VILLAGE OF ST. ANTHONY
COUNCIL MINUTES
Q October 12, 1965
1. CALL TO ORDER
The regular meeting of the Village Council of the Village of St. Anthony
was called to order by the Mayor at 8:00 o'clock P.M. on Tuesday, October 12, 1965.
2. ROLL CALL
The following members were present at roll call :
George Erickson
W. R. Dougherty
Robert Bailey
James McNulty
Village Attorney, Raymond Haik and Village Manager, John Printon
.and the following were absent:
Richard Sorenson
3. MINUTES
Councilman Dougherty noted an error in the minutes of the September 28th
• meeting on Page #3 pertaining to street lights to be installed at 29th and
Crestview Drive and 29th and Roselle Drive. The minutes should read, Councilman
Bailey moved and Councilman Dougherty seconded.
Upon motion by Councilman Bailey and seconded by Councilman Dougherty, it
was moved that the reading of the minutes of September 28, 1965 be waived and the
minutes be approved as amended.
The motion carried.
Councilman Dougherty introduced for discussion the financing of the two
street projects under contract. It was agreed that Water Construction Fund #74A
surplus funds be used for the financing of small improvement projects that are to
be assessed to benefitting properties. The Village Manager was directed to pre-
pare an appropriate resolution for this financing when total costs are available.
Upon motion by Councilman Dougherty seconded by Councilman Erickson that the
Hennepin County Relief Board be notified that the Village of St. Anthony does
wish to participate in the Federal Food Stamp plan as it pertains to Village
relief recipients.
The motion carried.

The Village Engineer and Manager were directed to attend a meeting with the
Highway Department on October 18, 1965 at 1 :30 P.M. regarding the improvement
of County Ditch N2. The Council expressed the opinion that the proposed solution
was not a complete answer to the Village's Ramsey County drainage problem.
The Village Manager was directed to contact Superintendent Tingham in regard
to the planning of a safety award presentation to the Village.
The September report as submitted by the Police Department was ordered
placed on file.
Upon motion by Councilman Dougherty seconded by Councilman Erickson it was
moved that the list of election judges as submitted by the Village Clerk be
approved as submitted.
The motion carried.
Upon motion by Councilman Erickson seconded by Councilman Bailey is was
moved that the following licenses be approved:
Rose Radio Corporation
Plymouth Electric Company
Christianson Electric Co.
Yorston Plumbing Co.
New Brighton Plumbing Co.
The motion carried.
• Upon motion by Councilman Erickson seconded by Councilman Bailey that
Layne of Minnesota be authorized to use a picture of the St. Anthony Treatment
Plant in a calendar advertisement.
The motion carried.
Upon motion by Councilman Dougherty seconded by Councilman Bailey it was
moved that the proposal of Mahlon Sandberg to move units 15 and 16 to the north,
and the driveway to the south of the units, a change in the former approved
garage complex, be approved as per plan submitted.
The motion carried.
Upon motion by Councilman Dougherty and seconded by Councilman Erickson
it was moved that the properly verified claims be paid.

Nay: None
Absent not voting: Sorenson
The motion carried.

• moved that payment #4 as certified by Brown & Associates in the amount of
$6,698.43 to Victor Carlson & Sons be approved.

The motion carried.
Upon motion by Councilman Dougherty seconded by Mayor McNulty it was moved
that the statement as presented by Village Attorney Raymond Haik for legal
services in the amount of $547.50 be approved for payment.
Voting on the motion:
Aye: McNulty, Erickson, Dougherty, Bailey
Nay: None
Absent not voting: Sorenson
The motion carried.
Upon motion by Councilman Bailey- seconded-'by Councilman Dougherty it was
moved that the meeting be adjourned.
