ANTHONY • COUNCIL MINUTES November 8, 1966 The regular meeting of the Village Council of St. Anthony was called to order by the Mayor at 8:00 o'clock P.M. on Tuesday November 8, 1966. The following were present at roil call : O'Connor, Dougherty, Springer, Bailey, Sorenson Absent: None Also Present: Village Attorney, Raymond Haik Village Engineer, DeWayne Olson Village Manager, John Printon Upon motion by Councilman Sorenson and seconded by Councilman Bailey, it was moved the minutes of the regular meeting of October 25, 1966 be approved as submitted. Motion Carried. Mr, Everett Hamilton presented the Park and Recreation Board Minutes of Nov. 30 1966. • Ordinance #76, Tree Ordinance, was presented for second reading. After dis- cussion as to the advisability of requiring a permit, it was moved by Council- man Dougherty seconded by Mayor O 'Connor that the second reading of Ordinance #76 be approved. Voting on the Motion: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Motion Carried. A proposed excavation Ordinance was discussed at length. The Village Attorney was instructed to review and make changes as outlined. Ordinance #77, Personnel Ordinance, was presented for first reading. The matter of receipt of gifts by employees was discussed by Councilman Dougherty. The Village Attorney expressed the opinion that the Ordinance provisions were adequate in regards to gifts. There being no further discussion, Councilman Bailey moved and seconded by Councilman Sorenson that Ordinance #77, Personnel Ordinance be approved on first reading. Votiorg on the Motion: Aye: O'Connor, Bailey, Sorenson Nay: Dougherty Abstain: Springer Motion Carried. -2- Councilman 2-Councilman Dougherty introduced Resolution No. 66-074 and moved that it be adopted. RESOLUTION N0, 66-074 RESOLUTION PROVIDING FOR PAYMENT OF CALLED WATERWORKS BONDS OF 1953• The resolution was duly seconded by Councilman Sorenson. Voting on the resolution: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Resolution declared adopted. Mayor O'Connor introduced Resolution No. 66-055 and moved that it be adopted. RESOLUTION NO. 66-055 RESOLUTION REMOVING ASSESSMENTS FROM CERTAIN VILLAGE OWNED PROPERTY. • The resolution was duly seconded by Councilman Sorenson. Voting on the resolution: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Resolution declared adopted. Mr. Ralph Jasinski presented a report to the Council on proposed temporary hockey lighting, for Central Park. After discussion in which it was indicated that the cost of installation as affects the Village would be $1500.00, and that the St. Anthony Sports Boosters Association would provide for poles and their erection, it was moved by Mayor O'Connor and seconded by Councilman Sorenson that the proposal for a six pole lighting systems with two enslosed 1500 watt fixtures per pole be approved. Voting on the Motion: Aye: O'Connor, Dougherty, Bailey, Sorenson Nay: Springer Motion Carried. A letter from a Mr. Siegel, attorney for Baskin-Robbins Co. was reviewed • relative to allowable signs. It was the Council 's opinion that no change in policy as to enforcement of the sign Ordinance would be considered and that the action requested previously by Mr. Weber of Baskin-Robbins would not be reconsidered. r -3- Upon 3-Upon motion by Councilman Dougherty seconded by Mayor O'Connor it was moved that the request for a street light on the cul de sac of Silver Lake Terrace be approved. Motion Carried. The Village Manager was instructed to request of property owners on corner properties that hedges be cut to a maximum of 3 feet in height and that ever- greens and trees be moved or trimmed so as not to constitute a driving hazard. Upon motion by Councilman Sorenson seconded by Councilman Bailey it was moved that the sum of $100.00 be authorized for payment of an easement across the Raymond Johnson property at 3505 Stinson Boulevard. This easement for storm sewer purposes. Motion Carried. Councilman Sorenson introduced Resolution 66-075 and moved that it be adopted. RESOLUTION NO. 66-075 A RESOLUTION RESTRICTING PARKING ON CERTAIN PORTIONS OF SILVER LAKE ROAD. The resolution was duly seconded by Councilman Bailey. • Voting on the resolution: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: Ione Resolution declared adopted. After discussion the Village Manager was directed to contact the Minnesota Highway Department relative to closing off the frontage road portion of Old Highway No. 8. Upon motion by Councilman Dougherty seconded by Councilman Sorenson it was moved that the statement of the Liquor Store Architect in the amount of $537.50 for services for the months of September and October be approved. Voting on the Motion: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Motion Carried. Moved by Councilman Sorenson seconded by Ccuncilman'Bailey it- was moved that.*the Licenses be approved as submitted. • HEATING LICENSE: Burniece's Division of Commercial Air Conditioning Motion Carried. -4- Upon motion by Mayor O' Connor seconded by Councilman Sorenson it was moved that the properly verified claims be approved. Motion Carried. Upon motion Councilman Sorenson seconded by Councilman Bailey it was moved that Estimate #2, final estimate, Bianconi Construction Co. for Sanitary Sewer, Water & Storm Sewer Improvement 1966-1 in the amount of $3,107.42 be approved. Voting on the Motion: Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson Nay: None Motion Carried. A request for repair of a private drainage catch basin at the rear property line of 2913 West Armour Terrace was discussed. Village engineer, DeWayne Olson, reported to the Council that it was not feasible to acquire a public easement because of existing structures. He explained that it would be poss- ible to go southward, however, with an easement description, but that this would require the relocation of the storm drain line.
