The following were present at roll call : O'Connor, Dougherty, Bailey, Emond and Springer Also present: Raymond Haik, Village Attorney, who in the absence of Village Manager, John Printon, was also taking minutes recording the actions of the Council. Motion by Councilman Dougherty, seconded by Councilman Bailey that the minutes of the meeting of September 26, 1967 be approved as printed. Motion Carried. The Village Council reviewed the minutes of the Park and Recreation Advisory Committee and instructed the Village Manager to obtain copies of the report prepared by Howard Dahlgren for the area of the Village which includes the Salvation Army Camp and also to obtain copies of the Park Development Report prepared by Brauer and Associates for the Village including the Salvation Army • Camp and the area adjacent to the Village Holding Pond. The Manager was also instructed to obtain a copy of the latest zoning map of the Village of New Brighton and to discuss with New Brighton officials the information pertaining to contemplated zoning changes, if any, in the area adjazent to the Village of St. Anthony in the vicinity of the Village Holding Pond. The Mayor reviewed the material received requesting the Village to again participate in the Suburban Hennepin County Nursing District, following which a motion was made by Councilman Dougherty that Resolution No. 67-046, relating to the participation in the Suburban Hennepin County Nursing District, be adopted, which motion was seconded by Councilman Bailey. Voting on the Resolution: Aye: O'Connor, Dougherty, Bailey, Emond, Springer Nay: None The Resolution was declared adopted. The Council reviewed the September Sales Summary for the Municipal Liquor Store. and expressed their appreciation for the promptness of the report and were pleased with the report indicating a continued increase in the business act- ivity at the Liquor Stores. The Council discussed the notice indicating that the Labor Conciliators Offices • were petitioned to resolve the differences with the Locals 49, representing the maintenance workers, and Local 57, representing the police officers. The Manager was requested to determine whather the Village of St. Anthony was the only municipality in the Metropolitan Area which did not concur in the recom- mendation with respect to the extent of the wage increase to be given the Municipal Maintenance Workers. -2- The 2-The Council discussed the report received from Mr. William G. Ridge, Director of Engineering Operations for the City of Minneapolis, disclosing that the City of Minneapolis had installed a drain across St. Anthony Boulevard at McKinley St. and during the years 1968 and 1969 will provide a storm sewer connection in order to collect the surface waters which are presently draining into St. Pnthony Village and contributing to the surface water flooding prob- lems in St. Anthony Village along St. Anthony Boulevard. The Council discussed the request of the Ramsey County Auditor that the. Village concur in the classification of Lot 1, Bloat 20 Mounds View Acres 2nd Addition as non-conservation lands and approve the sale of the property. Following discussion, and the need to maintain control over this area particularly for handling of the Village surface water problems in the Ramsey County area, the motion was made by Councilman Bailey seconded by Councilman Springer that Resolution No. 67-047, to approve the classification of Lot 1, Block 29 Mounds View Acres, 2nd Addition as non-conservation lands, but to disapprove of the sale of the land and to direct the Village Attorney to take the action needed to acquire the property. Voting on the motion: Aye: O'Connor$ Dougherty, Bailey, Emond, Springer Nay: None • The Resolution was declared adopted. The Council discussed the communication received from Mr. & Mrs. M. E. Davis, 1611 East 57th St. in Minneapolis, with respect to the operation of noisy and disturbing motorcycles in the Village of St. Anthony on Skycroft Drive. It was reported to the Council that the Village Police had ascertained the veh- icles in question and had inspected the same and found them to be property Aquipped. The Council discussed the request that the Village Manager be authorized to advertise for bids for a new Police Patrol Car. Discussion disclosed some questions concerning the extent to the necessity for the items of special equipment called for on the bid specifications. Following the discussion it was moved by Mayor O'Connor, seconded by Councilman Bailey to advertise for bids. Voting on the motion: Aye: O'Connor, Bailey, Emond, Springer Nay: Dougherty. Motion Carried. The Council discussed the item with respect to the number and repeated nature of certain garage sales within the Village. The Village Manager was directed to instruct the Village employees to observe the extent and nature of the • garage sales particularly locations where repeated sales took place and he alsc directed to inforce the Village Sign Ordinance with respect to advertising tho existence of the garage sales. -3- The Council reviewed the list of judges for the Village Election scheduled for November 7, 1967, following which it was moved by Councilman Bailey and seconded by Councilman Dougherty to designate the following as judges of the Village Municipal election to be held on November 7, 1967: Hennepin Precinct #1-Marcella Ahles, Patricia Bridgeman, Clara Higgins, Ethel Plasek, Lois Taylor Hennepin Precinct #2-Evelyn Anderson, Vernette Anderson, Mary Bauer, Bernice Gustafson, Ruth Harris, Donna Nickerson, Marion Rickett; RamseX Precinct 1- Darlene Friedland, Bernice Kieffer, Ruth Nelson, Eleanor Johnson, Catherine Blum. Voting on the motions Aye: O'Connor, Dougherty, Bailey.. Emond, S{ringer Nay: None Motion Carried. The motion was made by Councilman Dougherty and seconded by Councilman Springer that the license application of Cronstroms Heating and the applicat- ions of the St. Anthony OX Service Station for cigarettes and for operation of a service station be approved. Upon vote the motion Carried. The Council discussed the notification that a decertification proceeding had been initiated with the State in order to obtain one bargaining agent for • employees of the Municipal Liquor Store. They requested that the Manager keep them apprized of the developments. The Councilmen reviewed the verified claims following which it was moved by Councilman Bailey seconded by Councilman Dougherty to approve the verified claims. The Council discussed the continuing construction to property adjac- ent to Old Highway #8 in the vicinity of 33rd Avenue N.E. by Mr. Husnick of the Vadnais Construction Co. Following discussion it was moved by Councilman Dougherty and seconded by Mayor O'Connor that the Village Attorney be instruct- ed to initiate immediate action against the Vadnais Construction Co. to prev- ent the continued construction operation on property owned by the Village in the areas not properly zoned for multiple dwelling purposes. Upon vote there were five votes for and none against. The Council discussed the advertisement of a portion of the property owned by Sunset Memorial Cemetery by the David C. Bell Co. particularly the inform- ation with respect to the zoning of the property for industrial purposes and the sale of five acre tracts within the area. Following this discussion the Manager was directed to communicate with the David C. Bell Co. to instruct them that they will desist from such advertising until such time as they had complied with the platting and zoning requirements of the Village of St. Anthony. The Council noted that the Ramsey County Board of Commissioners at their meeting on September 18, 1967, had taken action awarding contracts for the • improvement of County Ditch #2 and County Ditch #3 as follows: The Northern Contracting Company on County Ditch #2 for a total contract sum of $285,037.75 and Orfie and Sons on County Ditch #3 for a total contract sum of $196,703.69. • -4- There being no further business to come before the meeting, it was moved by Councilman Bailey and seconded by Councilman Emond that the meeting be adjourned.
