VILLAGE OF ST. ANTHONY
• COUNCIL MINUTES
DECEMBER 12, 1967
The regular meeting was called to order by the Mayor at 8:00 O'clock P.M.
The following were present at roll call :
O'Connor, Dougherty, Springer, Bailey, Emond
Absent: None
Also Present: Raymond Haik, Village Attorney
John Printon, Village Manager
Motion by Councilman Dougherty and seconded by Councilman Bailey that the
minutes of t':e regular meeting of November 28, 1967, be approved as submitted.
Motion Carried.
Upon motion by Councilman Bailey and seconded by Councilman Springer it was
moved that the minutes of the special meeting of December 5, 1967, be app-
roved as submitted.
Motion Carried.
Mr. Hamilton, Park Board Chairman, was present as the minutes of the Board's
meeting of December 5, 1967, were reviewed by the Mayor. The Board's request
for a feasibility study of the proposed park site by a Park Consultant was
discussed. The Council indicated that a cost estimate of the study should be
acquired and submitted to the Council for consideration.
The Village Manager was directed to secure an estimate of appraisal costs for
the appraising of the proposed north park site.
After discussion, Councilman Bailey moved and seconded by Mayor O'Connor
that the platting requirements of Ordinance #62 be waived on the previously
approved division of the E. and W 1/2 of lots 5 and 60 Block 6, Mounds View
Acres 2nd Addition and that building permits be issued based on this division.

Councilman Bailey introduced Resolution No. 67-052 and moved that it be
adopted.

• RESOLUTION REIATING TO THE APPORTIONMENT OF
SPECIAL ASSESSMENTS FOR LOCAL IMPROVEMENTS.
The resolution was duly seconded by Councilman Springer.

Resolution declared adopted.
Councilman Bailey introduced Resolution No. 67-053 and moved that it be
adopted.
RESOLUTION NO. 67-053
A RESOLUTION MODIFYING THE 1967 BUDGET.
The resolution was duly seconded by Councilman Dougherty.
Voting on the Resolution:

Nay: None
Resolution declared adopted.
A communications from the City of Columbia Heights was received relative to
• the improvement of Stinson Boulevard. Other letters of communication were
received and ordered filed.
The Village Manager was directed to contact Dean Lund, Executive Secretary
of the Minnesota League of Municipalities, regarding a meeting with the
Council to discuss a metro section salary survey proposal.
Upon motion by Councilman Bailey and seconded by Mayor O'Connor it was moved
that the request of N.S.P. to open cut Old Highway #8 south of 31st Avenue
N.E. for the installation of a 5" conduit to serve Medtronics Inc. be denied.
Motion Carried.
Upon motion by Councilman Springer and seconded by Councilman Dougherty it
was moved that the engineers certificate in the amount of $43.20 be approved
for payment.

Councilman Springer introduced Resolution No. 67-054 and moved that it be

RESOLUTION REQUESTING THE IMPROVEMENT OF 37TH
AVENUE N.E. BY THE RAMSEY COUNTY BOARD OF
COMMISSIONERS.

Motion by Councilman Bailey and seconded by Mayor O'Connor that the properi�
verified claims be approved.
Motion Carried.
Upon by Councilman Dougherty and seconded by Councilman Bailey that the state-
ment of the Ramsey County Auditor for the improvement of County Ditch #2 in
the amount of $279.70 be approved.

Motion Carried.
• Upon motion by Mayor O'Connor and seconded by Councilman Dougherty it was
moved that the request for a Christmas Tree Sales Permit by the St. Anthony
DX Service Station be approved providing the lot be cleaned up within ten
days after Christmas.
Motion Carried.
Upon motion by Councilman Bailey and seconded by Councilman Springer it was
moved that the Village Manager be allowed to advertise for bids for one
step van and one motor grader wing attachment.
Motion Carried.
Upon motion by Councilman Bailey and seconded by Councilman Dougherty it was
moved that the meeting be adjourned.
