SEPTEMBER 8, 1970
The meeting was called to order by Mayor Miedtke at 8:10 o'clock P.M.
The following were present at roll call : Crouse, Miedtke, Levandowski, Englund.
Absent : Emond
Also Present : Village Attorney, Larry Vickrey
Village Manager, John R. Printon
Motion by Councilman Crouse and seconded by Councilman Englund to approve the
minutes of the August 25, 1970 meeting as presented.
Motion carried.
Motion by Councilman Levandowski and seconded by Councilman Crouse to table
action on the Air Pollution Ordinance until the September 22, 1970 meeting.
M-tion carried.
Motion by Councilman Crouse and seconded by Councilman Englund to waive the
second reading of Ordinance 1970-11 regarding the organization of the Department
• of Public Safety.
Mr. & Mrs. Paul Loeffler of 2608 35th Avenue N.E. appeared asking questions of the
Council regarding the proposed organization of the Department of Public Safety.
Voting on the motion:
Aye: Crouse, Miedtke, Englund
Nay: Levandowski
Motion by Councilman Crouse and seconded by Councilman Levandowski to table action
on the Ordinance for the storage and collection of garbage until the September
22, 1970 meeting so th;it the Village Attorney can rewrite the Ordinance making
the suggested changes.
Motion carried.
Mr. Leonard, Public Safety Director, appeared requesting an ordinance for the
controlling of all types of blasting materials in the Village.
Motion by Councilman Crouse and seconded by Councilman Englund directing the
Village Attorney to draft an ordinance controlling blasting materials in the
Village and also to contact Attorney General Head's office and, if possible, to
get his reco,"nendations in this respect.
Motion carried.
The Willage Attorney was instructed to look into the possibility of an ordinance
declaring that bomb scare threats are unlawful.

2-(here was soi.e discussion on the drug meeting to be held at the Village High
School on September 12, 1970 sponsored by the St. Anthony Jaycees, Kiwanis Club,
Young Life and the Student Council.
Let the minutes show that Councilman Crouse disagreed with the possiblity that
the St. Anthony Jaycees, the Kiwanis, Student Council, etc. are considered the
community representatives and that the Council is not.
Let the minutes show that Mayor Miedtke said the last thing that he, personally,
would want to see was that a program of such a delicate nature be jeopardized
because of personal feelings.
Motion by Mayor Miedtke and seconded by Councilman Crouse directing the Village
Manager and the Village Engineer to investigate fully the charges as set forth in
the Cost Allocation for Budget Year 1971 from the Metropolitan Sewer Board.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Englund authorizing the
Village Manager to approve an agreement with the Mustang Investment Corporation
regarding the installation of a sprinkler system at Apache Plaza.
Motion carried.
Motion by Councilman Crouse and seconded by Mayor Miedtke setting September 29,
1970, for a public hearing regarding the construction of storm sewer for the
Equinox Apartments.
Notion carried.
Motion by Councilman Englund and seconded by Councilman Crouse authorizing the
receiving of bids for the construction of storm sewer for the Equinox Apartments
on September 290 1970 at 12 :00 o'clock noon.
Motion carried.
Motion by Councilman Crouse and seconded by Councilman Levandowski setting a
Public Hearing on September 29, 1970 to rezone the Standard Oil property at
37th Avenue N.E. and Silver Lake Road from commercial to light industrial.
Motion carried.
Motion by Councilman Crouse and seconded by Mayor Miedtke to pay the verified
claims.

Motion by Councilman Crouse and seconded by Councilman Englund authorizing the
Village Manager to go to the Public Works Convention in Dallas, Texas on
• November 28, 29 and 30, 1970.
Motion by Councilman Crouse and seconded by Councilman Englund that the meeting
be adjourned.
Notion carried.
