VILLAGE OF ST. ANTHONY
• COUNCIL MINUTES
October 14, 1969
The meeting was called to order by the Mayor Pro Tem at 8:00 o'clock P.M.
The following were present at roll call : Emond, Crouse, Levandowski , Dougherty
Absent : O'Connor
Also Present: Wayne Popham, Village Attorney
John Printon, Village Manager
Ice Comstock, Village Engineer
Motion by Councilman Crouse and seconded by Councilman Levandowski that the
minutes of the regular meeting of September 23, 1969 be approved as submitted.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Crouse that the
minutes of the Special Meeting of September 25, 1969 be amended to read "seconded
by Councilman Crouse", as pertains to approval of the Hedlund-Wakiriak plat.
• Motion carried.
Councilman Crouse moved and seconded by Councilman Dougherty that the minutes of
the Human Relations Committee meeting of September 22, 1969 be approved.
Motion carried.
Mr. Kenneth Solie, representing the St. Anthony JC's, appeared regarding the
Village assuming the cost of printing a Village Handbook. After discussion,
motion by Councilman Crouse and seconded by Councilman Dougherty that tentative
approval be given for an expenditure of not to exceed $500.00 for the printing of
a Village Handbook for Village wide distribution and subject to edit by the
Village Council before printing.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Dougherty that the matter
of bridge inspection of the Great Northern Railroad bridge on St. Anthony Boule-
vard, East of Silver Lake Road be referred to the Village attorney for recommend-
ation as to enforcement provisions of the Statutes.
Motion carried.
A notice of hearing before the Public Service Committee was discussed. Mr. Wayne
Popham, explained to the Council that no order had been rendered on the request for
a fare increase.
' Mayor O'Connor joined the meeting at 8:30 P.M.

Motion
2-Motion by Councilman Levandowski and seconded by Councilman Crouse that a traffic
study of Coolidge Street within the St. Anthony Shopping Center be referred to the
Planning Board and the Director of Public Safety for a report to the Council within
thirty days.
Ice Comstock reviewed the status of the Hwy #8 storm sewer. After discussion,
motion by Councilman Crouse and seconded by Councilman Levandowski that the Village
engineer be authorized to secure larger prints of the storm sewer layout and present
a computation as to Village share of construction costs.
Motion carried.
The Village engineer was authorized to arrange a meeting with the Minnesota High-
way Department on October 20th, or 28th, to discuss the Highway #8 & 35 W projects.
Mr. Beutel , Chairman Human Relations Committee, informed the Council that he would
be out of the state for several months and felt he should tender his resignation.
Motion by Mayor Pro Tem Emond and seconded by Councilman Crouse that Mr. Beutel 's
resignation be accepted.
Motion carried.
Mr. Beutel suggested that the Human Relations Budget be reviewed by his successor.
Mr. Dougherty suggested that a certificate of appreciation be forwarded to Mr.
• Beutel. The Council directed that a certificate of merit be presented to Mr.
Reute 1.
Mrs. Hinkel appeared regarding assessments on her property on Foss Road and Chand-
ler Drive. She was informed that the matter was considered at the public hearing
on October 7, 1969 and the assessment forwarded to the Ramsey County Auditor. She
was also informed that she had ten days in which to file an objection in District
Court. She was informed that the Council was certainly sympathetic to the assess-
ment against her property but that the assessment procedure was consistant with
past policies.
After discussion, Councilman Crouse moved and seconded by Councilman Levandowski
that Section 600, "The 1968 Code of Ordinance of the Village of St. Anthony" as
amended by Ordinances 1968-1, 1968-2, 1968-3, 1968-4, 1968-5, 1968-6, 1968-7, 1968-
8, and 1968-9 is here by repealed and that the rules be waived and that Ordinance
1969-10 be approved on first reading.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Dougherty that the duly
authorized licenses be approved as submitted.
Motion carried.
Motion by Councilman Levandowski and seconded by Mayor O'Connor that the following
certificates of the engineer be approved:
a. Village engineering services-$369.96
b. Improvement 1969-1-$1,937. 11
c. Improvement 1968-4-$548.06

Motion carried.
Notion by Councilman Crouse and seconded by Mayor O'Connor that the agreement bet-
ween the Village and Local #664, Fire Department representative, be approved for
1969, and the Mayor and Village Manager be authorized to sign said agreement on
behalf of the Village.
Motion carried.
Motion by Councilman Dougherty and seconded by Mayor Pro Tem Emond that the Vill-
age retain membership in the Minnesota League of Municipalities and drop membership
in the Metropolitan Section.

Motion carried.
Motion by Councilman Crouse and seconded by Mayor O'Connor that the request of
N. W. Bell Telephone Company to place buried cable on Chandler Drive per plan
submitted be approved.
• Motion carried.
Motion by Mayor Pro Tem Emond and seconded by Councilman Crouse that the Mayor's
proclamation declaring Employ The Physically Handicapped Week be approved.
Motion carried.
Motion by Mayor O'Connor and seconded by Mayor Pro Tem Emond that the request of
N.S.P. Company to place a pole on Chandler Drive per plan submitted be approved.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Dougherty that the request
of N.W. Bell Telephone Company to place buried cable per plan submitted in the
St. Anthony Office Park be approved.
Motion carried.
After discussion, motion by Councilman Levandowski and seconded by Mayor Pro Tem
Emond that the Park & Recreation Depts. request to purchase one Arps snow blower
to clean hockey rinks and Village sidewalks be approved.
Motion carried.
The Village Council directed that a study be made of Foss Road North of 37th Ave-
nue to determine what parking restriction method would best serve the area, said
report to be forwarded to the Council by October 28th.
Motion by Councilman Levandowski and seconded by Mayor O'Connor that the properly
verified claims be approved.

Councilman Crouse introduced Resolution #69-040 and moved its adoption.
RESOLUTION 69-040
A RESOLUTION WAIVING AD VALORUM LEVY
FOR IMPROVEMENT BONDS 1969
The resolution was duly seconded by Mayor O'Connor.
Voting on the resolution:
Aye: O'Connor, Crouse, Emond, Levandowski , Dougherty
Nay: None
Resolution declared adopted.
Motion by Councilman Crouse and seconded by Councilman Levandowski that the Mayor's
Proclamation proclaiming November 11th as Veterans ' Day be approved.
Motion carried.
Motion by Councilman Crouse and seconded by Mayor Pro Tem Emond that the meeting
be adjourned.
