ANTHONY COUNCIL MINUTES November 11 , 1969 The meeting was called to order by the Mayor Pro-Tem at 8:00 o'clock P.M. The following were present at roll call : Emond, Crouse, Levandowski Absent: O'Connor, Dougherty Also Present : Raymond Haik, Village Attorney John Printon, Village Manager Ice Comstock, Village Engineer It was noted that on Page 1 , minutes of October 28, 1969 as pertains to the division of the S. 12 ' of Lot 3, Block 7, Murray Heights Addition that Councilman Levandowski should be recorded as, "abstain". Motion by Councilman Levandowski and seconded by Councilman Crouse that the minutes of the regular meeting of October 28, 1969 be approved as amended. Motion carried. The matter of the completion of the concrete paving contract in the St. Anthony Office Park was discussed. Village engineer, Ice Comstock, related to the Council • the events to date. Mr. Richard Gay explained to the Council the need for an access to the property to the Powers Regulator Building and to a proposed building on the south side of the development. The Council was informed that neither of the three contractors involved would accept responsibility for the delay which prevented the concrete paving to be constructed. Motion by Councilman Crouse and seconded by Councilman Levandowski that the con- tractors and developer involved in the improvements of the St. Anthony Office Park Addition negotiate a cost distribution for the construction of a temporary asphalt surface to provide access to the Powers Regulator Building and the T.K. Gray Building, and it is to be understood that the Village of St. Anthony will assume no part of the cost of the temporary roadway. Motion carried. Motion by Councilman Crouse and seconded by Councilman Levandowski that the Village Attorney and Manager meet with the developer and C.S. McCrossan to deter- mine who is responsible for the delay of the project, and report to the Council at the November 25th meeting. The adoption of a resolution participating in the sharing of costs for the Highway #8 Storm Sewer Improvement was tabled to the first meeting of the Council in Jan- uary. Motion by Councilman Crouse and seconded by Councilman Levandowski that a letter be forwarded to the Hennepin County Board opposing the removal of Village Deputy Assessors of Communities under 30,000 population unless all municipalities includ- ing the City of Minneapolis are included in the order. Motion carried. -2- A letter from the National League of Cities, Conference of Mayors, regarding a survey of highway manpower was forwarded to the Director of Public Safety for appropriate action. Motion by Councilman Crouse and seconded by Councilman Emond that the owners of property at 3829 Foss Road be notified to connect to the Village Sanitary Sewer System as the overflow of a cesspool located in part on Village R/W has been determined to be a health hazard by the Village Health Inspector. Motion carried. The following appointments were made to the Human Relations Committee : Councilman Levandowski - Mrs. Jo Swan Councilman Crouse- Mrs. Peggy Allguire Motion by Councilman Crouse and seconded by Councilman Levandowski that the licenses be approved as submitted with the addition of a heating license for Allied Mechanical , Incorporated, subject to the approval of the heating inspector. Motion carried. Motion by Councilman Levandowski and seconded by Councilman Crouse that a 4' x 8' sign be approved as requested by the Lions Club to advertise their Pancake Break- fast. Motion carried. Mr. Gordon Hedlund appeared and reviewed his nursing home proposal . The architect plans were not available for Council review. Motion by Councilman Levandowski and seconded by Councilman Crouse that the properly verified claims be approved. Motion carried.
