT PAYMENTS The Village Manager was instructed to present a plan for financing streets now under contract as soon as was possible. FINAL PAYMENTS None ADJOURNMENT • Upon motion by Councilman Bailey seconded by Councilman Sorenson, it was moved to adjourn the meeting. The motion carried. The meeting was re-called into session to consider vacation of a certain portion of Belden Drive. All members were present. Upon motion by Councilman Dougherty, seconded by Councilman Sorenson, it was moved to adopt Resolution No. ` amending Resolution No. 65-07, Voting on the Resolution. Aye: McNulty, Bailey, Erickson, Dougherty, Sorenson May: None The resolution was declared adopted. Upon motion by Councilman Bailey, seconded by Mayor McNulty, it was moved to adjourn the meeting.
