ANTHONY " COUNCIL MINUTES October 24, 1967 • The regular meeting of the Village Council of St. Anthony was called to order by the Mayor at 8:00 o'clock PM on Tuesday, October 24, 1967. The following were present at roll call : O'Connor, Dougherty, Bailey, Emond Absent: Springer Motion by Councilman Dougherty, seconded by Councilman Bailey that the minutes : of the regular meeting of October 10, 1967 be approved as submitted. Motion Carried. Curtis Englund presented the minutes of the Planning Board meeting of October 17, 1967. 'After discussion, Councilman Dougherty moved and seconded by Councilman Bailey that the request of Mr. Powles, 2509 Silver Lane for a side yard variance to construct a garage addition be denied as recommended by the Planning Board. Aye: O'Connor, Dougherty, Bailey Nay: Emond Absent not voting: Springer • Mo ion Carried. A proposal for the construction of three greenhouses by Johnson Florists was discussed. Mr. Leba expressed concern over the traffic generated, parking, and type of business conducted on the premises. Since Mr. Johnson was not available to discuss the proposal the matter was tabled to November 14, 1967. Councilman Bailey moved and seconded by Councilman Dougherty that a 2' front yard variance be granted for the construction of an attached garage at 2816 - 32nd Avenue N.E. � Motion Carried. Upon motion by Councilman Dougherty and seconded by Mayor O'Connor that the final approval of the Lowell plat be tabled for title examination by the Village Attorney. Motion Carried. Councilman Dougherty introduced Resolution No. 67-048 and moved that it be adopted. RESOLUTION NO. 67-048 RESOLUTION APPROVING TEMPORARY FINANCING FOR IMPROVEMENTS OF RAMSEY COUNTY DITCH #2, 3 The resolution was duly seconded by Councilman Bailey. -2- Voting 2-Voting on the Resolution: • Aye: O'Connor, Dougherty, Bailey, Emond Nay: None Absent not voting: Springer Resolution declared adopted. Mayor O'Connor introduced Resolution No. 67-049 and moved that it be adopted. RESOLUTION N0. 67-p49 RESOLUTION RELATING TO THE APPORTIONMENT OF SPECIAL ASSESSMENTS FOR LOCAL IMPROVEMENTS. The resolution was duly seconded by Councilman Dougherty. Voting on the resolution: Aye: O'Connor, Dougherty, Bailey, Emond Nay: None Absent not voting: Springer Resolution declared adopted. Councilman Bailey introduced Resolution No. 67-050 and moved that it be adopted. RESOLUTION NO. 67-050 RESOLUTION RELATING TO THE APPORTIONMENT OF SPECIAL ASSESSMENTS FOR LOCAL IMPROVEMENTS The resolution was duly seconded by Councilman Emond Voting on the resolution: Aye; O'Connor, Dougherty, Bailey, Emond Nay: None Absent not voting: Springer Resolution declared adopted. Councilman Dougherty moved and seconded by Mayor O'Connor that the prelim- inary engineering costs as billed by the Ramsey County Auditor, Ditch #2, $422.84 and Ditch #39 $919.45 be approved for payment providing no interest charges are included. Motion Carried. Upon motion by Councilman Bailey and seconded by Mayor O'Connor it was moved that the engineers certificate in the amount of $189.89 be approved. • -3- Voting on the motion: Aye: O'Connor, Dougherty, Bailey, Emond • Nay: None Absent not voting: Springer Motion Carried. Upon motion by Councilman Dougherty and seconded by Councilman Bailey it was moved that the engineers certificate in the amount of $172.20 be approved. Voting on the motion: Aye: O'Connor, Dougherty, Bailey, Emond Nay: None Absent not voting: Springer Motion Carried. The matter of the settlement offer for damages sustained to liquor stock was discussed. It was the Council 's directive that the wholesale value of the stock damaged be deducted from the $2,000.00 held back on the contract and the remainder forwarded to Henning Nelson, contractor. Upon motion by Mayor O'Connor and seconded by Councilman Dougherty it was moved that November 11, 1967 be- officially proclaimed as Veteran's Day in the Village of St. Anthony. Motion Carried. • Upon motion by Mayor O'Connor and seconded by Councilman Dougherty it was moved that the request of Minneapolis Gas Company for a main extension on Old Highway #8 to 31st Avenue N.E. be approved as per plan submitted. Motion Carried. It was the Council 's directive that no burning of trees be allowed on Gross Golf Course as requested by Mr. Klatke, Minneapolis Housing Authority. Upon motion by Councilman Dougherty and seconded by Councilman Bailey it was moved that the licenses be approved as submitted. HEATING: Midwest Airco Motion Carried: Nielson Heating Upon motion by Mayor O'Connor and seconded by Councilman Bailey it was moved that the properly verified claims be approved. Motion Carried. Upon motion by Councilman Dougherty and seconded by Councilman Bailey it was moved that the statements of Gurtek and Ramberg in the amount of $844.00 and $430.00 be approved for payment. Motion Carried. • -4- Upon 4-Upon motion by Mayor O'Connor and seconded by Councilman Dougherty it was • moved that the statements of Gurtek and Ramberg in the amount of $1222.00 and $125.00 be approved for payment. Motion Carried. Upon motion by Mayor O'Connor and seconded by Councilman Bailey it was moved that the statement of Miracle Equipment Company in the amount of $172.00, amount withheld due to backorder, be approved for payment. Motion Carried. Upon motion by Councilman Dougherty and seconded by Councilman Bailey it was moved that the engineers certificate for Dunkley Surfacing Company in the amount of $9,270.56 be approved for payment. The Village Attorney was directed to issue new complaints as additional work is done on the Vadnais Construction project north of Medtrenics site. • Upon motion by Councilman Dougherty and seconded by Councilman Bailey it was moved that the meeting be adjourned.
