VILLAGE OF ST, ANTHONY
COUNCIL MINUTES
October 11, 1966
The regular meeting of the Village Council of St. Anthony was called to order
by the Mayor at 8:00 o'clock P.M. on Tuesday October 11, 1966.
The following were present at roll calls
O'Connor, Springer, Bailey, Sorenson
Absent:
Dougherty
also present: Raymond Haik,Village Attorney
John Printon, Village Manager
Upon motion by Councilman Bailey seconded by Councilman Springer it was moved
that the minutes of the regular meeting of September 27, 1966 be approved as
submitted.
Motion Carried.
• George Erickson, presented the Park and Recreation Board minutes of October 6,
1966. The Board requested that N.S.P. Company be requested to attend the
November 3rd meeting to discuss the park lighting proposal. A copy of the
1967 Park budget is to be forwarded to Chairman Hamilton.
The proposed excavation Ordinance was discussed at length. Mr. Charles Cowan,
Minneapolis Gas Company, spoke briefly in favor of adopting the ordinance.
The Council directed the Village attorney to prepare the Ordinance for first
reading on October 25, 1966.
Mr. Weber, Baskin-Robbins Co., appeared requesting that he be allowed to place
a second sign on the newly franchised store in the St. Anthony Shopping Center.
After discussion, the Council informed Mr. Weber that the Council did not feet
a hardship was involved in the request and that the signs would have to conform
to the sign ordinance.
Mayor O'Connor introduced Resolution No. 66-072 and moved that it be adopted.

A RESOLUTION RELATING TO PARTICIPATION IN THE
SUBURBAN HENNEPIN COUNTY NURSING DISTRICT.
The resolution was duly seconded by Councilman Bailey.

Resolution declared adopted.

The
2-The request for street lights at 35th and 36th and Coolidge was reviewed
as to location of light poles. After discussion, the Village Manager was
directed to request of the petitioners that a signature of the corner proper-
ties be obtained an the petition.
Upon motion by Councilman Sorenson seconded by Mayor O'Connor it was moved
that the request for street lights for Silver Lake Court at Silver Lane and
at Silver Lake Road be approved.
Motion Carried.
The request for a street light on Wendhurst and Chelmsford was tabled until
signatures of corner properties was obtained.
The letter of Stanley Rischard esq., representing Mrs. Dryg, in regards to the
purchase of L.18, 81.12, Moundsvisw Aorta 2nd was received and referred to
the Village Attorney.
Upon motion by Councilman Sorenson seconded by Mayacr OlConnor it was moved
that the engineers statement in the amount of $74.00 for engineering services
for the lowering of Macalaster Drive, from August 29, 1966 through September
• 17, 1966 be approved.
Motion Carried.
Upon motion by Councilman Springer seconded by Mayor O'Connor it was moved
that the request of Rodney Billman for a temporary sign permit at 36th and
Silver Lake Road be denied.
Motion Carried.
The Village Manager was directed to extend the congratulations of the Village
Council on the completion of the necessary requirements for water works oper-
ator class C to James Lorbeski and Arvid Johnson.
Upon motion by Councilman Sorenson and seconded by Councilman Bailey it was
moved that the properly verified claims be approved.
Motion Carried.
The request for permission to encroach on a 20' sanitary sewer easement on
36th and Roosevelt Street was referred to the Village engineer for recommend-
ation.
The request of Mr. Jasinski to erect temporary hockey lighting for the 1966-67
season was disucssed. The Council referred the matter to the Park and Recre-
ation Board. Mr. Jasinski was requested to inform the Park Board of the kind
• of lighting proposed and whether it was an adequate system for hockey.

The
3-The Village Manager was directed to investigate intersections having trees
or shrubs encroaching on the R/W that impair vision of the motorist at the
respective intersections, and to report to the Council at the October 25th
meeting.
Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved
that the Mayor and Village Manager be authorized to enter into agreement with
the Soo Line R.R. for a storm sewer permit to connect the surface water
drainage from the Diamond Eight Apartments to the existing Soo Line culvert
north of the apartment area, per plan attached to said agreement.
Motion Carried.
Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved
that the request for division of the Diamond Eight property into separate
tracts containing a building on each tract be denied as the land area would be
in violation of the Ordinance for land development.

Motion Carried.
Upon motion by Councilman Sorenson seconded by Councilman Springer it was moved
that the meeting be adjourned.
