VILLAGE OF ST. ANTHONY
• COUNCIL MINUTES
November 25, 1969
The meeting was called to order by the Mayor at 8:00 o'clock P.M.
The following were present at roll call : O'Connor, Crouse, Emond, Levandowski,
Dougherty.
Also present: Fred Richards, Village Attorney
John Printon, Village Manager
Motion by Councilman Levandowski and seconded by Councilman Crouse that the
minutes of the regular meeting of November 11, 1969 be approved as submitted.
Motion carried.
Motion by Mayor O'Connor and seconded by Councilman Dougherty that the minutes of
the special meeting of November 13, 1969 be approved as submitted.
Motion carried.
Duane Miedtke, Planning Board, presented the Boards minutes of the November 18,
1969 meeting.
• Motion by Councilman Crouse and seconded by Councilman Emond that the action of
the Planning Board in denying a request for a sign on the rear of the Foodtown
Market be confirmed.

Motion carried.
After review of a letter by Mr. Don Gearhart regarding an error in the Ramsey
County Assessor's office on which an assessment was levied against property located
at 4029 Shamrock Drive, motion by Councilman Crouse and seconded by Councilman
Levandowski that the interest penalty be waived on assessments, Improvement 1968-4,
against property located at 4029 Shamrock Drive, due to a delay in payment caused
by the correction of an error in the Ramsey County assessors map.
Motion carried.
Councilman Levandowski introduced Resolution #69-043 and moved its adoption.

RESOLUTION CALLING FOR A PUBLIC HEARING ON
• THE SUPPLEMENTAL ASSESSMENTS TO CORRECT OMISSIONS
IN THE ASSESSMENT OF THE TOTAL COST OF STREET
IMPROVEMENT 1952-1 AND WATERMAIN IMPROVEMENT

Resolution declared adopted.
An amendment to the water rate ordinance to provide for necessary revenue to
retire a $43,000.00 deficit in the 1953-1 Water Plant Improvement was discussed at
length.
Motion by Councilman Crouse and seconded by Councilman Levandowski that the Village
Manager be directed to prepare the necessary amendment to the water rate ordinance
for consideration at the December 9, 1969 meeting.
Motion carried.
Motion by Councilman Dougherty, seconded by Councilman Crouse that Ordinance
#1969-12, lin Ordinance Relating To /Abandoned Motor Vehicles, be approved at the
first reading with section #3 to be deleted for second reading.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Dougherty that bids as
taken by Hennepin County for the supplying of two police patrol cars, per specific-
ation in the amount of $2,508.79 each be approved.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Crouse that the install-
ation of the following street lights be approved:
1. St. Anthony Blvd. at Coolidge Street, Wilson Street, Roosevelt Street
2. Chelmsford & Edgemere
3. 34th Avenue N.E., Skycroft Circle & Croft Drive.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Levandowski that the Village
Manager be authorized to take bids for the installation of a traffic control
signal in front of the Fire Station.
Motion carried.
The Village Manager was directed to contact other communities on rodent controls.
Motion by Councilman Crouse and seconded by Mayor O 'Connor that Harold H. Fuhrman,
Secretary of National Suburban League, be assigned the proxy for the casting of a
• ballot in the name of G.W. Snyder as a director of the League.

Motion by Councilman Dougherty and seconded by Councilman Levandowski that the
following certificates of the engineer be approved. n

Motion by Councilman Levandowski and seconded by Councilman Crouse that the properly
verified claims be approved.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Levandowski that the
engineers estimate #6, Improvement 1969-1 , in favor of Walbon Contracting Company,
in the amount of $15,117.30 be approved.
Motion carried.
• The Village Manager was directed to submit a report on the training schedule and
names of the C.D. unit.
The Council gave voice approval to a request for the Y's Men Xmas tree lot adjacent
to Sandy's Drive-In.
Motion by Councilman Levandowski and seconded by Councilman Emond that the meeting
be adjourned.
