• COUNCIL MINUTES
December 9, 1969
The meeting was- called to order by the Mayor at 8:00 o'clock P.M.
The following were present: O'Connor, Emond, Levandowski , Dougherty
Absent: Crouse
Also Present : Village Attorney, Fred Richards
Village Manager, John Printon
Motion by Councilman Dougherty and seconded by Councilman Emond that the minutes
of the meeting of November 25, 1969 be approved as submitted.
Motion carried.
Mr. John Remes, Chairman Human Relations Committee, presented the minutes of the
ccmmittee's November 24, 1969 meeting. Mr. Remes asked the Council what procedure
should be followed regarding speakers for a proposed adult education program. He
was informed that the names and any costs be submitted to the Council prior to
scheduling the program.
Motion by Councilman Dougherty and seconded by Councilman Levandowski that
Ordinance #1969-12, An Ordinance Relating To Abandoned Motor Vehicles, be approved
at second reading.
Motion carried.
Motion by Councilman Levandowski and seconded by Mayor O 'Connor that Ordinance
#69-13, An Ordinance Relating To Water Rates For Commercial, Residential , And
Building Construction Users Amending Section 415.02 Of The 1968 Code of Ordinances,
be approved at 1st reading.
Motion carried.
Various letters of communication were received and ordered filed. The Village
Attorney informed the Council of the Soo Line Railroad appeal on the 1968-4
Improvement assessment.
Kation by Councilman Dougherty and seconded by Councilman Levandowski that the
Village Manager be directed to make the annual payment in the amount of $447.87
to the City of Columbia Heights in payment for a share of the Minneapolis,
Columbia Heights, St. Anthony storm sewer on Stinson Blvd., and that such payment
be withheld until Columbia Heights' share of Ditch #3 has been received by the
Ramsey County Auditor.
Motion carried.
Motion by Councilman Levandowski and seconded by Mayor O'Connor that the retainage
for Walbon Excavating Company Improvement Project 1969-1, be reduced to $5,000.00,

an
2-an increase of $2,000.00 over the amount recommended by the Village engineer in a
letter dated, November 21 , 1969.
Motion carried.
A letter from Mr. & Mrs. Carol , Fcss Road, was discussed; the Village Manager was
directed to provide access to the second driveway on the hording pond maintenance
rcac:way. It was understood that blacktopping of the approach from Foss Road
would be done, weather permitting.
Mr. Gordon Hedlund presented plans for a proposed nursing home. After review
of the exhibit presented by the architect, motion by Councilman Emond and seconded
by Councilman. Levandowski that the Planning Board be directed to hold hearings
on the proposed development of Lots 11 through 16, Block 6, Mounds View Acres,
2nd Addition and that mailed notices be sent to properties within 500 feet of the
above described property, said meeting to be held on January 20, 1970.
Motion by Councilman Dougherty and seconded by Councilman Levandowski that the
motion be amended to include property from 39th Avenue N.E. to Silver Lane.

Motion by Councilman Dougherty and seconded by Councilman Levandowski that the
properly verified claims be approved.
Motion carried.
