ANTHONY COUNCIL MINUTES NOVEMBER 9, 1965 • 1. CALL TO ORDER The regular meeting of the Village Council of the Village of St. Anthony was called to order by the Mayor at 8:00 o'clock P.M. on Tuesday, November 9, 1965. 2. ROLL CALL The following members were present at roll call : W. R. Dougherty, Robert Bailey, Richard Sorenson, George Erickson, J r., James McNulty also present: Village Attorney, Dave Doty Village Engineer, Dewayne Olsen Public Works Superintendent, Norbert Maher Village Manager, John Printon and the following were absent : None • 3. MINUTES Upon motion by Councilman Dougherty seconded by Councilman Bailey, it was moved that the reading of the minutes of the regular meeting of October 26, 1965 and the Canvass Board meeting of November 4, 1965 be waived and that the minutes be approved as submitted. Motion Carried. RESOLUTIONS AND ORDINANCES Upon motion by Councilman Sorenson, Resolution No. 65-081 was presented for adoption. RESOLUTION NO. 65-081 A RESOLUTION PROCLAIMING NOVEMBER 11, 1965 AS VETERAN'S DAY The resolution was duly seconded by Councilman Erickson. Voting on the Resolution: Aye: McNulty, Sorenson, Erickson, Bailey, Dougherty Nay: None • The resolution was declared adopted. -2- 5. 2-5. COMMUNICATIONS, PETITIONS AND REPORTS • It was moved by Councilman Erickson seconded by Councilman Bailey that the Village Manager be directed to proceed with the construction of the approved lighting plan, and arrange for the transfer of funds from Account 475-52 and Account 475-5-40 in an amount necessary to construct the proposed lighting for the hockey warming house and security lights for the Water Treatment Plant, *and also lights for the skating rink and security lights for the general skating area warming house and further that such costs as are incurred for security lights for the water treatment plant be charged to the water department. Voting on the motion: Aye: McNulty, Erickson, Bailey, Dougherty, Sorenson Nay: None The motion carried. Upon motion by Councilman Dougherty seconded by Councilman Sorenson it was moved that the transfer of funds from Account 422-24 and Account 422-34 to Account 422-53 for the purchase of one 1959 2-1/2 ton Chevrolet dump truck with trade in of 1957 Village owned truck be approved. Voting on the Notion. Aye: McNulty, Erickson, Sorenson, Bailey, Dougherty May: None • The motion carried. The report of Mr. Campbell, Winter Recreation Director, was received and the Village Manager was directed to submit a financing program for the winter recreation season. A report of locations of inoperable vehicles was presented for study as requested by the Village Council. A letter from the Village Attorney was discussed at length recommending legal action to secure relief from the blockage of County Ditch #3• Upon motion by Mayor McNulty seconded by Councilman Bailey it was moved that the Village Attorney be directed to start legal proceedings against responsible parties as outlined in the complaint in order to secure relief from the blockage of Ramsey County Ditch #3• Voting on the motion Aye: McNulty, Sorenson, Dougherty, Bailey, Erickson Nay: None The motion carried. • -3- After discussion of a letter from Mr. Harry Olinyk regarding his utility bill , it was moved by Mayor McNulty seconded by Councilman Dougherty that • Mr. Olinyk's appeal for a reduction in his utility bill be denied. Vcting on the motion: Aye: McNulty, Dougherty, Erickson, Bailey, Sorenson Nay: None The motion Carried. The minutes of the Advisory Park Board were received and ordered placed on file. A ten minute recess was declared at 9:30 P.M. The Mayor called the meeting back to order at 9:40 P.M. Upon 'reotion by Councilman Erickson seconded by Councilman Sorenson is was moved that the Planning Board recommendation in regard to the Robert Hartman property for a variance to a 17 foot setback on 36th Street side and a 9 foot set baci< on the north side of the property be approved. The motion carried. Upon motion by Councilman Dougherty seconded by Mayor McNulty it was moved that the license application of the Northgate Motel for an On Sale Non-intoxicat- ing malt Liquor License he approved. • Voting on the motion: Aye: McNulty, Dougherty, Erickson, Bailey, Sorenson May: None The motion carried. Upon motion by Councilman Sorenson and seconded by Councilman Dougherty it was moved that the Y's Mens application for a Christmas Tree lot license be approved. The motion carried. Upon motion by Councilman Erickson seconded by Councilman Sorenson it was moved that the application of Beaudry Plumbing Co. for a Plumbing and Heating License be approved. The motion carried. • -4.- motion by Councilman Dougherty seconded by Councilman Bailey it was . r:,oved that the cab driver 's license for John L. DeFlorin, Rose Cab Co. be approved. The motion carried. Upon motion by Councilman Sorenson seconded by Councilman Erickson it was moved that the properly verified claims be paid. The motion carried.
