COUNCIL MINUTES
GEICEMBER 149 :966
The regular meeting of the Village Council of the Village of St. Anthony was
called to order by the Mayor at 8s00 o'clock P.M. on Tuesday, December 14, 1965.
The Vol owing were present at roll call :
Jan:es McNulty, George Erickson Jr., W. R. Dougherty, Richard Sorenson,
Robert Bailey

Village Attorney, Dave Doty
Village Liquor Manager, Ray McFadden
Assistant Liquor Manager, Peter Haberstiek
Village Manager, John Printon
and the following were absent:
None
Councilman Bailey noted that on page four as refers to Leo Hertog, shall read
Ron Hertog and further on page four as refers to advertising for bids for police
car should read motion by Councilman Bailey.
• Upon motion by Councilman Sorenson, seconded by Councilman Bailey it was
moved that -che reading of the minutes of the regular meeting of November 23, 1965
be waived and that the minutes be approved as amended.
Motion Carried.
The Mayor declared that this was the time for the opening of bids for a police

the bids be tabled for tabulation and that a recommendation be submitted by
the Superintendent of Public Works, Chief of Police, and Village Manager for
consideration by the Village Council at the next regular meeting.

Planning Law Recodification on the Village of St. Anthony was discussed. Mayor
K;Nulty a.:l.r•ctsseu his opinion on the benefits of area representation on the
Planning Board and requested the council to consider naming members on an area

Councilman 5urenson moved and Mayor McNulty seconded a motion to approve the
erection of a pole on Silver Lane and Silver Lake Road per pian #36290.

• Messers. Biernat, Tabaika, and Stearn appeared in protest to a proposed street
light between Wilson & Roosevelt Streets on 27th Avenue N.E. Mr. Bierr,a:'s
ijtYer sta•ced that the location proposed would shine directly intc his hu;ne and
as.-<e% that another• lccation be considered. Mr. Tabaika and Mr. Stern felt
,flat G location to the west would cause considerable inconvenience to them.
Councilman Erickson felt that the light should be located as to give proper
light aistr :bution between the block or be eliminated from the plan. Mayor
McNulty stated that he was an exponent of street lighting and that the light
sn auld be reio,�3tsd to a site that is more agreeable to the residents. The
Viilage Manage: was directed to contact N.S.P. Co. for an alternate location
and report to the Council at the December 28th meeting.

at 29th and Roselle Drive be approved.

After Aiscussion it was mown:d by Councilm?n Dougherty seconded by Councilman

The meeting was recessed at 9:40 and re-convened at 9:50 P.M.
Tha Village Manage: teas directed to arrange a joint Council-Planning Board
m-feting for Dscembe 17, ?%5 at 7:00 P.M. to discuss a settlement proposal of
the Century Capitcl Corp. in the zoning law suit of the Lemke property.
Upon :notion by Councilman Erickson seconded by Councilman Sorenson it was moved
that the sign request of the St. Anthony State Bank be denied as recommended
by the Planning Board.
Motion Carried.
After discussion, it was moved by Mayor McNulty seconded by Councilman Dougherty
that the request for a one foot overhang variance by R. Billman Inc. at
3005 - 36th Avenue N.E. be denied.
After further discussion on the motion, Mayor McNulty and Councilman Dougherty
agread to withdraw the motion and second respectively. The Village Manager
was directed to report on the approved plan and site location of the residence
at 3805 - 36th Ave. N.E. at the regular meeting of December 28th.
The Planning Board minutes were ordered filed„
The Village Attorney was directed to report on the responsibility of the
architect on the efficiency of the heating plant at Silver Point Park.
It was suggested that a representative of the Park Board appear at the meeting
when the Park Board minutes are presented for approval. The minutes of the
St. Anthony Advisory Park Board were ordered filed.
Upon motion by Councilman Sorenson seconded by Councilman Bailey, it was
moved that the following licenses be approved:

• Upon motion by Councilman Sorenson seconded by Ce-incilman Bailey, it was
moved that the request by Mr. Ramberg f!)c- a temporary sign at Silver Lake Road
and 37th Avenue N.E. and at St. Anthony Boulevard and K,3nzie Terrace be allowed
to Christmas Eve, December 24, 19E.5,
Motion Carried.
Upon motion by Councilman Sorenson seconded by Councilman Dougherty it was
moved that the properly verified claims be paid.
Motion Carried.
Upon motion by Councilm-no Dougherty seconded by Councilman Sorenson it was
moved that the claim crf Rnhbein Landscape Co. in the amount of $1630.00 be
approved for payment as recommended by the Park Tanners, Brauer and Associates.
Motion Carried.
Upon motion by Councilman Bailey seconded by Councilman Sorenson, it was moved
that the meeting be adjourned.
