ANTHONY COUNCIL MINUTES • September 23, 1969 The meeting was called to order by the Mayor at 8:00 o'clock P.M. The following were present at roll call : O'Connor, Crouse, Emond, Levandowski , Dougherty. Motion by Councilman Levandowski and seconded by Councilman Crouse that the minutes of the regular meeting of September 9, 1969 be approved as submitted. Motion by Councilman Dougherty and seconded by Councilman Crouse that the minutes of the Special Meeting of September 18, 1969 be approved as submitted. Duane Miedtke, Planning Board, reviewed the Board's meeting of September 16, 1969• A representative of the Pizza Inn appeared regarding final building plans. A special meeting of the Planning Board was to be arranged to review the plans. Motion by Councilman Crouse and seconded by Councilman Dougherty that the request of Mr. John Barrett to divide Lot 10, Block 5, Mounds View Acres, 2nd. Addn. into three lots be approved, subject to platting as recommended by the Planning Board. Motion carried. • Motion by Councilman Crouse and seconded by Councilman Dougherty that the request of Winslow Levandowski to divide the South 12 ft. of Lot 3, Block 7, Murray Heights Addition, be tabled and the Planning Board be directed to hold a Public Hearing on the rezoning from Corm. rcial to Residential, Lots 1 ,2, and 3, Block 7, Mounds View Acres, 2nd. Addn. Voting on the motion: Aye: O'Connor, Crouse, 6nond, Dougherty Nay: None Abstain: Levandowski Motion carried. Motion by Mayor O'Connor and seconded by Councilman Crouse that the request of Sandy's Drive-In to install a walk-in cooler adjacent to the main building be denied as recommended by the Planning Board. Motion carried. Mr. Gordon Hedlund appeared regarding a Nursing Home proposal on his property in Ramsey County. Mr. Hoffineyer, architect, presented sketches of the Nursing Home Complex. The matter was referred to the Planning Board. Motion by Councilman Crouse and seconded by Mayor O'Connor that no action be taken on the Saliterman Sign request until a complete proposal is received. .r -2- Motion 2-Motion carried. • .Motion by Councilman Levandowski and seconded by Councilman Crouse that a request for a 3 Ft. 8" front yard variance by Jack Maxwell at 3205 Silver Lake Road be approved. Motion carried. Cduncilman Crouse introduced Resolution #69-037 and moved its adoption. RESOLUTION 69-037 A RESOLUTION PROVIDING FOR THE TEMP- ORARY FINANCING OF VILLAGE IMPROVE- MENTS 1969-1, 1969-2. The resolution was duly seconded by Councilman Levandowski. Voting on the resolution: Aye: O'Connor, Crouse, Emond, Levandowski , Dougherty Nay: None Resolution declared adopted. • Action on membership in the Minnesota League of Municipalities was tabled to October 14, 1969. Notion by Councilman Emond and seconded by Councilman Crouse that Hennepin & Ramsey County be contacted relative to the improvement of 37th Avenue N.E. Motion carried. Letters of correspondence were reviewed and ordered filed. Motion by Councilman Crouse and seconded by Councilman Levandowski that the Ramsey County Engineer be contacted relative to the installation of a traffic signal at Silver Lane and Silver Lake Road. Motion carried. Motion by Councilman Crouse and seconded by Councilman Levandowski that the following certificates of the engineer be approved: 1. Village engineering services - $312.60 2. Engineering services Project 1969-1 - $2,034.70 3. Engineering services Project 1968-4 - $4,581.65 Motion carried. Motion by Councilman Levandowski and seconded by Councilman Crouse that the following contract payments be approved. 1. Improvement 1968-4, C.S. McCrossan - $97,668.86 2. Improvement 1969-1, Walbon Co. - $4,014.00 Motion carried. -3- Motion by Councilman Crouse and seconded by Councilman Dougherty that the Village Engineer be directed to prepare preliminary plans for the Village portion of the . Hwy #8 Storm Sewer. Said plans to be prepared in segments for Council evaluation. Motion carried. Motion by Councilman Dougherty and seconded by Councilman Crouse that the meeting be adjourned.
