The followir§ were present at roll call : O'Connor, Dougherty, Bailey, Sorenson Absent: Springer Also Present: Raymond Haik, Village Attorney Norbert Maher, Supt. Public Works John Printon, Village Manager Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved that the minutes of the regular meeting of October 11, 1966 be approved as submitted. Motion Carried. Mr. Puncochar, representing the St. Anthony J. C.'s presented a proposal for • the planting of 3" diameter shade trees in Ramsey Park per planting plan on file in the Village Hall. After discussion, Mayor O'Connor moved and seconded by Councilman Bailey that the St. Anthony J. C.'s plan for planting shade trees in Ramsey Park per Village plan be approved. Motion Carried. Mr. Jasinski and several St. Anthony High School Students asked to be heard regarding hockey lighting for Central Park. Needs for a temporary system until funds are available for permanent lighting was pointed out by Mr. Jasinski. The matter of adequate light intensity was discussed by members of the Council. Mayor O'Connor informed Mr. Jasinski that a meeting of interested Village organizations and other groups would be set up to discuss the financing of such a project. Mr. Jasinski was asked to present costs and a lighting plan to the Council at the next meeting. Upon motion by Councilman Sorenson seconded by Councilman Dougherty it was moved that the request of Rodney Billman Inc. to divide 3 feet of width from Lot 8, Block 5, Wilshire Park, 4th Addition and add it to Lot 7, Block 5, Wilshire Park, 4th Addition be approved. Motion Carried. Upn motion by Mayor O'Connor seconded by Councilman Sorenson it was moved that the request of Setphen Lieberman of Kiddie Koncessions Inc. to install a snack • bar on the north end of the Apache Plaza Mall be approved. `� Notion Carried. -2- Ordinance 2-Ordinance #76 was discussed and read for the first reading. Section #4 as pertains to care and removal of trees was amended to. include the words "If the owner of the abutting land faits to 'maintain, trim, or remove' such trees or trees, etc." They Mayor declared that this wa$ the time and the place for the opening of bids for fixtures for Off Sale Liquor Store #1 as advertised in the St. Anthony Record Newspaper: A resume of thb bids is as follows: a. Allied Store Equipment Co. $21,816.00 b. Streater Store ;Fixtures, Inc. 24,997.73 c. Display Fixtures Inc. 18,880.00 After discussion, ;Counci l jWn Dougherty moVed and seco:ided by CouAci lmah Sorenson that the bid of Display Fixtures Inc. in the amount of $18,880.00 be accepted• Voting on the Motion: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not Voting: Springer Motion Carried. Mayor O'Connor introduced Resolution No, 66-073 and moved that it be adopted. • RESOLUTION N0, 66-073 RESOLUTION APPROVING TRANSFER OF FUNDS The resolution was duly seconded by Councilman Bailey. Voting on the resolution: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Resolution declared adopted. Upon motion by Mayor O'Connor seconded by Councilman Dougherty it was moved that a street light be approved for the intersection off' 36th and Roosevelt Street N.E. Motion Carried. Upon motion by Councilman Dougherty seconded by Councilman Bailey it was moved that a street light be approved for the intersection of 35th and Roosevelt Street N.E. provided the pole can be located at the N.W. corner of the inter- section. • Motion Carried. -3- Upon 3-Upon motion by Councilman Sorenson seconded by Mayor O'Connor it was moved that the request for a street light at the intersection of Wendhurst and Chelmsford be approved. Motion Carried. A letter of response to a letter from Mr. G. Stanley Rischard esq. regarding Lot 18, Block 12, Mounds View Acres 2nd Addition was reviewed. Miscellaneous correspondence was received and ordered filed. A letter from Mr. Michael Galvin esq., attorney for Lowry Grove Trailer Camp, RE: acknowledgement of receipt of certain data requested was ordered acknow- ledged. The Council was informed that November 15, 1966 was the date given to connect to the Village Water System to the Lowry Grove Trailer Camp. A copy of a letter from Richard Fudali esq. to the Ramsey County Auditors Office was discussed. The Council was informed that the Ramsey County Auditors Office had informed the Village that the division had been denied per Village directive. The subject of drainage at 2913 Armour Terrace was referred to the Village engineer for recommendation as to the maintenance of a private system connect- ed to the Village Storm Sewer on Armour Terrace just East of Silver Lake Road. M Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved that the engineers certificate for inspection and supervision of the install- ation of chemical equipment for Well #5 in the amount of $9.00 be approved. Voting on the motion: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Motion Carried. Upon motion by Mayor O'Connor seconded by Councilman Sorenson it was moved that the certificate of the engineer for project No. 1966-1 September 5, through September 30, in the amount of $654.50 be approved. Voting on the Motion: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Motion Carried. Upon motion by Councilman Sorenson and Seconded by Councilman Dougherty it was moved that the engineers certificate for engineering services from September 5, through September 30, in the amount of $15.92 be approved. 1 -4+ • Voting on the Motion: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Motion Carried. Upon motion by Mayor O'Connor seconded by Councilman Bailey it was moved that the engineers certificate for site work planning at the St. Anthony Liquor Store #1 for parking modification in the amount of $177.00 be approved. Voting on the motion: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Motion Carried. Upon motion by Councilman Dougherty seconded by Councilman Sorenson it was mov- ed that the engineers Estimate #2, final estimate, C. S. McCrossan Inc. for construction Street Improvement Project #7417-65-1 in the amount of $11,208.13 • be approved. Voting on the motion: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: None Absent not voting: Springer Motion Carried. James Shaughnessy, former Village building inspector, requested permission to fill Block 2, Mounds View Acres, 2nd Addition. He was informed that in as much as the drainage of the Ramsey County Ditch #3 was not resolved and that the Village was involved with litigation relative to the Ramsey County portion of the Village, that the request was denied at this time. Upon motion by Councilman Dougherty and seconded by Mayor O'Connor it was moved that the Licenses be approved as submitted. Upon motion by Councilman Sorenson seconded by Councilman Dougherty it was moved that the properly verified claims be paid. Motion Carried. -5- Upon motion by Councilman Bailey seconded by Mayor O'Connor it was moved that an encroachment of 5' on a sanitary sewer easement across the north 20' of the South 34' of Lot 13, Block 5, Soo Line Addition be approved, subject to the footings for the garage addition being constructed to a depth of 5 feet and that the owner enter into a hold harmless agreement with the Village in the event of damage to the proposed structure due to repair of the sanitary sewer line, as recommended by the Village Engineer. Motion Carried. The proposed Personnel Ordinance was received for consideration at the November 81 meeting. Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved that the request for division of That part of lot 2 lying W of E 125 ft. there- of and that part of lot 3 lying N of S 92 ft. thereof and W of E 125 ft. thereof, Plat 63600, Parcel 433, facing on Belden Drive resulting in two 75' lots that meet the minimum lot area requirement be approved subject to necess- ary easements.
